Questions and Answers
1. QUESTION: Please provide the name of the incumbent and award number for the existing contract.
GOV’T ANSWER: Rigil Corporation and DTFAAC-16-D-00060 (Answered October 30, 2023)
2. QUESTION: With the existing contract, is it a multiple award or a contract with one provider?
GOV’T ANSWER: There is only one contractor for the current contract. (Answered October 30, 2023)
3. QUESTION: How many FTE’s are on the existing contract by labor category?
GOV’T ANSWER: While it can change at any time due to Government needs (Reference posted Schedule B), today we have 1-Program Manager, 1-Site Supervisor, 3- Accounting III, 9 - Accounting II, 2 - Accounting Clerks III, 11-Accounting Clerks II, 1 Business Analysis, and 2 General Clerk. (Answered October 30, 2023)
4. QUESTION: Is the Telework arrangement in place for existing contractor or the incumbent?
GOV’T ANSWER: Contractors will need to observe the same hybrid work schedule as feds. (For example, meaning if feds must report 2 days per pay period; contractors will be expected to follow suit). Some positions are not conducive to telework and are duly noted in the tasks. (Answered October 30, 2023)
5. QUESTION: Do we have to submit the alternate PM’s resume?
GOV’T ANSWER: No (Answered November 1, 2023)
6. QUESTION: Do we have to include a compliance matrix in our Technical Response? Is this required?
GOV’T ANSWER: No. There is nothing in Section M that requires a compliance matrix. (Answered November 1, 2023)
7. QUESTION: Do we have to include the acronym list in our Technical Response? Is this required?
GOV’T ANSWER: No, it is not required. However, if you determine an acronym list is required to meet the requirements in Section L.5.3 (1) which states, “The Contractor’s Technical Proposal shall present a clear and thorough understanding of all facets of the Government’s technical requirements listed in the SOW” then you should do so. (Answered November 1, 2023).
8. QUESTION: Section L.5.1, Proposal Organization (page 68) indicates a 20-page limit inclusive of “Cover Page, Table of Contents, Resumes, LOI, compliance matrix, and acronym lists…” This requirement is included in again in Section L.5.2 (6) (page 69). Can the Government clarify if the Table of Contents, Compliance Matrix, and Acronym Lists are mandatory for submission.
GOV’T ANSWER: No. There is nothing in Section M that requires a table of contents, compliance matrix, or acronym list. However, if you determine an acronym list is required to meet the requirements in
Section L.5.3 (1) which states, “The Contractor’s Technical Proposal shall present a clear and thorough understanding of all facets of the Government’s technical requirements listed in the SOW” then you should do so (Answered November 1, 2023)
9. QUESTION: Section L.5.1, Volume II – Cost/Price Proposal (page 68-69) indicates that Offerors are required to submit “the buildup/basis of estimate for all SCA positions.” This requirement is again included in Section L.5.3 Proposal Content, (b) Cost/Price Proposal Content – Volume II (page 72). Shall Offeror’s provide this information as an additional worksheet in Attachment 09 Schedule B – FS Excel Breakdown in our own format?
GOV’T ANSWER: Yes, it may be in your companies own format and must consist of all elements included to create the fully burdened. It must also be in accordance with the rates established in AMS 3.6.2-28 Service Contract Labor Standards (July 2023). (Answered November 1, 2023)
10. QUESTION: Do we submit the cost buildup in a separate Excel in our own format, or does the Government have a format in mind?
GOV’T ANSWER: Please reference the answer to question #9. (Answered November 3, 2023)
11. QUESTION: Sub-Factor 1.2 states, “identify any teaming arrangements that meet/enhance capabilities. This is to include a detailed description including submittal of the agreement and signed letters of intent for resources pursued”. Can you provide additional information on what needs to be included in the submittal of the teaming agreement? Will it count against the page count? These agreements are several pages.
GOV’T ANSWER: Sub-factor 1.2 has been revised. Teaming Arrangement agreement(s) will be included with the Cost Proposal. (Answered November 06, 2023)
12. QUESTION: Sub-Factor 1.2 states, “Identify any teaming arrangements that meet/enhance capabilities. This is to include a detailed description including submittal of the agreement and signed letters of intent for resources pursued”. In reference to the signed letters of intent for resources pursued, could you confirm that the only letter of intent required is for the key personnel which is the PM?
GOV’T ANSWER: That is correct. (Answered November 06, 2023)
13. QUESTION: PWS 5.6 has this requirement: 5.6 Contract/Task Order Management: The Contractor must submit a written Program Management Plan with their proposal detailing their proposed managerial approach pursuant to CDRL A007 (Program Management Plan). The Contractor must submit an updated Program Management Plan to the CO for approval 45 calendar days after contract award. Thereafter, the plan must be reviewed, updated, and submitted annually, or as changes occur, for acceptance by the Government.
A properly written PMP is usually several pages long. Is this required to be submitted with this proposal?
If so, would this not count towards the 20 pages, or can we submit this as a separate document?
GOV’T ANSWER: Section M does not require a Program Management Plan. (SOW and CDRLs have been revised) (Answered November 06, 2023)
14. QUESTION: Subfactor 1.1 Project Management Plan does not actually ask for a project management plan.
Instead, the requirements speak to resume and qualifications of the Program Manager. Further, the project management plan is not a part of the evaluation criteria. Can the government confirm that a project management plan is not required for a compliant submission?
GOV’T ANSWER: Sub-factor 1.1. does not ask for a project management plan. (Answered November 06, 2023)
15. QUESTION: How many of the current staff are local and on-site?
GOV’T ANSWER: Please see the answer to question #4. (Answered November 06, 2023)
16. QUESTION: Will the government consider remote staff?
17. QUESTION: Does the PM position require a PMP from the PMI or will the government accept PMP equivalents (ex: Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) or Masters in Program Management)?
GOV’T ANSWER: Sub-factor 1.1 does not require a PMP, nor does the labor category. See attachment 7.

18. QUESTION: Is past performance from subcontractors admissible under Subfactor 2.2 – Experience w/Government Financial Services Requirements?
GOV’T ANSWER: In accordance with Sub-factor 2.2, the past performance must be based on the Prime Contractor’s (or Lead in the case of a teaming arrangement) experience as a prime or subcontractor.
19. QUESTION: Is the PM position required to be on-site?
20. QUESTION: The RFP states, "State key personnel experience with references and contact". Can the government please provide the minimum number of references needed to be compliant?
GOV’T ANSWER: As many references as needed to validate the required experience in Sub-factor 1.1.
21. QUESTION: Would the government consider excluding the Cover Page, Table of Contents, Resumes, LOI, Compliance Matrix and Acronym List from the 20-page limit?
