About this file
This is a Request for Proposal (RFP) issued by Alpine School District in Utah for a Facility and Construction Management Platform to serve the district's approximately 9,000 employees and 85,000 students across over 100 buildings and developed sites. The solicitation seeks a comprehensive cloud-hosted platform with capabilities including asset management, preventative maintenance management, corrective maintenance ticketing, warranty management and compliance tracking, and capital planning with lifecycle forecasting. The platform must support mobile access for both administrative and end-users on iOS and Android, utilize AI-driven capabilities where possible, and include implementation services with historical record integration, staff training, and a dedicated Customer Success Manager during onboarding. Proposals are due electronically through the Utah Public Procurement Place (UPPP) by 2:00 p.m. on Friday, December 19, 2025. The resulting contract will have an initial one-year guaranteed pricing period with potential continuation for up to five additional years. The vendor selected must ensure that upon Alpine School District's planned dissolution in July 2027, the three newly formed districts (West, Central, and South) receive the same terms, pricing, and contract duration.
Evaluation will occur in two stages, with Stage One requiring a minimum threshold score of 80 percent (560 of 700 points) based on company history and profile (250 points), demonstrated technical capability and expertise (300 points), and references (150 points). Stage Two evaluation will focus on cost proposals (300 points), with the lowest-cost bidder receiving the full 300 points and other vendors receiving proportional points using a cost comparison formula. Mandatory submission requirements include the Certification of Proposal Form (Schedule A), company profile and delivery timeline information (Schedule B), a detailed cost proposal (Schedule C), and responses to technical requirements questionnaire covering application integration, infrastructure, support capabilities, security standards, scalability, and user account authentication (Schedule D). Vendors must also submit current business licenses and proof of liability and workers compensation insurance. The district will conduct a two-stage evaluation process per the Utah Procurement Code and Rule, with contract commencement occurring after acceptance and award, and cancellation possible with thirty days' notice due to lack of funding or poor performance.
