Mission Equipment

The contractor shall maintain all vessel sensors, sensor equipment, sensor components, communications, and other navigational equipment and other installed electronic equipment in accordance with the manufactures specifications.

Does Section 4.10 require that the contractor maintain the long range communication equipment of all vessels currently managed by another vendor?

PWS Pg.19, Sec 4.10: Mission Equipment

CBP AMO NMC currently operates a Sensor and Electronics Repair Center (SERC) in St. Augustine. The SERC operates as a corporation named FLIR, which is a Certified Repair Station, as well as a center for maintenance, repair, and testing for other electronic components.

The Contractor shall plan to provide an adequate number of appropriately qualified personnel to operate the SERC and provide the repair capabilities noted in the paragraphs below.

The requirement is for the contractor to staff the SERC and maintain, repair and test electronic components that will include FLIR products. Is this correct?

For the referenced solicitation section/language, please confirm this is a reimbursable cost as part of CLIN 0002.

NO - Under the Fair Labor Standards Act - The FLSA does not require that employees wear uniforms. However, if the wearing of a uniform is required by some other law, the nature of a business, or by an employer, the cost and maintenance of the uniform is considered to be a business expense of the employer. If the employer requires the employee to bear the cost, it may not reduce the employee's wage below the minimum wage of $7.25 per hour effective July 24, 2009. Nor may that cost cut into overtime compensation required by the Act.

PWS Pg. 8, Section 4.2:

Page 8, Section 4.2.1F states that the Contractor shall ensure at least a 94% operational readiness rate.

Page 8, Section 4.2.1F states that the Contractor shall ensure at least a 94% operational readiness rate. However on page 47, section 5 Performance Standards lists the Metric Standard as 90% of vessels are fully operational and available for any mission. On page 16 of the Performance Evaluation Plan Award Fee the vessel availability rate is listed as 90%. Please clarify.

All OR rates should show 94%.

PWS Pg. 72, Section12.8.3:

Staffing

Positions and Qualifications The qualifications for the key personnel position of Regional Maintenance Manager is stated only as “Master Tech” with no experience requirements. The qualification for Marine Maintenance Supervisor are stated as “Master Tech, 10+ Years Experience.” Is the Marine Maintenance Supervisor a more junior position to Regional Maintenance Manager? If so, should the Regional Maintenance Manager’s qualification include “10+ Years Experience?

Should the qualifications for Marine Maintenance Supervisor be limited to only “Master Tech”?

The qualifications for the Regional Maintenance Manager (RMM) positions should be as follows:

Master Technician & 10 + years experience. ( if incumbent employee does not have certification, they may have up to 18 months to attain). The qualifications for the Marine Maintenance Supervisor (MMS) positions should be as follows:

Certified Technician & 5 + years experience.

Master Technician is define as follows: Certified Mercury Mechanic, ABYC Master Technician and 10+ years experience. Certified Technician is defined as follows: Certified Mercury Mechanic, ABYC Standards Cetified and 5+ years experience).

The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer.

If necessary, should the provisions in L1. and L.2 be included in offeror's Phase II submittals?

Should these provisions be submitted as part of L.25 Cost/Price Proposal: Volume II, along with our signed Amendments, SF 33, etc?

Will the appendices required in L.24 (b) be evaluated separately from the Technical Adaptability Proposal required in L.24 (a).

To provide adequate space for offerors to thoroughly address all solicitation requirements, will the Government exclude Appendices A, B and C from the 10 page limit required for L.24 Technical Adaptability: Volume I and provide a separate limit of 15 pages in total for all three Appendices combined?

The Page Limit for Factor 3 Technical Adaptability will be increase to a limit of 25 pages. See Amendment.

Pg. 70, Section L.17 (a) "Proposal Delivery" Does the Government have file size restrictions for e-mails and the files included within each e-mail? If so, what are they? If an offeror’s proposal exceeds the size limit, will the offeror be allowed to submit its proposal in two or more e-mails?

The email size limit is 50MG. If needed, multiple email submittals is allowable.

The contractor shall develop a staffing plan, submit with their proposal, and then re-submit electronically to the Contracting Officer after contract award.

The SF-33 states the proposal validity should be for 60 days and Section L.25:Cost/Price Proposal Volume II Offeror's Statement provides a proposal validity of 180 days.

Please clarify.

Are the named contractors (Applied Insight, LLC and PRIMCORP) prohibited from being proposed as subcontractors by an offeror?

No, the support contractors cannot be proposed as subcontractors. One additional support contractor (MTSI) has been added to the list in the amendment.

Page 82, Section M (8 d). Factor 4: Cost/Price

The Government will assess the “Total Costs and Prices” and all supporting details to determine whether the “Total Prices” are fair and reasonable. The Proposed Total Costs will be evaluated for reasonableness to meet the requirements.

Will a cost analysis be performed on each offeror’s Cost/Price proposal?

Yes, a cost analysis will be performed for CLIN XXX2 on each offeror's cost/Price proposal.

If so, are offerors required to provide contact information (i.e., name, telephone number and email) for the appropriate contracting officer or program official for each service contract cited for Corporate Experience required by L.20?

No, Past Performance will not be considered as part of the evaluation for Corporate Experience. Offerors are not required to provide the additional contact information.
