The period of performance will be April 1, 2025 to March 31, 2026. The solicitation includes two locations with Collective Bargaining Agreements (Leesburg and Warrenton, VA). Key clarifications include: cleaning schedules should follow the Frequency Charts, stripping/waxing can be coordinated with the COR, Customer Satisfaction Surveys must be submitted directly by customers (CPARS not accepted), and vendors must pay wages in accordance with the Wage Determinations. • Please see the response to Question #5.

20. Are there any significant modifications from the previous contract to the new one? For instance, an increase in hours, a change in SOW?

• This SIR utilizes a new standard janitorial statement of work.

21. Labor Requirements: What are the specific labor requirements, including the number of personnel, qualifications, and any mandatory certifications or training for custodial staff at each location?

• The number of employees a vendor chooses to use to meet the requirement is up to them.

22. Cleaning Tasks and Frequency: What are the detailed cleaning tasks required at each location, and what is the frequency for each task? Are there any variations in frequency based on the type of facility or usage patterns?

• Please review the Frequency Charts carefully.

23. Supplies and Equipment: What supplies and equipment are required for the custodial services, and who is responsible for providing them? Are there any specific brands or types of products that must be used?

• The contractor must read the SOW carefully to determine what supplies are needed and if any specific products are necessary.

• The Government will not share this information.

25. Work Hours and Scheduling: What are the expected work hours for custodial staff at each location, and are there any specific scheduling requirements or restrictions? How will work hours be monitored and verified?

• The vendor will determine the work hours for their employees based on the SOW and the Frequency Charts. Performance will be monitored and verified by the Contracting Officer’s Representative and the representatives at the individual locations.

26. At the site visit Mr. Harker said he would work on an amendment for the floor task frequency as the types of flooring are listed as UC ( UNCARPETED). At the site visit the locations had approximately 4-5 different types of flooring, epoxy, VCT, concrete, carpet and wood. To be competitive in our bid and not advantageous to the incumbent we need to know the flooring type for each item and area.

• While there are large difference in the flooring types, the Government will not be able to provide additional details.

27. How many locations are covered under the collective bargaining information provided in the RFP.

• Two.

28. Can the government provide historical information about the annual dollar amount spent on restroom supplies like hand soap, toilet tissue, and paper towels for all facilities.

32. If so, could you kindly provide the incumbent's name, contract number, and the contract value?

• Please see the response to Question #5.

33. What is the allocated budget for this solicitation?

• The Government will not release such data.

34. We understand that past performance questionnaires are required as part of the submission.

Will your office accept CPARS records in lieu of these questionnaires?

• No.

35. I’ve noticed that a few of the locations are 24-hour operations. Do they need to be contractors on site 24 hours cleaning or a specific designated time?

• The contractor will be required to be on site to meet the tasks at each location.

36. Second, is there any dates that contractors can go and do walk-through of the site locations or that’s not needed?

• The site visit was announced in the solicitation.

37. Section L Factor 2 Past Performance requires a minimum of 3 previously successfully completed contracts for $2M. My question is to meet this requirement, along with our own past experience, can we utilize our teaming partners past experience? Our teaming partner is a highly experienced local commercial focused company that when combined with us we exceed this requirement.

• Yes.

38. I was hoping to find out if there are any further information regarding above effort. Has a solicitation release timeline been established at this time?

• Please monitor SAMS.gov for updates and details.

• See the response to Question #5

41. What was the final contracted price for the incumbent?

• This SIR utilizes a new standard janitorial statement of work.

43. How long has the current provider been providing this service?

• Please see the response to Question #5.

44. Are there any stipulations on the use of full- or part-time employees? I bring it up as in the contract there is a wage + fringe minimum and part time people are not eligible for health benefits.

• Vendors must pay a wage in accordance with the Wage Determinations.

45. On the Pricing Submittal Form Vendor Sheets each building has a separate monthly price requirement. The problem is with Number 3 (Reagan) as it requires either Three of Two monthly prices. However, on page 3 of the Frequency inventory there is only one building with No evident building split outs. Can you please let us know what spaces to with each line item?
