QUESTIONS & RESPONSES

697DCK-24-R-00024

January 9, 2024

1. Question: In Reference to Attachment J-1, Scope of Work ATCT Base Building RTR, PDF page 10 of 54, Section 1.4 Design Team, we require more clarity to the response to the previous question #4 as it pertains to facade and glazing engineering. Please clarify whether we are to provide a licensed structural engineer to perform the facade and glazing engineering with our submission, as it has been our experience that this is typically provided by the general contractor because it allows the greatest flexibility during the bidding phase.

Response: Structural engineer for this project must be identified per the evaluation criteria document. A specific structural engineer for the cab glazing system does not need to be identified with this solicitation, but design of the cab glass system is required as part of this contract and specific glazing/façade experience is required at that point per the scope of work.

2. Question: Referencing the SIR_697DCK-24-R-00024 solicitation document, please provide additional clarification on the anticipated role of the designer of record in question #8. Is it the intent for the designer of record to be a SME in the design of ATCTs? What is the difference between the Architect of Record / Engineers of Record and the Designer of Record? Having this clarity better helps the contractor understand the requirement which could result in a better value to the customer.

Response: No designer of record required. See updated SOW and Evaluation documents

3. Question: On Attachment J-2, Key Personnel Experience, the bold text notes, “List a minimum of one (1), but no more than three (4) projects similar to the Statement of Work, in the last five (10) years from the date of the solicitation for each of the key personnel proposed in response to the solicitation.” As this direction in the solicitation is not clear, and to ensure we are meeting the requirements in time for a compliant submission, we request that the customer confirm that the number of projects range is one (1), but no more than (4) four and the timeframe is the last ten

(10) years, which aligns with the Factor 1 – Past Performance timeframe.

Response: Corrections have been made to read four (4) and ten (10) years. Please see the revisions to Amendment 0001.

4. Question: In order to (1) incorporate previous Q&A , (2) incorporate any new Q&A, (3) allow PPQ respondents appropriate time to respond (4) submit compliantly, and ensure we best meet the customers requirements, we respectfully request an extension to 1/29/2024.

Response: The proposal due date has been revised to 1/29/2024 in Amendment 0001.
