The project will consist of roadway resurfacing, restoration, rehabilitation, and reconstruction along approximately 12.9 miles of Sir Francis Drake Boulevard and other roads within Point Reyes National Seashore in Marin County. Work will include asphalt paving, excavation and embankment, subexcavation, pulverization, chip sealing, microsurfacing, drainage improvements, parking area reconstruction, and replacement of two culverts with a 56-foot bridge. Additional work items include curb, gutter, signage and traffic control. The project is estimated to cost over $30 million. The advertisement date for bids is November 2019 and work must be completed by October 2021. Special attention to cultural and natural resource protection will be required during the road and infrastructure improvements.

Questions and Answers during Advertisement for
CA FLAP CR109(1), SIR FRANCIS DRAKE BLVD.
November 12, 2019
Questions Answers 1 As noted in the ACOE 404 permit and the CEQA portal for this project, there was an MND adopted in August 2018 for this project. Could you please share a copy of the MND, as well as any other documents related to CEQA and NEPA?
Yes, the NEPA/CEQA documents will be uploaded to Beta.SAM.gov.
2 Have discussions occurred with CDFW regarding the necessity for an California Endangered Species Act Incidental Take Permit or Section 1600 Lake and Streambed Alteration Agreement? If not, is the Contractor responsible for obtaining any additional permits? The project will impact streambed, bank and riparian areas subject to CDFW jurisdiction under Section 1600 of California Fish and Game Code, and additional permitting may be necessary.
See Subsection 108.01 (page E-30) regarding California Endangered Species Act (CESA) Incidental Take Permit.
No Section 1600 Lake and Streambed Alteration Agreement is required.
3 Included in the RFP is the USFWS Section 7 Informal Consultation from September 2014. However, the Army Corps of Engineers requires compliance with “Formal Consultation on Sir Francis Drake Boulevard Improvement Project in Marin County, California.” (08ESMF00-2015-F-0081, page 21), dated February 28, 2019, and “Endangered Species Act Section 7(a)(2) Biological Opinion, and Magnuson-Stevens Fishery Conservation and Management Act Essential Fish Habitat Response for the Sir Francis Drake Boulevard Improvement Project, Marin County, California” (WCR-2018-9148, pages 24-25), dated January 30, 2019.
These documents are not provided in the specifications – please provide for review.
Documents will be uploaded to Beta.SAM.gov.
4 Page E-25 requires: “One year prior to construction activities between Sta 228+00 and Sta 266+00 an approved biologist shall survey for Western dog violets between April and August.” Please confirm that this survey may be done in the year prior to construction, otherwise this specification may delay the construction schedule.
The Western dog violet survey will be completed by the government prior to June 1, 2020. No ground disturbing activities will be allowed between Sta 228+00 and Sta 266+00 until after the biological survey is complete.
An amendment will revise the SCRs.

Questions Answers 5 I am having trouble understanding what we are doing in the 4R areas of the project. There are bid items for Roadway Aggregate (Recycled Asphalt) that seems to be aggregate/asphalt that has been pulverized that we are to re-use as part of the new road section before we bring in aggregate from a quarry. Yet we are measuring this re-used material by the ton, which seems difficult since there are no weigh scales. Can you explain the procedure we are using in the 4R areas on Sir Francis Drake in Schedule A?
Still owe response
6 Can you explain how you came up with the quantities shown on the grading summary, Plan Sheet B5 of B21, Schedule A? Pick the first area, Station 45+46 to 70+00.
See provided earthwork reports for end area volumes.

Questions Answers 7 Where can I find Special 204-A, 204-B, and 252-A? See Schedule A plan sheets F1, F2, and G3, and Option X plan sheets F2 and G4.
8 On page E-64, paragraph (k) Option X, it says Chimney Rock
Road may be closed to public traffic, for 51 consecutive days, including weekends, from Monday 6:00 a.m. to Friday 5:00 pm. If we are able to close the road for 51 consecutive days, what is the purpose of the closure hours?
Chimney Rock Road and Parking Lot may be closed to public traffic for 51 consecutive calendar days. Daily access will need to be provided for the PORE employee occupant of the residence located at the end of the Chimney Rock road, and weekend access will need to be provided for authorized PORE staff. An amendment will be issued to clarify Subsection 156.06(k) requirements.
9 Is traffic control for Schedule A incidental to and paid for under the various items of work, or is it paid for under Pay Item Nos.
63502-0600 to 63510-0100, as used? That is, if we need two flaggers for a day for roadway excavation, 16 hours, is their time is paid for under 63506-0500 at the bid unit cost? Can you tell me where to find the applicable spec section for my information?
See Subsections 635.26 and 635.27 for measurement and payment of temporary traffic control items.
10 In Schedule A, shouldn’t there be a Roadway Excavation bid item?
See FP-03 Subsection 109.03(b) for work for which direct payment is not provided.
11 The quantity for Embankment Construction is Schedule A only includes that which is shown in the 4R areas. The typical section in the 3R areas shown on sheet A8 of A12 shows embankment construction in order to create 4:1 slopes beyond the paving section. Should the quantity for Embankment Construction include the 3R areas?
Still owe response
12 How is the excavation for the conserved topsoil paid for? See Subsection 204.16.
13 Does the park have an area on-site where waste dirt from subexcavation, etc. can be deposited and graded?
See subsection 105.04 (page E-10) for staging and stockpile locations.
Staging areas are also available adjacent to the Home Ranch Ponds as shown on Option Z plan sheets A4, D7, and D8.
14 Is there any more information on the depths to install all of the pipe culverts and also the existing culverts that are to be removed?
I have seen on the plans that some of the depths are listed, but a majority of these existing and new culverts do not have any depths listed.
See Schedule A cross section sheets Z1 and Z2, and Option X plan sheets T1-T3, Z1, and Z2 for culvert cross sections.
15 In addition to more information for the depths of the existing and proposed culverts, are there also any depths or inverts listed for the catch basins and inlets we are to install? There are some depths listed for the inlets, however a majority of this information is missing from the plans.
See response to question 14 above and see Subsection 152.03(g) for culvert survey and staking requirements.
16 In Options X and Z the plans state to install CMP for the Storm Drain Culverts. However, the geotechnical report advises against installing CMP and recommends HDPE. Just to confirm we are to install CMP pipe for the new culverts shown to CMP.
Pipe culverts for Schedule A are to be plastic, and pipe culverts for Options X and Z are to be metal.
17 On Schedule A, how is the excavation for the shoulder widening to achieve the designed roadway width in the pulverized areas paid for since there is no roadway excavation bid item? Shouldn’t these quantities be included on a grading summary chart?
See FP-03 Subsection 109.03(b) for work for which direct payment is not provided.
