1.0 Executive Summary
The SJC ATCT is located across the airfield from the airport terminal buildings. The ATCT is a Tier 2, ATC
Level 7 facility that operates 18 hours per day, 7 days a week. The SJC ATCT Cab is approximately 525 square feet with a Cab eye level of 83 feet above ground level (AGL).
Figure 1. SJC ATCT and Base Building
The 6,120-square-foot ATCT is a site adaptation of the Leo Daly/HNTB standard design, with a 560-square-foot Cab and a slightly larger shaft. The SJC ATCT is slightly modified from the Low Activity
Level (LAL) standard upon which it is based. The ATCT has eight levels plus the Cab. The 4,370-square-foot base building is a single-story standard design intermediate-level base building without a TRACON, and was constructed at the same time as the ATCT. A 320-sq. ft., stand-alone, prefabricated wood storage trailer is located at the east corner of the site along with two additional smaller storage buildings (144 sq.
ft. and 60 sq. ft.).
The 2017 Quick Look evaluation found several Line-of-Sight (LOS) issues from the Cab as well as interior issues of the volume of equipment adding congestion to the Cab. Due to the significant number of LOS deficiencies, the project was recommended to enter into the Terminal Facilities Planning (TFP)
Investment Analysis Process (IAP).
Condition Assessment (CA) items being addressed pertain to life safety or non-compliance with
Americans with Disabilities Act (ADA) and Architectural Barriers Act (ABA) accessibility guidelines, as well as deferred maintenance and architectural, mechanical, and electrical deficiencies.

A summary of the major deficiencies identified in the 2015 Condition Assessment are listed below:
The ATCT’s exterior door at the Ground Level sticks and is a keyed door rather than a door controlled by a card reader.
There are loose handrails along the height of the ATCT Stair. Some stair treads are cracked and these can create a tripping hazard.
Jet fumes can be smelled in the Cab on occasion.
The roofing membrane appears to be worn, has some cracking at the membrane joints and appears to be original to the buildings (20 years), beyond its life expectancy.
Many of the raised access flooring floor tiles are delaminating. Many of the floor tiles have had screws installed to reattach the laminate finish to the floor tiles.
The asphalt parking lot also needs to be resurfaced.
The metal guardrails at the Catwalk are in poor condition and in need of painting. There is occasionally some insect infestation (wasps) on the Catwalk.
Air Traffic has sufficient storage at the facility, but the SSC (Tech Ops) does not have enough storage. Additionally, Tech Ops indicated the base building’s Equipment Room is running out of space. There is no room for new equipment racks without moving or eliminating work areas at the perimeter of the room.
The masonry control joint sealant at the Base Building is cracked, dried out and separating from the adjacent surfaces. The sealant is beyond its life expectancy.
A Surge Protective Device (SPD) is missing for many panel boards serving exterior and/or NAS equipment. For those panel boards that do have an SPD, the conduits feeding the SPD are not properly sealed to prevent soot from entering the panel board enclosure.
