Purpose and Need August 2023 Hurricane Hillary Flood Event and subsequent roadway/park closure 8(a) emergency contract for roadway reconditioning and cold patching Additional Events in winter 2023/spring 2024 ERFO eligible roadway repairs Restore access and increase resiliency Provide safe and reliable access

Project Scope Details The project design includes the following elements on various routes within Death Valley National Park:

Construction of a new Gabion Stepdown Wall at Badwater Road MP 0.1 Construction will require removal of existing gabion wall and may require shoring on Badwater Road Contractor can use the opposite shoulder on Badwater for diversion in leu of shoring One lane of two-way traffic must be maintained at all times on Badwater Road Any temporary signals at intersection with CA-190 requires Caltrans Permit Construction of multiple new, contractor designed, Gabion Walls along Emigrant Canyon Road (Option X) Revet mattresses with and without buried concrete barrier (multiple routes)

The project design includes the following elements on various routes within Death Valley National Park:

Installation of new culverts on Westside Road and embankment construction/surfacing to restore roadway access Removal of existing asphalt, base preparation, and placement of new asphalt on Harmony Borax Trail Asphalt curb, paved shoulder and revet mattress to facilitate drainage away from existing infrastructure Installation of new signs Installation of new gates Asphalt shoulder Asphalt concrete pavement patching

Badwater Site 1, MP 0.1 Gabion Step Down Wall – Sheet C1 CFL does not have survey of this site or the existing gabion stepdown wall Roadway reconditioning occurred at this site during 2023 emergency contract and existing wall has been covered Contractor responsible for surveying site and submitting for approval the proposed new wall layout with number of courses and steps This detail only applies to the gabion structure at Badwater Road Site 1 on sheet C1

Emigrant Canyon Gabion Walls (Option X) - Sheet G1 CFL does not have updated survey of these sites, all failure locations were filled in with roadway reconditioning in the 2023 emergency project Contractor responsible for surveying sites and submitting for approval the wall designs at all locations per Section 253

Contract Requirements:

Comply with Death Valley NP Fire Plan (Appendix A) Obtain Caltrans permit for VMS signs and any other devices placed on Caltrans ROW per Section 107.01 Tortoise biologist required at sites above 2000’ elevation 23 and provided by contractor See Section 623.06 for required qualifications Training required for construction staff (Appendix B) Monitoring and survey requirements can be found in Section 107.10(e) Archeological monitor required at all sites and provided by contractor See Section 623.05 for required qualifications Harmony Borax Trail and Westside Road to be completed first (Section 108.01(b)) Multiple sites can be worked on concurrently

Traffic Control Requirements – Routes closed during construction See Section 156.07(h) for all allowable closures and corresponding dates Allowable Closures:

Westside Road Bonnie Clare Road Allow access through sites on Bonnie Clare road for Contractor at Scotty's Castle per Section 108.01 Harmony Borax Trail Natural Bridge Road Mud Canyon Road Emigrant Canyon Road, allow park staff access Texas Spring Campground and Sunset Campground season starts October 15th No onsite work can occur before September 9, 2024 per SCR 108.01A Fixed Completion Date Schedule A April 4, 2025, Option X June 27, 2025 per Section 108.01

Items Water located within the park at multiple locations – See Section 105.02(a) Stand tanks allowed, not expected to bring water from outside park Method Spec for compaction with exception of areas behind/under structural items (revet and gabions) Roadway Reconditioning Embankment Construction – Depending on material gradation size Embankment on top of/in front of gabions and revet Excess materials Excess excavated native materials MUST be stockpiled inside the park at mixing table locations or at other locations as directed by the CO Any excess imported material must be disposed of outside of the park

Competition: Total Small Business Set Aside Bid Opening Scheduled for August 8, 2024 at 1:00 pm MDT. Subject to change.

Bid Evaluation See A-4 Basis for Award - contract award will be made to the lowest responsible bidder conforming to the solicitation, provided funds are available and the Contracting Officer determines the price to be reasonable.

FAR 52.217-5 Evaluation of Options – Government will evaluate offers for award by adding total price for all options to the total price for the basic requirement. Evaluation of options will not obligate government to exercise options.
