About this file
This file is a compiled Request for Information (RFI) document containing 16 questions and answers related to a solar photovoltaic (PV) array project for the Federal Aviation Administration (FAA) at the Mike Monroney Aeronautical Center (MMAC). The project involves Phase I and Phase II of PV Array 2, with key details including a targeted award date of September 12, 2025, and a completion target for Phase I, PV Array 2 by the end of 2026. The scope includes solar array installation, electrical infrastructure, lightning protection system, and site preparation, with specific requirements for inverter monitoring, medium voltage equipment management, and potential contaminated soil handling.
Critical technical aspects include installing (10) 2" stub-outs in the transformer substation, connecting inverters to existing electrical infrastructure, removing trees within project limits, and establishing a gravel staging/laydown area. The FAA will provide additional drawing sets to the winning bidder after contract award. The project involves specific technical monitoring requirements, with four inverter points to be monitored through the FAA Metasys system, including AC power output, DC voltage input, AC apparent power, and internal temperature. The lightning protection system must meet LPI and UL standards, with installations to be performed by a certified Master Installer.

| Question | Answer | |
AMP-400-E-2-CD101, General Note G says, “Construction fence shall be placed along the project limit line except where shown otherwise on this plan.” The project limit line appears to run across an active roadway (Quesada Drive). Is construction fence expected to be installed across Quesada Drive as well? | No. The fencing requirement is not needed for the area that only contains the utility extension.
AMP-400-E-2-CD101, Sheet Keynote #1 says, “Remove existing trees shown darker inside the project limit line.” There are several trees inside the project limit line that are not darker. Should those trees remain? Or should all trees inside the project limit line (darker or otherwise) be removed? Moreover, the large bubble areas inside the project limit line do not show any trees (darker or otherwise). Please clarify. | All existing trees inside the project limit line are to be removed. You'll notice the lightly shaded trees to remain on the north side of the project limit line. If you look at the Overall Civil Site Plan you'll see that the ultimate condition shows no trees remaining within the project limits.
Can we get the scope of work and/or drawings issued for Phase 1 PV Array 2? | Will be provided with the SIR Amendment.
At the completion of construction, what is the expected surface treatment for the staging/laydown area? Will it be 6” gravel or native grass? | Intent is to avoid having any lawn maintenance equipment or lawn contractors within the array fence. Gravel required to avoid mowing.
How are the feeders/conduits from inverters expected to be connected to the 150A breakers in the existing Recombiner and Close-Coupled Transformer Substation? Are there stub outs? Similarly, is there a stub out from existing communication cabinet? | Ther transformer substation should have (10) 2" stub outs installed in Phase 1. The media converter for Phase 1 should also have an existing 1-1/4" stub-out.
Is it possible to get CAD version of the RFP drawing set? If not the whole set, can we get the following drawings in CAD: AMP-400-E-2-CD101, AMP-400-E-2-CS100, AMP-400-E-2-CS101, AMP-400-E-2-CG101, AMP-400-E-2-CG201, AMP-400-E-2-WF101, AMP-400-E-2-E100. | The scaled PDF drawings are believed to be suitable for bidding purposes. ACAD versions of the construction drawings can be provided to the winning bidder after contract award.
The project location falls into Zone A of the flood plain maps. Has the city been contacted about this project and does it require a flood plain permit? | There is no proposed disturbance within the 100-year floodplain which is shown on the plans.
The water line is connecting into an existing line within the FAA. Have the plans been routed through the city and/or does this require permitting? | The City has confirmed that a WF permit for that water line is not required.
Who is responsible for powering Phase I, PV Array 2 Recombiner and Close-Coupled Transformer Substation and opening and closing Main and Branch Breakers in the Phase I, PV Array 2 Recombiner? | The contractor is responsible for closing the main breakers of the MV gear. This action shall be coordinated with and performed under FAA supervision.
Who is responsible for opening and closing Phase I, PV Array 1 and PV Array 2 Medium voltage equipment? | The contractor is responsible for closing the main breakers of the MV gear. This action shall be coordinated with and performed under FAA supervision.
Is Phase II, PV Array 2 metering within the scope of this solicitation? | Integrating the inverters with the controls cabinet is a part of the scope. The meter will be installed as a part of Phase 1.
Please list which 4 inverter points are expected to be monitored at the FAA Metasys monitoring system? | 1- AC Power Out (KW); 2- DC Voltage In (V); 3- AC Apparent Power Out (KVA); 4- Internal Temp (Deg-F)
What is the expected completion date for Phase I, PV Array 2 scope of work? | Targeting PV Array #2 - Phase 1 completion by EOY 2026.
What is the expected award and Notice to Proceed date for scope within this solicitation? | Targeting award by September 12, 2025. NTP shortly thereafter.
Majority of lightning protection installers (especially in Oklahoma) are Lightning Protection Institute (LPI) certified. The specs 264113 call for UL-listed installer and UL Master Label Certificate. Would you accept LPI certified Master Installer to inspect to the UL standard and LPI Limited Scope Certificate for the lightning protection system? | FAA will accept a system that has been installed by a Master Installer with the installation inspected and submitted to the Lightning Protection Institute - Inspection Program (LPI-IP) that results in written certification documenting compliance with the current editions of the LPI-175, NFPA 780, and UL96A standards.
The SIR asks the contractor to spread contaminated soil on FAA identified location; however, a location has not been identified. If we find contaminated soil, can you identify the location where this soil should be spread and provide grading specifications for that soil? | Refer to Specification 017419 – Construction Waste Management and Disposal for requirements for surplus soil. If contaminants are found, a soil relocation area will be selected by the FAA on the MMAC leased property. Spread soil in 3" thick layers while maintaining the existing contours of the selected area.
