About this file

This document is Amendment 0002 to Solicitation No. 6973GH-26-R-00041, issued by the FAA Aeronautical Center (AAQ-710 Logistics Center Acquisition) in Oklahoma City, Oklahoma. The amendment extends the solicitation due date from January 23, 2026, to January 30, 2026, at 3:00 p.m. Central Time. The primary change incorporates a revised Statement of Work (SOW) titled "MYR ATCT, Refurbish Parking Lot" dated January 21, 2026 (74 pages), which replaces the previous version dated November 21, 2025. The solicitation is for a single contract awarded to the Lowest Price, Responsible Offeror on a competitive negotiation basis.

Offerors must submit proposals via email and include two completed Organizational Experience Questionnaires covering similar-scope projects valued at or above $150,000 completed within the past three years, with customer references confirming satisfactory completion. Proposals must contain Section B (supplies/services and pricing), fully completed Section K (representations and certifications), and a Proposal Guarantee covering 20 percent of the proposal price. Performance and Payment Bonds covering 100 percent of the awarded contract price must be submitted within 15 calendar days of contract award. Adequate price competition is anticipated, so cost or pricing data is not initially required unless determined necessary post-submission. The contracting officer is Samantha A. Pearce (Samantha.A.Pearce@faa.gov), and offerors must submit technical questions no later than 3:00 p.m. CDT 10 days before the closing date.

Clause List was revised as follows.

L.1 Incorporation of Representations and Certifications

Certain representations and certifications must be made by the offeror and completed as appropriate. The signature of the offeror on the face page of this SIR/RFO constitutes the making of certain representations and certifications.

Award of any contract to the offeror shall be considered to have incorporated the applicable representations and certifications by reference.

L.2 Inquiries

All questions regarding the project/specifications/plans must be received in writing (Samantha.A.Pearce@faa.gov) no later than 3:00 p.m. CDT, 10 days before the closing date, to allow for responses to be provided before the due date for receipt of proposals. Mark all emails with Solicitation No. 6973GH- 26-R-00041. Oral explanations or instructions are not binding. Any information given to an offeror that impacts the solicitation or offer will be given in the form of a written amendment to the solicitation.

As this is a competitive negotiation acquisition, there will be no public bid opening, and no information will be released regarding the number of offerors or the competition results until all awards are made. At the time of the award, the Government will disclose only the name of the awardee.

L.3 Submission of Supporting Cost or Pricing

(a) It is anticipated that the pricing of this action will be based on adequate price competition; therefore, offerors are

Samantha Pearce Cross-Out not required to submit cost or pricing data. However, if, after receipt of proposals, it is determined that adequate price competition does not exist, cost or pricing data will be required.

(b) If it is determined that adequate price competition does not exist, the offeror shall provide current, complete, and accurate cost or pricing data upon request from the contracting officer.

L.4 Information and Considerations Affecting Offeror Proposal Submissions

Communications with one offeror do not necessitate communications with other offerors, as they will be offeror-specific. Information determined to have common application and not considered prejudicial to offerors will be communicated to all offerors.

(c) This document constitutes a formal SIR/RFO for which an award may be made without further discussions/negotiations. Offerors are to consider all terms and conditions contained in the formal SIR/RFO in preparation for the proposals set forth herein.

L.5 Instructions for Preparation and Submission of Proposals

1. The Offeror must complete and submit two (2) “Organizational Experience Questionnaire” (OEQ) forms that include one project per form, SIR attachment J.3 Organizational Experience Questionnaire.
