1.0 03/31/21 Z. Edwards/(202)267-6085 Basic issue. This document supersedes the A/E Project
Manual, dated 12/15/16; TFDR-20-001, dated 08/24/20; and TFDR-20-002, dated 11/10/20.
1.1 12/31/21 Z. Edwards/(202)267-6085 Identify that the TFDS should be used, when possible, for modernize/sustain projects where an entire system is being replaced. Provide a link to the Guiding Principles for Sustainable Federal Buildings and Associated Instruction.
Major revision to Chapter 4, Civil Engineering and Chapter 8, Structural Engineering. In Paragraph 9.5, HVAC System Requirements, removed link to Federal energy code requirements. Revise Paragraph C.4.3, Structural Calculations.
2.0 08/01/22 Z. Edwards/(202)267-6085 Identify that the TFDS should be used, when possible, for modernize/sustain projects where an entire system is being replaced. Identify that an Electrical and Mechanical Engineer, and Architect preparing any portion of the design document must be registered and licensed to practice within the state or territory of the project site. Clarify Energy and Sustainability guidance. Major revision to Chapter 4, Civil Engineering and Chapter 8, Structural Engineering. Add Chapter 5, Architectural Interiors. Revise Paragraph C.4.3, Structural Calculations. Changes are identified with a change bar in the outer margin of the page.
2.1 12/13/22 Z. Edwards/(202)267-6085 In Paragraph 3.4, Energy and Sustainability, identify the applicable version of the Guiding Principles for Sustainable Federal Buildings and Associated Instructions and associated link. In Paragraph 4.7, Site Structures and Apparatuses, add site lighting requirements for dumpster enclosures. In Section 5.13.2, ATCT Stairs, clarify the minimum stairway width. In Table 7-2, ATCT Cab Room Finish Schedule, clarify that raised access floor systems are not permitted in the cab. In Section 7.3.7, Cab Room, add a requirement for a sensor-controlled light. In Table 8-2, Design Loads and Events, correct Wind Acceleration and Drift from 100-year to 1-year and Snow Load from 500 year to 50 year. In Section 9.5, HVAC System Requirements, clarify that the design must account for proper clearance for code-compliant working spaces. Change all references to the cab window washing to reflect cab window de-fogging.
In Section B.6, Fire Protection and Life Safety, clarify the requirements for a Fire Protection Engineer.

Terminal Facilities Design Standard Issued on August 1, 2022 Page 1-1
CHAPTER 1 – INTRODUCTION
The Federal Aviation Administration (FAA), Air Traffic Organization (ATO) Terminal Facilities Design Standard (TFDS) establishes design standards and technical criteria to be used in the programming, design, construction, measurement and verification, and documentation of new construction of Airport Traffic Control Towers (ATCTs), Terminal Radar Approach Control (TRACON) facilities, and associated Base Buildings. Where possible, use this document for modernize/sustain projects where an entire system is being replaced (i.e., entire roof). This document also applies to lease construction with Government option-to-purchase buildings.
The TFDS is a mandatory standard. It is not a guideline, textbook, handbook, training manual, nor substitute for technical competence. The TFDS represents the current state of practice in designing terminal facilities to meet the FAA’s commitments, maximize the efficiency of business processes, and comply with the requirements of law.
1.1 ABOUT THIS DOCUMENT
This document is structured to present technical information in a streamlined, consistent format.
Major sections (e.g., Section 4.0) are discipline-specific and contain facility design requirements.
Appendices define the methods in which the Architect/Engineer (A/E) firm must demonstrate compliance with those requirements (e.g., submittal requirements).
1.2 COMPLIANCE
Projects must comply with the version of the TFDS identified in the Scope of Work for that project. The latest version of the codes and standards published at the time of Design Notice to Proceed (NTP) must be used to complete the design of the project. Extended design periods or project delays may cause the codes of record to become out of date. If the code of record cited in the design is more than one cycle old (i.e., 6 years) at receipt of Construction NTP, the required code basis of design references must be updated; no project construction must be initiated until the design is compliant with the current code cycle.
The TFDS must be used in conjunction with the governing codes and standards referenced in this document, as well as the building program for each project. The overarching requirements are based upon the following primary documents/codes, as well as the references contained in each.
A. FAA Orders, Standards, and Guides B. International Code Council Model Code Series
• International Building Code (IBC) [Egress mandates must be used only where National Fire Protection Association (NFPA) 101 requirements do not clearly address a condition.]
• International Fire Code (IFC)
• International Mechanical Code (IMC)
• International Plumbing Code (IPC)
• International Existing Building Code (IEBC)
• International Performance Code for Buildings and Facilities (ICCPC)

C. National Fire Protection Association:
• NFPA 70, National Electrical Code
• NFPA 101, Life Safety Code
• NFPA 75, Standard for the Fire Protection of Information Technology Equipment
Refer to Section 2.3, Codes and Standards, for a full list of applicable codes and standards.
1.3 ACQUISITION MANAGEMENT
The FAA is governed by the Acquisition Management System (AMS), which establishes policy and guidance for all aspects of life-cycle acquisition management for the FAA. Refer to the AMS Policy for additional information.

CHAPTER 2 – TERMINAL FACILITIES STANDARD DESIGNS
This document, along with Standard Floor Plan Drawings and FAA-specific Specifications, constitute a Terminal Facilities Standard Designs package, which provides for similar layouts, a consistent image for new ATCTs, TRACONs and Base Buildings, and establishes a system for analyzing facility costs.
