About this file
This document contains questions and answers from a pre-bid meeting for a federal construction contract. The project involves reconstructing 13.54 miles of Route 10 on the Lower Brule Sioux Tribe reservation in South Dakota, including safety improvements, pulverization, subgrade reconditioning, widening, earthwork, drainage, paving, and other work. Bidders must price fixed areas of full-depth reclamation and variable areas of widening and undercut. The total fixed price for the contract is $16.6 million. The contractor will be responsible for securing permissions to use any borrow or waste sites outside the construction limits and for ensuring a suitable subgrade prior to paving. Temporary road closures will be allowed during construction but access must be maintained to residences and businesses along the eastern 2 miles of the project.

Questions Answers
1 On sheet A2 of the plans that shows the FDR Typical Section, note 7 states “Spread pulverized material and pave across the available width on all curves. Add aggregate base if necessary”. My question/concern regarding this note is twofold. First, who determines if additional aggregate base is necessary? Second, how is the contractor supposed to figure these possible additional costs of additional aggregate base?
The contractor is required to provide aggregate base to meet the lines and grades shown in the plans.
Within the FDR section there are some segments in which the existing pavement width is slightly narrower (12 inches or less) than the proposed width.
2 I realize that the granular base material gets primed before the winter of 2021/2022, but undoubtedly there will be soft/unstable areas that show up in the spring of 2022. Is the contractor responsible for these soft/unstable areas?
Yes, the contractor is responsible for a subgrade that meets the specifications prior to paving.
3 Is there a maximum % amount that the Mobilization bid item amount can be compared to the overall total bid amount which in this case is $16.6M?
There is no maximum % amount for the Mobilization bid item. However, all bids are reviewed for unbalanced pricing and a bid may be rejected if it poses an unacceptable risk to the Government. See
FAR 15.404-1(g). The payment structure contained in Section 151 Mobilization should be considered before a determination of the mobilization amount is made.
4 At the pre-bid meeting last week stated that in order for the earthwork quantities to balance so that the contractor does not have to go far to either obtain dirt or waste dirt he will be able to go outside the ROW. Is this correct?
If so, will there be issues associated with whether or not this material will meet specification?
What about an archeological study in these possible borrow and waste areas
Will it be up to the contractor to deal with the landowner?
Per Section 111 of the Special Contract
Requirements, the contractor can utilize on-site borrow or waste sites that are within the contract limits of construction, but outside the limits of the proposed 4R work, to optimize earthwork mass haul.
Per the Geotechnical/Pavements report, the materials underlying the route are generally suitable for embankment construction.
The contractor is responsible for securing necessary permissions and environmental clearances on any borrow or waste areas outside the construction limits of the project.
5 Station 674+55.00 – 66.70’ LT Install 18” x 78.00’ CMP Culvert, 16 gage with 2 safety ends w/o bars
Is missing off of table?
This item is missing off the table and would increase the quantities for 18” culvert, ITEM NO. 60201-0600
78 LNFT and ITEM NO. 60210-0600 Safety Ends end sections, 2 EACH. This will be included in a future amendment.
6 Station 238+63.00 shows on plans 2 -30 degree bends, table say 20 degree bends.
Also couldn’t find a detail or spec on how you want the RCP – CMP transition adaptor
The Pipe Section, sheet 159, is correct showing 20 degree bends.
Pipe culvert plots are required by the specifications before ordering materials and bend angles or culvert lengths may be adjusted based on field conditions.
There are commercially available transitions between
RCP to CMP adaptor fittings.
7 I have a question on the pavement sections in this document. The first pavement section references TX140. See table
The second pavement section references TX7. See table.
These tables are not applicable to the structural section in the plans and specs and are superseded by the Technical Memorandum, Addendum to BIA
Geotechnical Report, dated August 14, 2020. The pavement section is based on the structural section in the typical sections, plans and specs. Sheet A5 of the plans details the locations where stabilization geogrid is specified.

Questions Answers
8 According the station #’s in the plans for the FDR section (0+00 – 381+92.5) this equals 7.23 miles. However, on the bid form (sheet A-9) the quantity shown in the
FDR section is only 6.00 miles. Is this correct?
Amendment A001 replaced page A-9 which corrected the FDR section length.
9 What happens to the existing asphalt pavement and base course material beneath the pavement for sections 3R and 4R? Is this material reclaimed/processed-in-place? If so, is the intention for this material to be re-used as granular base material beneath the new asphalt pavement?
The existing asphalt pavement and base course material would be considered unclassified excavation. This material may be reclaimed/processed-in-place and reused as granular base material if it meets the specifications for aggregate base.
10 Why are the notes for section 3R (plan sheet A3) different than the notes for section 4R
(plan sheet A4?
The notes describe the different type of work based on the typical section. In the 4R areas in larger cuts or fills it may not be practical to pulverize the existing road.
The “Typical Section – 3R WITH UNDERCUT” represents a typical section that requires template control staking. The proposed centerline and road profile grade will be based off the existing road profile.
The “Typical Section - 4R per BIA PLANS” is controlled by a designed alignment and profile. The proposed design for this section is shown in the cross sections and will vary from the existing road profile.
11 Regarding traffic control, can BIA RT 10 be closed to through traffic? If so, is there a maximum distance that the road that can be closed?
Per Section 156 of the Special Contract
Requirements, the road will be closed to public traffic during construction; however, access must be provided to residences and businesses along the route, the majority of which are located on the easternmost 2 miles of the project.
