About this file

This file is a Statement of Interest (SOI) document for the State of Utah Division of Wildlife Resources, in coordination with the Division of Purchasing, for a wildfire fuels reduction project in Big Cottonwood Canyon. The project scope involves hand cut and pile services for wildfire fuels reduction across 749 acres, with a completion deadline of November 30, 2026. A mandatory site visit is required on August 5, 2026, at 10:00 a.m. at the Days Fork Trailhead, and must be attended in person by an authorized representative of any bidder submitting a proposal. Failure to attend the entire site visit will result in automatic disqualification. An attendance log will be maintained documenting all attendees, their contact information, and entity representation, along with any verbal modifications to solicitation documents that will be published as addenda. Participation is limited to prequalified contractors only, and bidders must be on the current pre-approved vendor list prior to submission.

The document establishes procedural requirements for the competitive bidding process under Utah Procurement Rule R33-6-103. All attendees at the mandatory site visit must remain fully present and engaged without taking calls or texts during the meeting, though phones may be used for photography. The solicitation will be published with supporting documentation and any modifications resulting from the site visit conference will be formally reduced to writing and distributed as addenda to all prospective bidders.

Instructions

INSTRUCTIONS: HOW TO USE THIS FORM

Independent Government Estimate (IGE)
No specific format is required for an IGE; however this must be an independent estimate and not a reiteration of a contractor quote. The selected format should generally be in the same level of detail and manner that the Schedule of Items pricing we request from contractors. The estimate should state any underlying assumptions or rationale used in formulating the estimate. Initially the CO will use the IGE to determine the estimated value of the procurement and to identify the appropriate procurement thresholds applicable to the solicitation. Later the IGE is compared to prices received to evaluate an offeror’s understanding of the government requirements and in supporting a price reasonableness determination.

EXPLANATION OF TABS

Stand Alone IGE:Use if the below do not apply to your requirement.
Stand Alone IGE w/options:Use if you have a requirement where you know you have an ongoing/recurring need year after year.
IDIQ:Use if you have a need that is reoccurring or multi-year requirement.
Task Order:Use if you want to issue a order against an existing contract or agreement.
