About this file

This is a Labor Rate Fee Schedule attachment for an HVAC Services contract issued by the City of Detroit Office of Contracting and Procurement on behalf of the Construction and Demolition Department. The City seeks qualified respondents to provide HVAC repair services citywide for a three-year contract period, with an anticipated Year 1 effective date of January 1, 2027, Year 2 effective date of January 1, 2028, and Year 3 effective date of January 1, 2029. Respondents must submit proposed fees in Excel format and are required to have qualified personnel available for emergency repairs and call-back services during both standard business hours (Monday-Friday, 8am-5pm local time) and non-standard hours as directed by the City.

Respondents must propose labor rates and service markups across three separate rate schedules, one for each contract year. The fee schedule requires vendors to enter proposed rates within highlighted cells for: (1) repair service markup percentages and flat markup fees on parts, supplies, or equipment; and (2) employee labor rates by job title, including separate rates for standard business hours, overtime hours, emergency standard hours, and emergency overtime hours. Labor rates must be inclusive of mobilization, installation, removal, and disposal of parts and apply to specified sections of the Scope of Service. The City reserves the right to evaluate the reasonableness of all proposed rates and negotiate rates with any respondent. Only employee labor rates for job titles that may be assigned work under the contract, including office and field staff, should be listed.
