Section 607 - CLEANING, RECONDITIONING, AND REPAIRING EXISTING

DRAINAGE STRUCTURES

Description

607.01 Add the following:

Lining culverts includes all efforts necessary to slipline existing culverts, including excavating and backfilling the work areas at both ends of the pipe, grouting the voids between the installed liner and original pipe, and installing the liner pipe. Reconditioning culverts also includes liner pipe consisting of a Cured-in-place Liner Pipe. The liner pipe may be manufactured using either polyethylene or Glass-Fiber Reinforced Thermosetting-Resin.

Material

Add the following Subsection:

607.01A Conform to the following Subsections:

Construction Requirements

607.04 Cleaning Culverts in Place. Add the following:

Remove and dispose of all vegetation, gravel, sediment, or other foreign material blocking the ends of the culverts, and within existing inlets connected to culverts, as identified in the Plans as culverts to be cleaned in-place.

607.06 Reconditioning Drainage Structures. Add the following:

Lining Pipe Culverts. Inspect culvert inverts specified for lining for extensive corrosion and perforated areas where the fill material is exposed. Fill all voids with grout and finish flush with the inner surface of the culvert. Dewater and divert stream flow as necessary during repairs and subsequent curing time to avoid the washout of any grout.

(a) Slip lining with Plastic Pipe.

In general follow the installation requirements of ASTM F585 unless amended by this document.

Install pipe and fittings in accordance with the project plans and manufacturer’s recommendations.

Pipe Handling: Use textile slings, or other suitable materials or a forklift. Use of chains or cables is not allowed.

(1) Inspection and Cleaning

Clean the pipe and remove excessive silt or debris that may hamper the insertion process prior to attempting to install the liner pipe.

Ensure that there are no locations within the deteriorated culvert that are so badly misaligned or deflected that the liner pipe cannot be pulled or pushed past them. If this type of defect is detected, propose to the CO an appropriate course of action.

(2) Host Pipe Preparations

Clear the area near the host culvert for access to create a ‘launching area’ in which to align and join adjacent lengths of liner pipe. Minimize clearing and excavation to the extent practicable for this activity. Determine if it is necessary to install rails (wood or metal) to guide the liner pipe during its insertion. Assess the need to attach bracing to the top of the host pipe to limit possible liner pipe flotation during grouting. Submit to the CO the proposed installation plan 14 days prior to starting ground disturbing work at the site. Include with the plan the size of the materials to be joined (length of pipe segments). Provide an approach using shorter pipe segments to minimize the disturbance to the surrounding areas.

Additionally, a combination of pushing and jacking may be used.

(5) Grouting

Fill the annular space between the existing culvert and the liner pipe with grout. Precautions must be taken not to overload the liner pipe with grouting pressure. The Contractor may hydrostatically pressurize the liner during the grouting procedure to resist buckling. The liner pipe manufacturer should be consulted regarding allowable external collapse (grout) pressures.

Grout shall have a minimum 28 day compressive strength of 500 psi. Mix the grout using cement with no sand or aggregate. The density of the grout should not exceed 65 pcf.

Prepare a detailed grouting plan which contains as a minimum, a detailed description of the equipment and operational procedures to accomplish the annular grouting operation, including grout design, grout mix type, grout samples, and test data. Measure the density of the grout throughout the placement procedure. Samples, to determine the 28 day compressive strength, shall be taken at the beginning, middle and end of the grouting procedure.

Take precautions to prevent flotation of the liner pipe. Weirs may be placed in the liner pipe to restrict flow and allow the liner pipe to remain partially full to offset flotation by the grout.

(b) Cured-in-place Liner Pipe (CIPP).

Install a thermosetting resin-impregnated flexible felt-fiber tube coated on one side with an impermeable plastic by inserting it into the existing culvert with a hydrostatic head and curing with circulated hot water to cure the resin into a hard, impermeable pipe with a plastic coating on the interior surface of the newly formed pipe to reconstruct the culvert. In general follow the installation requirements of ASTM F-1216 Standard Practice for the Rehabilitation of Existing

Pipelines and Conduits be the Immersion and Curing of a Resin-Impregnated Tube for “fully deteriorated gravity pipe conditions” unless amended by this document. Install liner in accordance with the Plans and manufacturer’s recommendations.

Pipe Liner Tube Handling: Deliver a manufacturing plant impregnated resin saturated tube in a refrigerated truck and maintain refrigeration prior to installation to prevent premature curing.

(1) Inspection and Cleaning

Clean the pipe and remove silt or debris that may hamper the insertion process prior to installing the CIPP tube.

Ensure that there are no locations within the deteriorated culvert that are so badly misaligned or deflected that the liner tube cannot be pulled or pushed past them. Ensure that the open pipe volume is at least 75% of the original size. Verify that the existing pipe does not have large holes or open joints that have allowed water to leak out of the pipe and washout the surrounding embankment. If any of these types of defect are detected, propose to the CO an appropriate course of action. Verify the existing culvert size and supply a tube that, when installed, will neatly fit the internal circumference of the culvert.

(2) Host Pipe Preparations

Clear the smallest area possible at both ends of the host culvert for access to insert the liner tube and installation equipment. Minimize clearing and excavation to the extent practicable for this activity. Submit to the CO the proposed installation plan 14 days prior to starting ground disturbing work at the site. Provide an approach using either the inlet or outlet end of the pipe to minimize the disturbance to the surrounding areas.

(3) Pipe Liner Tube Installation.

Insert the impregnated tube through the pipe from invert to invert. Supply a circulated hot water source to deliver hot water throughout the tube to uniformly raise the temperature required to affect a cure of the resin. After initial cure is reached, raise the temperature to the post-cure temperature recommended by the resin manufacturer and hold by recirculating the water and cycling of the heat source. Collect all water used for the curing and transport to an approved off-site disposal site. Cool the CIPP in accordance with the manufacturer’s recommendations. Cut off the tube flush with the existing ends of the pipe. Seal the annular space at the ends with a mixture of resin/epoxy compatible with the CIPP if any space is visible between the CIPP and the pipe wall.

(c) Centrifugally Cast Concrete Pipe (CCCP).

Submit manufacturers recommendations demonstrating that the proposed material and installation methods are designed for lining corrugated metal pipe culverts. Clean the culvert of all debris and allow the culvert to dry completely. Use a remote- or winch-powered lining machine and supply cement-mortar to the lining machine through high-pressure hoses. Use a cement mixture that provides a 28-day compressive strength of at least 3000 pounds per square inch. Apply the cement-mortar with a uniform thickness no less than 1 inch and no greater than

2 inches by ensuring the lining machine travels through the culvert at a constant rate of speed. At the culvert inlet, finish the edge of the mortar lining to provide a 45 degree beveled transition into the culvert. Dewater and divert stream flow as necessary to prevent washout of the grout lining during placement and the subsequent curing time. Inspect the cured cement-mortar lining using closed-circuit television or other methods as approved by the CO.

Add the following Subsection:

607.06A Regrading Inlet and Outlet Channels. Regrade inlet and outlet channels at culverts where noted on the plans to provide positive drainage and make the culvert functional. Reshape inlet grading to direct flow into the culvert entrance. Remove all rock, leaves, and other debris.

Regrade outlet channels to the limits shown on the Plans to restore natural contours and drainage channel, then transition the grading to match the existing channel. Spread excess soil evenly adjacent to the channel. If available at the site, place downed woody debris in the channel as directed by the CO.

Measurement

607.08 Add the following:

Do not measure the regrading of inlet and outlet channels for payment.
