About this file
This file is a Questions and Answers document for Solicitation Number 6973GH-25-R-00019, covering tower demolition and construction projects at two sites in Texas (Fredericksburg T82 and Plainview PVW). The FAA seeks small business 8(a) program participants to provide prefabricated self-supporting towers, demolish existing towers, and complete associated infrastructure work. Key project specifications include replacing tower foundations, managing utility relocations, ensuring minimal service outages, and disposing of existing tower materials in compliance with Texas state law. The project requires a two-week trial period after new tower installation, with contractors responsible for providing tower design, structural components, and necessary documentation.
The solicitation is a competitive award process with an estimated project value of $1M-$2M, potentially split into two separate contracts ($500K-$1M per site). Proposals are due March 10th, 2025 at 4:00 PM Central, with a question submission deadline of March 3rd, 2025 at 5:00 PM Central. Contractors must submit a completed SIR document, SF24 Bid Bond, and Organizational Experience Questionnaire demonstrating project experience with similar scope valued at or over $500,000, completed within the last three years. Offerors must be registered in SAM and possess an SBA 8(a) certification to be eligible for award.

Questions and Answers
As a result of these Q&A, the following attachments are incorporated into this SIR:
- Attachment 11_Antenna Tower Design_Materials_Foundation Design_Specifications
- Attachment 12_UIS Tower Replacement DB General Specifications, T82 Site Details, and Plainview Site
Details files.
Questions and Answers:
1. For the new towers, are there structural drawings for these projects, to include staircase details, tower dimensions/assembly, concrete details?
FAA RESPONSE: The tower along with other materials per scope of work will be provided by the contractor (CFM) unless it is specified to be government furnished material (GFM). Please see Attachment 11_Antenna Tower Design_Materials_Foundation Design_Specifications, and
Attachment 12_UIS Tower Replacement DB General Specifications, T82 Site Details, and
Plainview Site Details files.
2. Is the tower provided as a prefab unit, or is this a design/build?
FAA RESPONSE: Contractor is responsible to provide the prefabricated towers.. Previous vendors used by the FAA include Allstate, Ehresmann, Worldwide.
3. Can the contractor drop the existing towers or does the FAA require them to be unstacked, or will the FAA leave that to contractor’s discretion and risk?
FAA RESPONSE: Outages need to be minimized, coordination with local technicians before project start is needed. Active services can be migrated to different antennas is tower needs to be demo for construction of new one. Demolition of remainder of existing towers is done after service are secured in new tower. Contractor’s strategy of tower Demo will need to be discussed and approved with FAA oversight personnel before taking down the existing towers.
4. What is the minimum depth of decom for the existing foundations before backfill/compaction?
FAA RESPONSE: Per drawings and specification, a minimum of 2 feet below grade level.
5. Will the contractor be required to provide any as-built drawing updates to the FAA? In what form? If CAD, will the existing CAD Files be made available for update?
FAA RESPONSE: The FAA anticipates drawings will be provided by the tower vendor with the contractor’s purchase of the tower. Historically, the FAA has received and accepted CAD drawings in PDF form. The FAA believes these drawings are included with the installation instructions; howeverhowever, contractor should verify this. The FAA expects the contractor to provide drawings per the requirement.
6. Would like to confirm we can supply a tower with solid rod tower legs and angle bracing.
FAA RESPONSE: All structural steel components used for the tower must be of the tensile strength material indicated in the approved design submittals. Submit calculations used for the design of the tower and platform with a statement certifying the design complies with the requirements of this specification and the applicable codes for the specific location and type structure.
7. Please provide additional drawings for the actual tower and tower foundation, conduit schedule from tower to existing shelter, guyed wire anchor specs and design.
FAA RESPONSE: See Question #1.
8. Is there an actual tower design that has been used before, or will this be a custom fabrication tower and will need to reach out to different vendors to get quotes?
FAA RESPONSE: See Question #2.
9. Removing the existing towers, are the towers already powered down, and can be decommissioned or are they still considered active and equipment, lines, antennas etc. needs to be migrated to an existing tower to minimize outages.
FAA RESPONSE: See Question #3
10. What is the estimated duration for the trial period once the new tower and system is up before decommissioning the old towers?
FAA RESPONSE: The FAA anticipates the duration of trial period to be two weeks.
11. Is there any structural data available for the existing towers?
FAA RESPONSE: The FAA team believes the current towers are roughly 40 years old.
Structural data for these towers was not anticipated to be needed since they are to be demolished. It is not believed by the FAA further data is needed beyond what has been provided to effectively price the demolition of these towers.
12. Summary of work specifies contractor to furnish new antennas yet it was mentioned on the site walk that there will likely be some antennas repurposed.
Need clarification on this.
FAA RESPONSE: Antennas will be Government Furnished Material (GFM) if existing antennas are not reused.
13. Is contractor to provide sweep test results of the antenna systems exclusive of LMR 400 jumpers in shelters that are to be terminated by others?
FAA RESPONSE: Contractor will be responsible to ensure all cables are serviceable and undamaged.
14. Where is the light system controller to be located at Plainview?
FAA RESPONSE: The FAA requires the light system controller to be located at the shelter at Plainview.
15. All existing towers do have paint. It can be assumed that there will be lead paint present. What level of abatement does the customer require of the contractor?
FAA RESPONSE: Demolition of tower and disposal of the material is required. The FAA will need evidence from the contractor that the material was disposed of in accordance with Texas state law.
16. 3rd party locates and hydro excavation depth required FAA RESPONSE: Yes, contractor must coordinate with 811 to locate underground cables done before any excavation. See 1.19.2 (Existing Utilities) in Attachment 12_UIS Tower Replacement DB General Specifications.
17. Can we inner into the eve at the building at Frederiksburg instead of core drilling the block?
FAA RESPONSE: Per drawings, core drill the block to keep standard at all FAA facilities.
18. Can we build an ice bridge instead of using conduit for the chase lines from the Tower to the building (the drawing shows conduit)?
FAA RESPONSE: Yes, ice bridge is allowed.
19. The SOW said replacing a roof on the building at Plainview, can you please clarify, it was not discussed at the site visit.
FAA RESPONSE: The roof will not be replaced at Plainview in this contract.
20. Projects must be valued at or over $500,000.00- Does this mean one project or total projects?
FAA RESPONSE: See page 1 of the SIR document. The FAA’s estimated value of this construction project is roughly $1M - $2M, or $500K - $1M for each site if awarded separately. The FAA may award separate contracts. One contract for each site.
21. If we are to design the tower, do they want a self-supporting tower or a Guyed tower?
FAA RESPONSE: not a design but pre fabricated self supporting tower according to specs.
22. Can we have the specifications for loading?
FAA RESPONSE: Please see specification on attachment 12.
23. What size are the buildings so we can quote the roof membrane?
FAA RESPONSE: There will be no roof replacement .
24. Do they want the new tower design to include a stairway to the top platform or a simple climbing ladder?
FAA RESPONSE: pre fabricatedpre-fabricated tower will be with stairway to top platform.
25. Are we replacing the compound fence? If so what is the total linear feet for both sites?
