About this file

This is a Questions and Answers document for federal contract 6973GH-26-R-00041, addressing bidder inquiries regarding the MYR ATCT Parking Lot Refurbishment project.

The document clarifies scope requirements and technical specifications across multiple work categories. For site infrastructure, existing asphalt at the facility entrance requires 2" removal and replacement; existing concrete sidewalks need 4" removal and replacement over compacted subgrade; and new asphalt and concrete areas require 4" compacted graded aggregate base course. New stone paving areas require 4" #57 stone installed over geotextile fabric. Regarding exterior fixtures, the project requires replacement of six commercial-grade LED wall pack lights from ISO-certified manufacturers compliant with FCC Title 47 Part 15B Class B emission limits, with style and type matched to the closest extent possible. The contractor may substitute latex paint for acrylic if it carries equivalent warranty and meets minimum performance specifications. Two cable vault/manhole lids must be raised using pre-formed or pre-cast concrete riser rings to match surrounding finished grade elevation. The FAA will provide daily escorts, and work hours are specified in the Statement of Work. Pre-cast downspout diffusers are required with no form-and-pour alternatives accepted; however, no detailed specifications are available for the prefabricated concrete downspout splash pad. Damaged concrete hardscapes must be removed up to the nearest control joints and replaced. The parking lot pole lights and manhole lid replacement are excluded from scope. Period of performance does not commence until all materials have been procured and are on hand.

MYR ATCT Parking Lot Refurbishment

1. Question: Do you have any existing pictures of the two existing awnings at the EG Room and Side Entry Door that are to be replaced? Also, what is the exterior wall material at these two openings?

Answer: No pictures are available. Exterior wall is EIFS over CMU. Aluminum-wrapped P.T.

blocking may be present at canopy wall mounting. Field verify.

2. Question: Do you have any As-Built Civil Site Drawings that can be provided for Bidding Purposes that provide elevations/dimensions?

Answer: No current, up-to-date, civil as-built drawings are available.

3. Question: Within the Statement of Work - attachment 2 - Details, there is a reference to adding 12" and/or 24 "of compacted sub-grade? Will the existing adjacent elevations allow for this increase in height at these locations? The Concrete Hardscape Detail indicates that the sub-grade should be scarified. I don't know if that is possible, given the small, narrow areas where the concrete work is located. I would imagine that underneath the existing concrete sidewalks that get replaced, there is existing rock that was previously compacted. Are you expecting all existing rock to be removed and replaced with new rock, or just proof-rolled before the installation of the new concrete? Again, for this detail, I don't know how you could add an additional 24" of subgrade material here. This question also applies to the New Stone Paving Area. On the Asphalt New Pavement Detail, it identifies Scarify and Proof Roll the subgrade...and shows adding 24" of compacted subgrade over the existing subgrade?

Answer: Per SOW: Part 5, Item b., existing asphalt to be removed and replaced at facility entrance includes 2” of new asphalt. Part 5, Item j., existing concrete sidewalk replacement contains 4” of concrete removal and replacement over existing compacted subgrade. Part 5, items c and k, new asphalt and concrete areas require excavation to accommodate a new 4” compacted graded aggregate base course over compacted subgrade. Part 5, item i, remove vegetation and install 4” #57 stone over geotextile fabric directly over compacted subgrade.

4. Question: Regarding the six (6) Exterior Fixtures that are to be replaced, please provide the Manufacturer and Model# or Equal.

Answer: Existing light fixture model unknown. New light fixture must be commercial-grade LED wall pack lights. All light fixtures must be provided by ISO-certified manufacturers and comply with FCC Title 47 Part 15B Class B emission limits.

5. Clarification Needed: LED Wall-Pack Fixtures The SOW indicates replacement of existing wall-mounted security fixtures but does not specify wattage, photometric requirements, color temperature, or approved manufacturers. Could you please clarify the minimum performance criteria or whether a “contractor to propose equivalent” approach is acceptable?

Answer: Per SOW, six (6) new commercial grade LED wall pack lights. All lights fixtures must be provided by ISO certified manufacturers and comply with FCC Title 47 Part 15B class B for emission limits. Match style and type to closest extent possible.

6. Clarification Needed: Phasing, Restricted Access, and Escorts Since the project takes place at an active ATCT, could the FAA confirm whether escorts will be provided by FAA personnel or if the contractor should include daily escort time in our estimate?

Additionally, are there any restricted work hours we must plan for?

Answer: The FAA will provide daily escorts. Work hours are included in SOW.

7. Question: The Statement of Work references several scope items “as indicated on the aerial view/site plan” (including paving, sealcoating, aggregate/geotextile placement, and concrete hardscape areas). However, we were unable to locate the referenced aerial view/site plan within the solicitation documents provided.

Could you please share the aerial view/site plan exhibit referenced in the SOW, or advise whether it will be issued via addendum?

Answer: Aerial view is included in the SOW.

8. Question: Can you verify the quantity of sidewalk to be replaced? During the site visit, it was observed that much of the concrete within the highlighted portion of the SOW was in good shape.

Answer: Please refer to SOW for sidewalk to be replaced.

9. Question: Will you accept latex paint for the parking areas in lieu of the acrylic as called for in the SOW as long as the latex carries the same warranty as the acrylic?

Answer: Yes, if latex product carries same warranty and meets the minimum performance specifications of acrylic based products.

10. Question: Instead of pre-cast downspout water deflectors, will you accept form and pour in place solutions? There are obstacles in the way at one of the indicated locations that would make a precast solution unlikely to be found.

Answer: No. Pre-cast downspout diffusers are required.

11. Question: Can details/specifications be offered for the prefabricated concrete downspout splash pad?

Answer: No details are available.

12. Question: Please confirm if the 18 area lights, poles and bases are part of this scope of work?

Answer: Parking lot pole lights are not included in SOW. For lighting, only six (6) existing wall pack lights are to be replaced per SOW.

13. Question: Based on the site visit, it appears that only two manholes need to be adjusted.

Can this number be confirmed?

Answer: 2 vault lid/manholes are to be raised. Finished elevation of cable vault/manhole lids must match surrounding finished grade/surface. SOW has been revised.

14. Question: Can solid masonry blocks be used to raise the manholes?

Answer: Per SOW, install pre-formed or pre-cast concrete vault extension/riser ring to ensure cable vault lid height is at surrounding grade elevation after re-installation.

15. Question: Concerning the manhole on the SE side of the building, the hinges on the hatch are rusted all the way through. Should pricing include the replacement of a new hatch? If so, can details/specs be provided?

Answer: Replacement of cable vault/manhole lid is not included in SOW.

16. Question: The sidewalks appear to be in good shape, other than correcting trip hazards and replacing the handicap ramp. Yet the plan sheet indicates removing/replacing sidewalks. Is the intent for all existing sidewalks to be fully removed and replaced, or is the work limited to removing and replacing only the damaged sections of the sidewalk? Would grinding the sidewalk be an acceptable alternative to removal and replacement in order to eliminate a potential tripping hazard?

Answer: Per SOW, remove existing, damaged concrete hardscapes at approximate location indicated on the aerial view. Remove concrete up to nearest control joints from the damaged areas. Form and pour new concrete sidewalk at the location removed.

17. Clarification The statement of work indicates that the parking lot/driveway cracks will be sealed and seal-coated. The only new asphalt is the 5ft by 150ft addition.

Answer: Aso, per SOW, Mill and remove 2” of existing asphalt and place new at facility entrance road indicated on aerial view.

18. Clarification on small building. Will the new block wall require footing, or can the new wall be supported by the existing slab?

Answer: Foundation details for existing walls are unknown. Requirements associated with rotten façade will be removed. SOW has been revised.

19. Clarification on small building. Is it a requirement to paint all interior and exterior walls?

Answer: See answer to Question 18.

20. Question: Can the period of performance be extended to 90 days?

Answer: The period of performance does not start until all the materials have been procured and on hand.
