1. Question: What was the awarded contract price from the previous years?

2. Question: The award details for the previous contract holder.

3. Question: How many existing shifts are there per building?

Response: Operational hours are listed for each facility in Attachment 3 Consolidated Janitorial Frequency Charts 08-12-2024, line 3 of each tab

4. Question: How many employees are on each shift per building?

Response: CERAP estimated 70, TSB 15, SJU ATCT 10, SIG ATCT 5, RE/Logistics 3

5. Question: What is the total number of on-site contractor staff per building?

Response: A contractor must determine the number of employees necessary for efficient performance of this contract and may elect to employ fewer employees than the predecessor contractor. Therefore, the FAA does not publish the number of janitorial employees for each location.

6. Question: Has there been any change in scope of work requirements since the last solicitation?

Response: Yes.

7. Question: Of the items labeled UC-Uncarpeted, what is the square footage that requires stripping and waxing?

Response: Square footage is listed in Attachment 3 FINAL_PR_ Consolidated Janitorial Frequency Charts 09-25-2024, column C.

8. Question: What is the square footage of carpet?

Response: Square footage is listed in FINAL_PR_ Consolidated Janitorial Frequency Charts 09-25-2024, column C.

9. Question: What is the frequency that we are to clean the concrete gutter system? During the site visit- it was shared it had to be done every two weeks. Please advise.

Response: Refer to Attachment 12 Revised SOW CERAP Grounds 9-25-24, section 2.4.7 Gutter Clean Up

10. Question: How is the Project Manager’s survey to be “certified”?

Response: A certified resume is one that meets all acceptable submission requirements listed in SA18 PROPOSAL CONTENT, B. TECHNICAL PROPOSAL, 3. Factor 3 – Key Personnel

11. Question: Does the Project Manager need to be on-site?

Response: No. The requirements of the Project Manager/ Contract Manager are listed in Attachment 2 Janitorial SOW August 1 2024, Section 1.3

12. Question: Is the resume of the On-Site Supervisor the same as the Project Manager?

Response: On-Site Supervisor can be the same as the Project Manager.

13.Question: Site: SJU OM (Puerto Nuevo, SJ,PR) -How are we going to bid for the following?:
•four feet (4') outside the fence- first time cleaning

Response: This requirement only consists of tasks specifically listed in the SOW. The area referenced will be cleaned prior to award and will only require maintenance.

14. Question: I have a question for the approximate sqft that needs to be mowed at the CERAP at SJU. For the other 13 locations the square footage is listed. Please let me know if you have this estimate.

Response: San Juan CERAP (ZSU) (5000 Carr 190 Carolina PR 00979) has its own Statement of Work that includes square footage. The SOW is Attachment 12 Revised SOW CERAP Grounds 9-25-24

15. Question: What is the current award amount for the base year and all options for each location for janitorial services? (Not including COVID-19 cleaning, please) Response: See Incumbent Contract Information above.

16. Question: What is the current monthly contract amount for janitorial services for each location?

Response: Only contract totals are releasable. See total contract value above.

17. Question: What are the current contract personnel numbers for janitorial services for each location?

Response: A contractor must determine the number of employees necessary for efficient performance of this contract and may elect to employ fewer employees than the predecessor contractor. Therefore, the FAA does not publish the number of janitorial employees for each location.

18. Question: How many senior employees are at each location and how long they have each been employed?

Response: The Contracting Officer will provide a list of active contractor employees and their anniversary dates to the successor contractor.

19. Question: Can we get the current roster and seniority list for janitorial services?

Response: The Contracting Officer will provide the list to the successor contractor.

20. Question: What is the current estimated supply cost, including paper products and chemicals?

Response: The FAA does not track the expenses of contracted vendors.

21. Question: Who are the incumbent contractors for the janitorial services and grounds maintenance services?

Response: See Incumbent Contract Information above.

22. Question: How long has the current contractor had this contract?

Response: See Incumbent Contract Information above.

23. Question: Does the government provide waste and recycle containers and services for each location?

Response: Government will provide waste management and recycling services and containers

24. Question: May we inquire also about hours, What are the preferred times for entering and leaving the facilities for janitorial services?

Response: A new row has been added to each frequency chart to address “Timeframe to clean Operational Area(s)”, row 4.

25. Question: Is there a need for 24/7 janitorial at each location? Or does the janitorial staff need to be in and out at specific hours?

Response: No, see revised Frequency Chart, row 4 for “Timeframe to clean Operational Area(s)”.

26. Question: What is the current monthly or yearly price for grounds maintenance for each location?

Response: Only contract totals are releasable. See Incumbent Contract Information above.

27. Question: Does the current contractor have any subcontractors for ground maintenance services?

Response: Subcontractor information is not tracked by the FAA for this contract.

28. Question: On the Standard 33 Form, Line 5, San Juan CERAP indicates ground maintenance services only, However, in the attachments it indicates janitorial services are also included. Should we accommodate for both ground maintenance services and janitorial services in our proposal?

Response: See Line Item 00001 of the solicitation for San Juan CERAP (ZSU) Janitorial Service.

29. Question: How many months per year is ground maintenance required for each location?

Response: Grounds maintenance is a 12-month requirement.

30. Question: How many times per year is weed control and fertilization required for each location?

Response: Weed control frequency is addressed in Attachment 5 Revised PR NAVAIDS GROUNDS MAINTENANCE 9-25-24 and Attachment 12 Revised SOW CERAP Grounds 9-25-24

31.Question: Toilet Seat Cover, disposable
•None but one toilet in CERAP facility has a dispenser for disposable seat cover. Does the government will provide additional dispenser for the contractor to fill in the rest of the bathrooms

Response: Contractor will replenish existing dispenser. Government will provide additional dispensers if necessary.

32.Question: Air Freshener
•None of the facilities have any air freshener, please advise if the contractor must supply new ones, to what areas of the facility specifically and quantity. What type, plugin or spray freshener.

Response: Contractor will replenish existing dispensers only.

33.Question: Dish Detergent / Dishwasher Detergent
•None of the facilities have dishwashers, we presume the government needs the contractor to provide dish detergent to all kitchen areas. Please advise if the government needs any characteristics for this product.

Response: Reference janitorial SOW, 5.3.1 . . . A list and samples of materials must be submitted to the COR for approval prior to use on site . . .

34.Question: CERAP
•The janitorial scope of work does not provide a specific time frame to perform the services other than what it says in the appendices 24/7 nor does provide a minimum employee requirement for the CERAP facility. Please advise us of any minimum requirement of number of employees or time frame to be present on the facility.

Response: A new row has been added to each frequency chart to address “Timeframe to clean Operational Area(s)”, row 4. There is no minimum employee requirement.

35. Question: In the Consolidate Janitor Frequency for CERAP and for SJU ATCT (both facilities are 24/7) estipulate that some services are to be done 3 times per day and some other 2 times per day, can the government specify the time frame to perform those tasks. Once per every 8 hours shift (3 times in 24 hrs.) or several times (3) during the first 8-hour shift (6am-4pm).

Response: 3x per shift

36. Question: Does the government provide an external trash dumpster for all garbage generated by the facility (CERAP, SIG ATCT and SJU ATCT) of does the contract has to provide it or does the contractor has to remove from location each day.

Response: Trash dumpsters are furnished by the government for waste management.

37. Question: San Juan CERAP in the Consolidate Janitor Frequency estipulate that “Clean/Strip/Wax/Buff Uncarpeted Floors” will be done quarterly; does the government needs all floors to be buff only quarterly?

Response: See column A of the Frequency Chart for the building section (rooms) that require the frequency of Clean/Strip/Wax/Buff Uncarpeted Floors. (Ie, corridors, hallways require quarterly clean/strip/wax/buff)

38. Question: San Juan CERAP TSB section in the Consolidate Janitor Frequency estipulate that “Clean/Strip/Wax/Buff Uncarpeted Floors” will be done semiannual; does the government needs all floors to be buff only semiannual?

Response: See column A of the Frequency Chart for the building section (rooms) that require the frequency of Clean/Strip/Wax/Buff Uncarpeted Floors. Only conference rooms require Clean/Strip/Wax/Buff semi-annually.

39. Question: On the site visit, the person in charge of it, mentioned a deep cleaning in the Control Room, we didn’t saw anything regarding that service in the SOW submitted with this solicitation; please advise on the scope of this special cleaning, time frame and frequency.

Response: This requirement only consists of tasks specifically listed in the SOW.

40. Question: On the site visit, the person in charge of it, mentioned that a supervisor from the company is to be needed on site every day during the cleaning period, not to perform any duty other than supervise, schedule services, regular meetings with the COR, file reports among others. We do contemplate a working supervisor on site, but he did mention a non-working supervisor due conflict with the task he mentioned and the janitor regular schedule. Please advise if this is something that the government requires in addition to the regular janitorial personnel and working supervisor.

Response: This requirement only consists of tasks specifically listed in the SOW.

41.Question: Isla Grande Air Traffic Control Tower; SIG ATCT
•The consolidated janitorial frequency does not specify any frequency to window cleaning nor windows covers in the tower cab. Please advise.

Response: See section 3.5 of the janitorial SOW for windows. This solicitation does not include tower CAB windows and shades.

42.Question: Isla Grande Air Traffic Control Tower; SIG ATCT –
•Does the government provide an outside dumpster to dispose of the waste generated by the facility or does the contractor have to dispose of it.

Response: Trash dumpsters are furnished by the government for waste management.

43.Question: San Juan Air Traffic Control Tower; SJU ATCT
•The windows in the tower cab are to be done weekly, this includes inside of the tower cab and the outside, please advise.

Response: See section 3.5 of the janitorial SOW for windows. This solicitation does not include CAB windows and shades.

44.Question: 3.5 WINDOWS AND WINDOW COVERINGS
•3.5.1 First floor exterior windows must be cleaned. Clean all interior windows, including all windowsills and adjacent trim on all floors. Window frames, casings, sills, and glass must be free of all traces of fingerprints, smudges, streaks, smears, film, dirt, water deposits, and other foreign matters. This does not include any tower cab windows. Does the any tower cab windows are not included to be clean in this SOW, please advise.

Response: Section 3.5.1 and 3.5.2 specifically states this does not include any tower cab windows and shades.

45.Question: CERAP Grounds
•In the CERAP facility there’s a building fenced out due to infrastructure problems (in the middle of the facility old administration building). Please advise if the ground services include inside the building and on the roof of the structure; we didn’t saw anything related in the SOW but in the site visit the person in charge mention ground and herbicide services in an inner courtyard of the building an on the roof of the building.

Response: The SJU CERAP has its own Statement of Work. The contractor is responsible for the inside perimeter of the admin building, including the courtyard, and will also apply herbicide on the roof. The SOW is Attachment 12 Revised SOW CERAP Grounds 9-25-24.

46.Question: SJU NXRAD Grounds
•Inside this facility there is a retention wall made of concrete blocks; at the top (20’ high approximately) there is an area where gras is growing. On the site visit the person in charge mentions that it is part of the contractor’s responsibilities maintain that area as well. Please advise if the government will provide ladders or any type of access.

Response: SJU NXRAD does have ladders for access.
