Warehouse Support Services
61. Question: During the site visit it was stated that the Supply Technician (Inventory) was only responsible for the inventory of assets or materials stored in certain bench stock cages or areas and that the government performed the overall inventory duties or responsibilities for the facility. How many Central Bench Stock Centers are located in the facility?
Answer: There are three separate locations that apply to this contract currently: 1. Logistics Center (Warehouse) Back shops, 2. TSF (our repair facility), and 3. Radar facility (south side of 74th street).
Supply Technician (Inventory) will be conducted within the following locations, TSF has around 250 cycles +, Radar has around 51 cycles +, and LSF has 52 cycles +. These locations are broken down into 52 weeks / 250 (working days) to get all these locations inventoried. As you can see the TSF will require Inventory on a daily basis while Radar and the LSF will require weekly inventory. This question follows along with Question #3 in the previous Questions and Answers.
62. Question: During the site visit it was stated that ground truck delivery occurred on average at 5pm daily and Express occurred at 7pm. ·1s this correct as it places the Express delivery outside of the normal hours of operations?
Answer: Our second shift (nights) is the primary group who is responsible for loading these trucks.
However, yes, we (logistics center) have an arrangement with FEDEX on ground and express on pick-up times in the evening. These times may very daily but are around the times noted in this question.
As for delivery or drop-off, these happen in the morning at the screening facility for express and ground between 9:00 to 13:00. For freight or heavy items, these generally come through our receiving dock at the logistics center anytime between 7:00 to 16:00.
63. Question: PWS Para 5.2.1. states that the contractor employees may have to drive a POV in the performance of their duties. How many miles annually will the contractor be required to drive their POV?
Answer: This will mainly fall under the following positions: Site/Task Manager and Supply Technician (Inventory). As for how many miles per year, the estimated distance from the warehouse to Thomas Road is 3.3 miles, while the distance to Radar facility is around 1.0 mile and around ¼ of a mile to TSF.
A GOV electric vehicle is provided for inventory to accomplish their inventory duties at the TSF and Radar location. The thing to note is if the electric vehicle is in use, they may want to use their POV.
• This site/task manager would drive an estimated 20 to 60 miles a year. This would be as needed to Thomas Road facility. There would be no need to drive to Thomas Road every day / week. The Site/Task Manager may at times need to go to the other facilities Radar or TSF to conduct business.
• The supply technician (inventory) (refer to question #1.) would drive an estimated 30 to
104 miles each year. A GOV electric vehicle is provided.
63. Question: Per PWS Para 1.2 all Task Orders shall be fixed price type. Is the contract considered firm fixed price or Time and Materials or a combination of both?
Answer: The base contract is T&M LH contract, and the Delivery Orders will be FFP.

Question: Will FAA accept 5 years or more of experience, in lieu of, 24 hours of college level accounting, management, or business courses, in addition to 3 years of experience requirement?

Answer: Reference previous Questions and Answers #21 and #55. Answer: No, these positions are not considered emergency essential personal positions. They are considered mission essential but not emergency essential, so if the center is closed or delayed due to inclement weather, the employees (federal / contractor) do not come in or are delayed in reporting to work.
