Technical Criteria for Water Leak Detection Systems RFP
This Technical Criteria Attachment is part of a Request for Proposal issued by the State of Utah Division of Purchasing for Water Leak Detection Systems and Installation Services. The RFP seeks vendors to provide comprehensive water leak detection solutions including hardware, installation services, ongoing support, and training to eligible state agencies, school districts, cities, counties, and higher education institutions. The procurement is structured as a statewide cooperative contract with a five-year term, with potential for multiple awards to qualified vendors. The evaluation process allocates 700 technical points and 300 cost points, with vendors required to achieve a minimum of 490 technical points (70% of technical criteria) to advance to cost evaluation and a combined score of at least 70% of all available points (700 total) to be eligible for contract award. Vendors must guarantee pricing for one year and are subject to a 0.25% administrative fee.
The Technical Criteria Attachment E establishes five evaluation categories totaling 700 points: System Hardware and Software Capabilities (200 points), Installation Services and Methodology (175 points), Ongoing Support, Training, and Maintenance (125 points), Project Deliverables and Reporting (100 points), and Experience and Qualifications (100 points). Proposals must include detailed point-by-point narratives addressing each criterion, including descriptions of sensor hardware, cloud-based monitoring dashboards with AI-powered analytics, communication networks, installation methodologies, quality control processes, technical support and training programs, post-installation reporting, site maps and deliverables documentation, and prior relevant experience with government and commercial entities. The cost evaluation will be determined based on scenario pricing, with the lowest proposed price receiving 100% of the 300 cost points and other vendors receiving proportional cost points calculated against the most competitive pricing.

Technical Criteria Attachment E For ease of evaluation, the proposals must provide a narrative point-by-point response, addressing in detail each area of the evaluation criteria. The criteria are not intended to limit a proposal’s content or exclude any relevant or essential data. Vendors are at liberty and are encouraged to expand upon the criteria to demonstrate the vendor’s ability to provide the State with a solution.
Vendors need to provide a narrative for the following criteria.
1. System Hardware and Software Capabilities (200 Points)
· Describe your proposed hardware suite, including smart point-of-leak sensors, water flow sensors, multi-zoned sensor tape/ropes, and automated remote shut-off valves.
· Detail the features of your centralized, cloud-based monitoring dashboard, specifically how it provides real-time data, AI-powered analytics, and automated alert notifications.
· Explain your communication network configuration and how the system reliably alerts users to leak events without relying on the facility's local Wi-Fi.
· Describe how your system architecture allows for future technology upgrades, such as new apparatuses, modules, or supplementary components during the contract term.
2. Installation Services and Methodology (175 Points)
· Outline your methodology for conducting pre-installation site assessments with the Eligible User to determine the optimal placement of sensors and equipment.
· Detail your end-to-end deployment process for hardware installation, platform setup, and network configuration.
· Explain your quality control process to ensure all installed equipment functions as proposed and adheres strictly to all local building and plumbing codes.
· Describe how your installation services scale to accommodate diverse facility types across state agencies, school districts, cities, counties, and higher education institutions.
3. Ongoing Support, Training, and Maintenance (125 Points)
· Describe the comprehensive technical support and maintenance options you provide to Eligible Users after the system is deployed.
· Detail your process for providing user training to the agency's designated staff and internal project managers.
· Explain how you provide and maintain the digital system user manuals for authorized users.
· Outline how you assist the internal project manager in configuring automated alert notifications and interpreting dashboard analytics.
4. Project Deliverables and Reporting (100 Points)
· Provide a sample or detailed outline of your post-installation reports, including how you document device locations and network connectivity status.
· Describe your process for generating a finalized site map that details the exact placement of all sensors, relays, and shut-off valves.
· Explain your procedure for reviewing deliverables with the internal project manager to obtain a final sign-off sheet confirming agency expectations are met.
· Outline how you negotiate and structure project timelines, kickoff meetings, and installation dates within individual Purchase Orders or Statements of Work.
5. Experience and Qualifications (100 Points)
· Detail your experience providing commercial-grade Water Leak Detection Systems to government entities, educational institutions, or large commercial portfolios.
· Describe previous engagements where your IoT-driven solutions successfully mitigated operational risk, financial loss, and health hazards associated with water damage.
· Explain your organizational capacity to support a Statewide Cooperative Contract where usage is on an as-needed basis with no guaranteed historical purchase amounts.
