About this file

This document contains questions and responses regarding solicitation number 697DCK-24-R-00024 issued by the Department of Transportation Federal Aviation Administration Southwestern Region. The solicitation seeks an architecture and engineering firm to design and prepare bid documents for a new San Jose Remote Transmitter/Receiver tower, Air Traffic Control Tower, and base building. Key details include that the design must utilize performance-based seismic structural methodology for a tower over 200 feet tall, with a cab area exceeding 550 square feet. Past performance examples must involve similar aviation or federal projects over $20 million completed within the last 10 years. The response deadline is January 22, 2024 by 3:00 PM Pacific Time, and questions were due by December 15, 2023.

QUESTIONS & RESPONSES

697DCK-24-R-00024

DECEMBER 28, 2023

1. Question: In Factor 1 – Past Performance, the solicitation notes “The offeror must submit Past Performance Questionnaires (PPQs) provided with this solicitation for a minimum of two (2) and no more than four (4) projects completed or substantially complete within the last 10 years that are relevant (similar in scope, size and complexity.” Please advise if the PPQ forms will be provided in an amendment or if we can use previously submitted PPQs/PPSs.

Response: PPQ has been uploaded to the solicitation

2. Question: Reference Solicitation, Offer and Award, Section M, Volume II, Factor 1 – Past Performance - This section indicates “Projects considered similar scope, size and complexity would utilize Performance Based Seismic Structural Design for high rise building over 200’ above ground level (AGL) in the United States for locations with similar environmental conditions as described in the SOW, other Air Traffic Control Towers (ATCT), or FAA projects with construction costs exceeding 20 million dollars.”

Considering that the performance based seismic design for Air Traffic Towers (ATCT) is a recent methodology and requirement in FAA RFPs that has only been used in very recent ATCT designs, ATCT projects successfully designed and completed under FAA contracts using Building Code Requirements and height over 200 ft may be deemed to be acceptable to meet the RFP solicitation requirements.

Please confirm if ATCT projects, under FAA contract, with height over 200ft, and cab footprint over 550 square feet, to match or exceed the minimum San Jose cab area per Solicitation, designed to meet International Building Code and ASCE 7 Structural Design Requirements, substantially complete, are acceptable to be included in the list of Past Performance Projects requested in Solicitation Section M, Volume II, Factor 1 – Past Performance.

Response: This is correct. New FAA ATCT projects qualify as similar projects. Projects must be complete or substantially complete.

3. Question: Reference Solicitation, Offer and Award, Section M, Volume II, Factor 1 – Past Performance - This section indicates “Projects considered similar scope, size and complexity would utilize Performance Based Seismic Structural Design for high rise building over 200’ above ground level (AGL) in the United States for locations with similar environmental conditions as described in the SOW, other Air Traffic Control Towers (ATCT), or FAA projects with construction costs exceeding 20 million dollars.”. Considering that the performance based seismic design for Air Traffic Towers (ATCT) is a recent methodology and requirement in FAA RFPs that has only been used in very recent ATCT designs, and that there are high seismic zones in the World with higher than expected in San Jose area (with an expected SMS of 1.5 or larger, approx.) that could be used as valid project experience references for the response to the RFP.

Please confirm if an essential facility international ATCT projects with high seismicity (SMS>1.5g), comparable to San Jose area, with height over 200ft, cab area over 550 sq.ft, to match or exceed the minimum San Jose cab area per Solicitation, designed with Site-Specific Ground Motion Procedures, and to meet International Building Code and ASCE 7-16 Structural Design Requirements, substantially complete, are acceptable to be included in the list of Past

Performance Projects requested in Solicitation Section M, Volume II, Factor 1 – Past Performance.

Response: This does qualify as a similar project. Whether it will be deemed favorable is still dependent on FAA’s review of offerer’s role in the design of this project and actual performance demonstrated in the descriptions and PPQs.

4. Question: Reference Scope of Work, Section 1.4 Design Team, Structural Engineer of Record - This section indicates that the "Facade and Glazing Structural Engineering must be performed by a Structural Engineer with 10 years of experience in high-rise glass and facade engineering, and/or who has successfully designed a minimum of two complete ATCT cab glazing systems."

Note, the facade and glazing engineering is typically provided by a structural engineer who is employed by the Trade (Curtain Wall/Enclosure) Contractor who is providing the system, as the components are typically a proprietary item. Is the intent for the proposer to identify an engineer at this stage, or should the successful proposer provide performance specifications that includes the highlighted requirement as part of their Scope of Work?

Response: Offerors must provide ALL of the required documents in Volume I Other Documents and Volume II: Factors 1-3 to be considered eligible for award.

5. Question: To allow for inclusion of key graphics, will the government allow 10pt font in graphics, tables, etc?

Response: Yes

6. Question: In Factor 2, Key Personnel and Team Composition, following the Key Personnel Required listing, letter b requires an “organizational chart with contact information”. Please clarify if each key personnel name needs contact information, what that contact info entails and if we only need to provide a singular point of contact.

Response: All key personnel need to be identified. A main point of contact for this contract must also be identified and phone number, email, and address included.

7. Question: Reference Scope of Work, Section 3.2.3 Structural Design item G - This section indicates that the " SLE must have a maximum return period of 475 years (10% probability of exceedance in 50 years)." Note, current TBI Guidelines for Performance Based Seismic Design of Tall Buildings (TBI) use a 43 year return period earthquake with a probability of exceedance of 30% in 50 years for the SLE earthquake hazard level. Please confirm the SLE hazard level of 475 years return period and 10% probability of exceedance in 50 years.

Response: Ignore the 475 return period in the scope of work. Structural design methodology shall be per TFDS Section. 8.4 and performance requirements shall be per TFDS Section 8.5. Refer to tables 8.1 and 8.2 in section 8.5 of TFDS.

8. Question: Please also clarify the role of Designer of Record and can it be dual-hatted with another key professional.

Response: The DOR may be dual-hatted.

9. Question: The cover of the SOW is dated 8/30/23, however the solicitation notes in Section J a date of 09/14/2023. Please advise whether a revised SOW will be released.

Response: There is not a revised SOW. The date in Section J of the SIR has been corrected to read 8/30/23.

10. Question: With respect to Attachment (1) 3.3.5.1, please confirm that constructability reviews will be conducted at the appropriate phases of the project in order to incorporate comments in a timely fashion, i.e. PPD, 45%, 70% and/or 100% submissions. Please also confirm that the phrase; “The A/E must review and incorporate the constructability comments at no additional cost” only applies to the review and not the incorporation of comments that deviate from the original contracted scope of work for the A/E.

Response: Constructability reviews will be conducted at the appropriate phases. Any comments that A/E believe deviate from the original contracted scope will be discussed with Contracting Officer. If found to be not in original scope, comment will be ignored or change order issued.

11. Question: With respect to Attachment (1) 3.3.5.2 The A/E must prepare a submittal register describing all construction submittals. This must include a description of submittal requirements such as samples, certifications, safety data sheets (SDS), Professional Engineer’s stamp, drawings, and catalog cuts. Please clarify if the RFP is requesting a construction submittals register from the A/E or a schedule of design deliverables. Generally a register of construction submittals or submittal log is provided by the contractor.

Response: This is a request for the A/E to provide a list of required submittals based on the specifications and plans drafted. The construction contractor will be responsible for providing their own submittal register independent of the A/E.
