Questions Answers
1 As noted in the ACOE 404 permit and the CEQA portal for this project, there was an MND adopted in August 2018 for this project. Could you please share a copy of the MND, as well as any other documents related to CEQA and NEPA?
Yes, the NEPA/CEQA documents will be uploaded to Beta.SAM.gov.
2 Have discussions occurred with CDFW regarding the necessity for an California Endangered Species Act Incidental Take Permit or Section 1600 Lake and Streambed Alteration Agreement? If not, is the Contractor responsible for obtaining any additional permits? The project will impact streambed, bank and riparian areas subject to CDFW jurisdiction under Section 1600 of
California Fish and Game Code, and additional permitting may be necessary.
See Subsection 108.01 (page E-30) regarding California Endangered
Species Act (CESA) Incidental Take Permit.
No Section 1600 Lake and Streambed Alteration Agreement is required.
3 Included in the RFP is the USFWS Section 7 Informal
Consultation from September 2014. However, the Army Corps of
Engineers requires compliance with “Formal Consultation on Sir
Francis Drake Boulevard Improvement Project in Marin County, California.” (08ESMF00-2015-F-0081, page 21), dated February
28, 2019, and “Endangered Species Act Section 7(a)(2) Biological
Opinion, and Magnuson-Stevens Fishery Conservation and
Management Act Essential Fish Habitat Response for the Sir
Francis Drake Boulevard Improvement Project, Marin County, California” (WCR-2018-9148, pages 24-25), dated January 30, 2019.
These documents are not provided in the specifications – please provide for review.
Documents will be uploaded to Beta.SAM.gov.
4 Page E-25 requires: “One year prior to construction activities between Sta 228+00 and Sta 266+00 an approved biologist shall survey for Western dog violets between April and August.” Please confirm that this survey may be done in the year prior to construction, otherwise this specification may delay the construction schedule.
The Western dog violet survey will be completed by the government prior to June 1, 2020. No ground disturbing activities will be allowed between
Sta 228+00 and Sta 266+00 until after the biological survey is complete.
An amendment will revise the SCRs.

5 I am having trouble understanding what we are doing in the 4R areas of the project. There are bid items for Roadway Aggregate
(Recycled Asphalt) that seems to be aggregate/asphalt that has been pulverized that we are to re-use as part of the new road section before we bring in aggregate from a quarry. Yet we are measuring this re-used material by the ton, which seems difficult since there are no weigh scales. Can you explain the procedure we are using in the 4R areas on Sir Francis Drake in Schedule A?
An amendment will be issued changing the pay item unit from TON to
CUYD for the Roadway Aggregate (Recycled Asphalt) pay items under
Schedule A, Option X, and Option Y.
6 Can you explain how you came up with the quantities shown on the grading summary, Plan Sheet B5 of B21, Schedule A? Pick the first area, Station 45+46 to 70+00.
See provided earthwork reports for end area volumes.
November 19, 2019
7 Where can I find Special 204-A, 204-B, and 252-A?
See Schedule A plan sheets F1, F2, and G3, and Option X plan sheets F2 and G4.
8 On page E-64, paragraph (k) Option X, it says Chimney Rock
Road may be closed to public traffic, for 51 consecutive days, including weekends, from Monday 6:00 a.m. to Friday 5:00 pm. If we are able to close the road for 51 consecutive days, what is the purpose of the closure hours?
Chimney Rock Road and Parking Lot may be closed to public traffic for 51 consecutive calendar days. Daily access will need to be provided for the
PORE employee occupant of the residence located at the end of the
Chimney Rock road, and weekend access will need to be provided for authorized PORE staff. An amendment will be issued to clarify Subsection
156.06(k) requirements.
9 Is traffic control for Schedule A incidental to and paid for under the various items of work, or is it paid for under Pay Item Nos.
63502-0600 to 63510-0100, as used? That is, if we need two flaggers for a day for roadway excavation, 16 hours, is their time is paid for under 63506-0500 at the bid unit cost? Can you tell me where to find the applicable spec section for my information?
See Subsections 635.26 and 635.27 for measurement and payment of temporary traffic control items.
10 In Schedule A, shouldn’t there be a Roadway Excavation bid item?
See FP-03 Subsection 109.03(b) for work for which direct payment is not provided.
11 The quantity for Embankment Construction is Schedule A only includes that which is shown in the 4R areas. The typical section in the 3R areas shown on sheet A8 of A12 shows embankment construction in order to create 4:1 slopes beyond the paving section. Should the quantity for Embankment Construction include the 3R areas?
Embankment construction work as shown on Schedule A sheet A8 will be paid for under pay item 20420-0000, Embankment Construction.
Quantities for work in the 3R areas are assumed to be included in the allowance quantity shown on Schedule A, sheet B1.
12 How is the excavation for the conserved topsoil paid for?
See Subsection 204.16.
13 Does the park have an area on-site where waste dirt from subexcavation, etc. can be deposited and graded?
See subsection 105.04 (page E-10) for staging and stockpile locations.
Staging areas are also available adjacent to the Home Ranch Ponds as shown on Option Z plan sheets A4, D7, and D8.
14 Is there any more information on the depths to install all of the pipe culverts and also the existing culverts that are to be removed?
I have seen on the plans that some of the depths are listed, but a majority of these existing and new culverts do not have any depths listed.
See Schedule A cross section sheets Z1 and Z2, and Option X plan sheets
T1-T3, Z1, and Z2 for culvert cross sections.
15 In addition to more information for the depths of the existing and proposed culverts, are there also any depths or inverts listed for the catch basins and inlets we are to install? There are some depths listed for the inlets, however a majority of this information is missing from the plans.
See response to question 14 above and see Subsection 152.03(g) for culvert survey and staking requirements.
16 In Options X and Z the plans state to install CMP for the Storm
Drain Culverts. However, the geotechnical report advises against installing CMP and recommends HDPE. Just to confirm we are to install CMP pipe for the new culverts shown to CMP.
Pipe culverts for Schedule A are to be plastic, and pipe culverts for Options
X and Z are to be metal.
17 On Schedule A, how is the excavation for the shoulder widening to achieve the designed roadway width in the pulverized areas paid for since there is no roadway excavation bid item? Shouldn’t these quantities be included on a grading summary chart?
See FP-03 Subsection 109.03(b) for work for which direct payment is not provided.
November 25, 2019
18 Is there any restriction on work hours? As per FP-03 Subsection 156.07, perform construction operations during the hours of daylight (1/2 hour after sunrise to ½ hour before sunset). See
Subsection 108.01 and 156.06 for additional work restrictions.
19 Will the County of Marin allow Super Dump trucks on this project?
See Subsection 104.05 for load restrictions. There are no specific restrictions for Super Dump trucks on project roadways other than the requirements of 104.05.
20 How long will the public allow be allowed to drive on pulverized or aggregate base prior to Superpave placement?
There are no specific restrictions on this duration. As per Section 107.01 comply with all applicable laws, regulations, permits, etc…

21 In answer to Question #12 of the Nov. 19 questions, it says to refer to section 204.16. Section 204.16 says to include the volume of conserved topsoil stripped from cut areas in with volumes for roadway excavation but do not include volumes of conserved topsoil stripped from fill areas. Schedule A does not have a bid item for roadway excavation. How do we get paid for at least the conserved topsoil stripped from the cut areas if not also that stripped from the fill areas?
All the Section 204 work is considered subsidiary to the applicable Section
204 pay items included for the specific Schedule or Option. For Schedule
A, this work would be considered subsidiary to pay item 20420-0000, embankment construction. Also see Schedule A pay item 62407-0000, for the estimated quantity of conserved topsoil.
22 In the answer to question 10 of the Nov. 19 questions, it says to refer to section 109.03(b) for payment of work which does not have a direct payment. Section 109.03(b) refers to being paid by the quantities shown on a supplier’s invoice. In the Schedule A grading summary, there is a quantity of 7720 CY for roadway excavation. Option X and Option Z both have bid items for roadway excavation. Shouldn’t Schedule A also have a bid item for roadway excavation or if not, under what bid item should we consider this work to be paid? This also applies to Question 17.
The FP-03 Subsection 109.03(b) reference was incorrect. See FP-03
Subsection 109.05(b) regarding indirect payment. Also see response to question #21 above.
December 4, 2019
23 On Schedule A, how is the excavation for the shoulder widening to achieve the designed roadway width in the pulverized areas paid for since there is no roadway excavation bid item? Shouldn’t these quantities be included on a grading summary chart?
See responses to Questions #11, 21, and 22 above.
24 Regarding the subcontracting plan goals:
1. Can you confirm that suppliers / truckers count towards these goals and not just subcontractors?
2. Can a company count towards multiple categories?
3. Do Caltrans certified SBEs count towards the SB goals?
4. Is there a checklist of good faith efforts prime contractors should follow, or specific steps that should be undertaken prior to bid opening?
Can you confirm there is no subcontractor list due with the bid?
1) Any agreement with the prime contractor and another party that calls for supplies or services in support of the performance of the contract may count towards the subcontracting plan goals.
2) Yes.
3) See FAR 19.703 with regards to the eligibility requirements of a small business in support of small business goals.
4) No. Contractors are expected to comply with the requirements of
FAR clause 52.219-9. The low bidder must submit an acceptable subcontracting plan within 7 days of bid opening or may be found ineligible for award of the contract.
5) There is no subcontractor list due with the bid.
25 E-16 section B – Prep SWPPP – Can you please provide a copy of your preliminary SWPPP for review?
The preliminary SWPPP will be provided after contract award.
26 On plan sheet G3 – how is the willow staking paid for? As per Subsection 252.06 for Schedule A: Rockery and Reinforced Slope
(Embankment Armoring), green willow bundles (fascine) and willow stakes will not be measured for payment and are considered incidental to the pay item 25210-0000, Rockery (Embankment Armoring).
27 Please confirm that all sub excavation material per plan sheet B5 is supposed to be off hauled out of the park?
As per Schedule A sheet B16 Tabulation of Subexcavation, the 3,111
CUYD of material excavated under pay item 20402-0000, Subexcavation
(Reinforced Soil Slope) between Sta. 103+50 and 109+50 is assumed to be suitable excavation material for incorporation into the embankment. For all other subexcavation see Subsection 204.07.
28 E-25 – bullet three under (f) Federal & State listed species states that from station 228+00 to 266+00 needs approval one year before construction activities from the biologist. Can the road be pulverized and paved back in the first year in this section?
The Western dog violet survey will be completed by the government prior to June 1, 2020. No ground disturbing activities will be allowed between
Sta 228+00 and Sta 266+00 until after the biological survey is complete.
An amendment will revise the SCRs.
29 It is stated in the plans that the girders have rebar that is epoxy coated.
This is noted on sheets S2, S14, S21, S22, and elsewhere.
Are these bars Green A775 or Purple A934?
As per FP-03 Subsection 709.01(c), epoxy coating to conform to AASHTO
M 284.

30 After looking at the pipes to be lined on Limantour road, some of these locations are difficult to get through and bring the materials in necessary to pull through the line or use the CIP process listed in the specs. Would CCCP (Centrifugally Cast Concrete Pipe) be an acceptable method to line these pipes?
In addition to see if CCCP is acceptable, can you also see if spiral wound PVC lining is also an acceptable method of lining these culverts?
Centrifugally Cast Concrete Pipe (CCCP) would be an acceptable method for reconditioning the specified Cured-in-Place Liner culverts. An amendment will revise the Section 607 SCRs.
Spiral wound rehabilitation of culverts is an NOT an acceptable method for lining the CMP culverts.
31 Section 109.06, Pricing of Adjustments, appears to only cover
Schedule A and 40101-5600 Superpave pavement. Are the emulsions for surface treatments in Option X covered by an index? If not, will you consider adding an Adjustment Clause that covers them?
The asphalt binder price adjustment provision included in Subsection
109.06 only applies to Schedule A pay item 40101-5600, Superpave pavement. Emulsions for surface treatments in Option X are NOT included under the asphalt binder price adjustment.
