About this file

This is a Technical Evaluation Criteria document for a Request for Proposals issued by the Utah State Board of Education (USBE) for Utah Professional Practices Advisory Committee (UPPAC) Investigators. The solicitation (USBE-MI27052-RFP) seeks to contract with qualified external, independent investigators who will be deployed on a rotating or random basis to conduct hearings as required. USBE anticipates awarding either a single contract or multiple contracts to responsive and responsible offerors. The RFP is being issued to identify additional qualified individuals to perform investigative services, as existing contracts are in place but demand is increasing. Current contractors may resubmit proposals if they wish to add additional investigators to their contracts.

Offerors must provide comprehensive responses to all four technical evaluation criteria to receive full consideration. Applicants must demonstrate investigator experience in conducting in-depth investigations and writing investigative reports consistent with the Scope of Work requirements, provide evidence of educational law experience, submit writing samples of no more than ten pages (individual samples required for companies with multiple investigators), and identify any potential conflicts of interest including prior, current, or anticipated involvement with schools, school districts, charter schools, or the Utah State Board of Education within a five-year period. Offerors must maintain the highest ethical standards and avoid any appearance of impropriety, and must explain how they would resolve any identified conflicts of interest in conjunction with the resulting UPPAC investigator contract.

Solicitation #USBE-MI27052-RFP

Instructions

Responses to ALL questions are REQUIRED. Offerors are permitted to attach additional materials to their proposals, if necessary, to provide additional information to the evaluation committee, but each question MUST be answered in order to give the committee a complete, point-by-point response to each criterion identified in this request for proposal (RFP).

Technical Evaluation Criteria

1. Investigator Experience: Please outline and demonstrate your experience in conducting in-depth investigations and writing investigative reports similar to the ones required by the Scope of Work.

2. Educational Law Experience: Please outline and demonstrate your experience in educational law.

3. Writing Sample: Please provide a writing sample of no more than ten (10) pages from prior work as an investigator or other relevant work. If you are a company with multiple investigators, each individual must submit his/her own writing sample.

4. Potential Conflicts of Interest: You must be able to maintain the highest level of ethical standards and avoid any illusion of impropriety. You shall identify any potential conflicts of interest you may have. This includes, but is not limited to, representation of schools, school districts, and charter schools. Identify any involvement you may have had, currently have, or intend to have during the next five (5) years with the Utah State Board of Education. If the potential for a conflict of interest exists, you should identify how you would resolve the conflict in conjunction with the resulting UPPAC investigator contract.
