Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .
The purpose of this amendment is to revise Section L.1, L.3 (b), and M.2 and extend the Proposal Due Date.
FIRST: Section L.1 Business Size Restriction and Competition Considerations is hereby revised as follows:
FROM: L.1 BUSINESS SIZE RESTRICTION AND COMPETITION CONSIDERATIONS
This SIR solicits proposals on a competitive basis restricted to 8(a) businesses for award of an Indefinite Delivery/Indefinite Quantity type contract. Only one proposal per offeror will be accepted.
TO: L.1 BUSINESS SIZE RESTRICTION AND COMPETITION CONSIDERATIONS
This SIR solicits proposals on a competitive basis restricted to 8(a) businesses for award of an Indefinite Delivery/Indefinite Quantity type contract. Award will only be made to eligible 8(a) certified offerors that have received a secondary SBA 8 (a) qualification letter which states the offeror has been determined to meet updated social disadvantage requirements. Offerors may be required to provide evidence of this letter to the CO prior to award. Only one proposal per offeror will be accepted.
SECOND: Section L.3 (b) Proposal Preparation and Submittal of Offers is hereby revised as follows:
FROM: L.3 PROPOSAL PREPARATION AND SUBMITTAL OF OFFERS
(b) The Government intends to make one award from this Screening Information Request/Request for Proposal (SIR/RFP). This acquisition will utilize Lowest Price Technically Acceptable procedures for an award decision;
therefore, an offeror must receive an "Acceptable" rating on all technical factors to be considered for award and there will be no weightings assigned to the technical factors. Award will be made to the Lowest-Priced Technically Acceptable (LPTA) offeror deemed responsible and whose proposal is responsive to the solicitation requirements. This section of the Instructions to Offerors (ITO) provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The Offeror’s proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions. Any Offeror who submits an incomplete package may be considered non-responsive and ineligible for award. The offer shall be compliant with the requirements as stated in Section B and applicable attachments. Non-conformance with the instructions provided in the ITO may result in an ineligibility for award.

Offerors may submit revised proposals no later than Monday, November 20, 2023, 3:00 P.M CT.
FIFTH: The Proposal Due Date has been extended to Monday, November 20, 2023, 3:00 P.M.
SIXTH: All other terms and conditions remain unchanged and in full force and effect.
