INTRODUCTION

This memorandum provides pavement and material recommendations for the Death Valley National Park CA ERFO NP DEVA 2023-3(2) Repairs and Armoring project.

The scope of this project is to finish emergency repairs from Hurricane Hillary including roadway reconditioning on select routes and pavement patching on all routes. Armoring both ERFO and non-ERFO eligible on all applicable routes scoped on October 2023. New and replacement gates in several different locations. Rehabilitation and emergency repairs on Harmony Borax trail including paving, repair of fencing, and paved shoulder for drainage.

FIELD INVESTIGATION

The Central Federal Lands Highway Division (CFLHD) in cooperation with Death Valley National Park plan to repair roads damaged by Hurricane Hilary and add roadway armoring at select locations to provide resiliency against future storm events.

Routes are included in this project:

• Beatty Cutoff Road

• Daylight Pass Road / Mud Canyon Road

• North Highway

• Emigrant Canyon Road

• Badwater Road, Route 15

• Old Stovepipe Wells Road

• Ubehebe Crater Road

• Dante's View Road

• Natural Bridge Road

• Keane Wonder Mine Road (Aggregate Surface Course) This route may be constructed by the Park.

• Bonnie Claire Road, Route 11

• Harmony Borrax Works Interpretive Trail

As part of the ERFO scoping a site visit was conducted by CFLHD from October 11-12, 2023.

The scope of the project includes asphalt repairs, roadway reconditioning, culvert replacement/placement, and adding protective armoring in specific locations.

A field investigation was not conducted by Pavements and Materials for this project.

Recommendations for pavement structural sections and materials are based on pavement measurements by field construction engineers and previously constructed projects.

The scope of the asphalt repair work is to match the existing structural section or repair as an asphalt concrete pavement patch. The work will permanently patch the roadways in sections that have been temporarily repaired using cold patch asphalt or native material as a temporary surfacing course.

TRAFFIC

Traffic counts are not applicable to this project.

DESIGN RECOMMENDATIONS

Recommendation for locations requiring repairs for existing paved roadways:

418 - ASPHALT CONCRETE PAVEMENT PATCH, TYPE 1

Layer Thickness

403 Asphalt Concrete Pavement, Type I 4 inches

703.06 Crushed Aggregate 6 inches

Recommendation for locations requiring repairs for existing earth or gravel roadways:

302 - AGGREGATE SURFACE COURSE, 6-INCH DEPTH

302 Aggregate Surface Course, 6-inch depth 6 inches

Recommendation for locations requiring repairs for existing asphalt paved sidewalks and trails:

615 - SIDEWALK, ASPHALT

403 Asphalt Concrete Pavement, Type I 2 inches

704.02 Bedding Material 4 inches

ADDITIONAL RECOMMENDATIONS:

• Saw cutting, Prime Coat, Tack Coat, and Blotter are included in the patching pay item.

• Repair and reconditioning of the base and subgrade for areas that settled since the temporary repair are included in the patching pay item.

• Include a nominal amount of subexcavation (200 cu yd) to be used at discretion of the

CO.

• For the 403 Asphalt Concrete Pavement specify that it is Asphalt Concrete Pavement, Type I. The Type I specifies the asphalt concrete pavement conforms to current state department of transportation material specifications and JMF.

• No locations have been identified for the 30203-2140 Aggregate Surface Course, 6-inch depth, SQYD pay item.

• Recommend the following bid items.

• A SCR edited from the LOS for 302 surfacing aggregate has been developed for this project..

A SCR for 403 Asphalt Concrete Pavement has been developed to use with the 418 Asphalt Concrete Pavement Patch, Type 1 or Type 2.

• A SCR for 418 Asphalt Concrete Pavement has been developed for the 418 Asphalt Concrete Pavement Patch, Type 1 or Type 2 pay items used
