About this file
This document contains questions and answers from a pre-bid meeting for a federal construction contract. The contract involves roadway resurfacing, restoration, and rehabilitation work along 12 miles of Tioga Pass Road in Yosemite National Park, including eliminating off-road parking, reconfiguring and expanding parking lots in Tuolumne Meadows and Tenaya Lake, and repairs to the Tuolumne River Bridge. Key details include that the work will take place between August 2020 and October 2022 at elevations ranging from 8,200 to 9,200 feet. Major work items include 40,000 tons of asphalt, 42,000 linear feet of concrete curb, 18,000 tons of aggregate base, and 3,000 linear feet of metal pipe culverts. Bidders must have experience with similar projects in national parks and adhere to environmental constraints that will affect construction scheduling and operations.

Questions and Answers during Advertisement for CA FTNP NPS YOSE 17(4) 941(1), Tioga Road & Tuolumne Meadows
August 18, 2020
Questions Answers 1 Due to COVID restrictions, Yosemite National Park is only open to visitors with advanced reservations. Will the FHA provide the contractor with reservations so they can visit the site?
Contractor needs to provide the Company Name, visiting participants email, license plates of the visiting vehicles, and dates. An email will be sent from the Park with a guest pass.
Provide the above information to Michael Pieper, Yosemite National Park Project Manager, Michael_Pieper@nps.gov (209) 379-1263 (Office)
2 Will pipe profiles be provided for the drainage work (crossings)?
Or approximate depth of pipe for each crossing/system?
Not all of the project has mapping, so many of the pipes do not have profiles provided. All of the box culverts have an initial profile. For the pipe culverts crossing Tioga Road, or and the pipes within the parking lots, these are all relatively shallow pipe crossings with a desired minimum cover and trench depths below 5-ft. There are no deep pipe crossings.
3 Please refer to plan sheet 211-A which has details for different treatments for roadway obliteration, method 1. For each pullout shown to receive roadway obliteration, method 1, could you please specify which treatment is applicable to that pullout?
These treatments are provided as a toolbox of solutions typically addressed in the field on a site by site basis between the CO and the Contractor.
4 Please refer to the Summary of Quantities table on plan sheet B3.
Line item no. A0860 has a quantity of 56,116 LNFT and an allowance of 591 LNFT. The bid schedule total of the item, however, is 77,225 LNFT. Please clarify.
Line A0860 correctly displayed the quantity from the “Embankment Curb, Gutter, Sidewalk and Misc Item Summary” Tab (56,116), but the total didn’t show a separate summary from the Paved Ditch Summary Tab (20,518). Together, these add up to 73,634. Add to this the allowance of 591, and we have the bid total of 77,225. The bid quantity is correct. See revised plan sheet B3 in Amendment A001.
5 We do not see a typical section for Tioga Road 1965+00 to 2130+00 in the plans. Is there one or can it be provided?
Somehow, Sheet A12 (Sheet 4 of 7) was not compiled in the bid set. Sheet A12 will be issued in Amendment A001.
6 For the bid items Seeding, Hydraulic Method, could you please specify the composition of the seed mix and the application rates?
Park will provide the seeds. They typically provide a seed spread rate of
2.25 lbs of live seed / acre.
