About this file
This is a Scope of Work document for a Statewide Cooperative Contract (SCC) issued by the State of Utah Division of Purchasing to establish a Water Leak Detection Systems and Installation Services portfolio. The contract will serve eligible users including state agencies, school districts, cities, counties, and higher education institutions. The contractor must provide end-to-end solutions comprising scalable smart sensors (including point-of-leak sensors, water flow sensors, and multi-zoned sensor tape/ropes), cloud-based monitoring platforms with real-time data and AI-powered analytics, professional installation services, and ongoing technical support and maintenance options. The contractor is responsible for conducting pre-installation site assessments to determine optimal sensor placement, providing all hardware and installation tools, and submitting post-installation reports detailing device locations, network connectivity status, and user sign-off sheets. Eligible users must provide building access, electricity, designated staff for testing, and an internal project manager to coordinate with the contractor. Project timelines and budgets will be negotiated individually between the contractor and each eligible user through separate purchase orders or statements of work, as no universal schedule or historical usage data is available for this new portfolio.
The contract term is five years with vendor pricing guaranteed for a minimum of one year. Award determination follows a two-stage evaluation process: vendors must achieve at least 70 percent of technical criteria points (490 of 700 available points) to advance to cost evaluation, where the most competitively priced vendor receives 100 percent of 300 cost points and other vendors receive proportional points based on their pricing relative to the lowest bid. Multiple awards are anticipated with any vendor achieving a combined score of at least 70 percent of all available points eligible for the statewide cooperative contract. An administrative fee of 0.25 percent applies to the awarded contract. The State of Utah Division of Purchasing does not guarantee any minimum purchase amount under the awarded contract. The contractor must ensure system reliability with high platform uptime and reliable leak detection independent of facility Wi-Fi, and all equipment must comply with local building and plumbing codes.

Attachment B Scope of Work (SOW) Introduction This Scope of Work (SOW) outlines the requirements for commercial-grade Water Leak Detection Systems and associated installation services. The goal is to establish a Statewide Cooperative Contract (SCC) portfolio for the State of Utah that can be utilized by all Eligible Users, including state agencies, school districts, cities, counties, and higher education institutions. The contractor will provide end-to-end solutions—including scalable smart sensors, cloud-based monitoring platforms, and professional installation services—allowing Eligible Users to proactively detect, manage, and prevent water leaks across diverse facility types.
Background Water damage in commercial, educational, and government facilities leads to significant financial losses, operational downtime, and potential health hazards. Currently, many facilities lack proactive monitoring, relying instead on manual discovery or reacting only after significant damage has occurred. By establishing a centralized SCC portfolio for Water Leak Detection Systems, the State of Utah aims to equip its Eligible Users with modern, IoT-driven solutions to improve sustainability and mitigate operational risk.
During the term of an awarded contract, the contract may be amended to incorporate new technology or technology upgrades associated with the procurement item being solicited. This includes new or upgraded systems, apparatuses, modules, components or other supplementary items, to the extent that those products are within the scope of this RFP.
Scope of Work The contractor shall provide Water Leak Detection Systems and professional installation services tailored to the specific needs of the purchasing Eligible User. Because this contract will serve various entities, the systems must be highly scalable.
The contractor is expected to provide:
Hardware: Smart water leak detection sensors (e.g., point-of-leak sensors, water flow sensors, multi-zoned sensor tape/ropes) and automated remote shut-off valves.
Software/Platform: A centralized, cloud-based monitoring dashboard providing real-time data, AI-powered analytics, and automated alert notifications.
Installation Services: Complete deployment of hardware, configuration of the communication network, and platform setup.
Ongoing Support: Technical support, user training, and maintenance options.
Requirements Contractor Responsibilities: The contractor must provide all hardware, installation tools, and training materials. The contractor must also conduct pre-installation site assessments with the Eligible User to determine optimal sensor placement.
Eligible User Responsibilities: The agency will provide building access, electricity, and designated staff for system testing. The agency will also designate an internal project manager to coordinate with the contractor and receive the system alerts.
Compliance System Reliability: The monitoring platform and sensor network must maintain high uptime and reliably alert users to leak events without relying on the facility's local Wi-Fi.
Installation Quality: Equipment must function as proposed and adhere to all local building and plumbing codes.
Reporting Requirements: The contractor must submit post-installation reports detailing device locations, network connectivity status, and a final sign-off sheet from the Eligible User. The project manager will review deliverables to confirm they meet agency expectations.
Project Deliverables Due to the varied nature of Eligible User purchases, deliverables for each specific purchase order under this contract will generally include:
Fully installed and operational Water Leak Detection System at the specified locations.
Access to the cloud-based monitoring dashboard for authorized users.
One system user manual (digital).
A finalized site map detailing the exact placement of all sensors, relays, and shut-off valves.
Project Timeline Because this is a Statewide Cooperative Contract intended for use on an as-needed basis by multiple Eligible Users, a universal project schedule cannot be provided. Expected timelines, kickoff meetings, and installation dates will be negotiated and detailed in the individual Purchase Orders or Statements of Work executed between the contractor and the specific Eligible User.
Project Budget Because this is a new portfolio, there is no historical usage data available. The State of Utah Division of Purchasing does not guarantee any purchase amount under the awarded contract.
