Scope of Services Summary

This is a Scope of Services document issued by the City of Detroit Construction & Demolition Department for HVAC system services citywide. The document outlines the technical and operational requirements for a contractor to provide heating, ventilation, and air conditioning services across City of Detroit facilities for a three-year contract term. The services encompass four primary categories: HVAC seasonal start-up, inspection and maintenance activities, repairs and improvements to existing systems, and provision of HVAC parts and supplies. The Owner reserves the right to revise or clarify the scope at any time without entitling the contractor to upward price adjustments or additional fees.

The contract requires the contractor to assign a 24/7 available Project Manager with full authority to represent the contractor and to deploy qualified personnel possessing a 1st Class Refrigeration Operator License, Pipefitter certification, Universal Section 608 Certification, and a minimum of five years of licensed working experience. The contractor must provide all necessary equipment, materials, and permits and comply with all applicable federal, state, and local laws and industry standards. For emergency services, the contractor must acknowledge requests within two hours, arrive on-site within four hours, and provide detailed estimates within one calendar day. The contractor bears all costs for corrections, damage repairs, and hazard remediation and is not entitled to reimbursement for work stoppages initiated by the Owner. Payment is contingent upon Owner approval of completed work and supporting documentation, with the Owner authorized to withhold payment for incomplete work, deficiencies, or contractor-caused damages.
