About this file

This is a Sole Source Justification Form submitted by the State of Illinois regarding DMG Mori CNC Training Center Equipment. The procurement involves DMG Mori, a CNC manufacturing equipment provider, in collaboration with City Colleges of Chicago (CCC) and Associated Vocational Institute (AVi). DMG Mori will loan five advanced CNC manufacturing machines to support the development of a new CNC Training Center designed to serve DMG Mori employees and customers, as well as CCC students at AVi. The arrangement includes a three-year loan period with options to either lease or purchase the equipment upon completion of the loan term. The sole source justification supports this non-competitive procurement approach based on the unique nature of the partnership and DMG Mori's specialized equipment and collaborative commitment to workforce development.

The procurement is structured as a sole source acquisition, indicating that DMG Mori has been identified as the only capable provider for this specific training initiative. The arrangement leverages DMG Mori's specialized CNC manufacturing equipment and technical expertise to address a demonstrated need for advanced training capabilities in the region. This partnership model reflects a strategic approach to workforce development that combines industry equipment donation with educational institution resources, eliminating traditional competitive bidding requirements due to the singular nature of the manufacturer-educator collaboration and the specific technical requirements of the training program.
