Warehouse Support Services 9.
Question: Ref: Schedule B: Column labeled “Hours NTE”. This column has listed 2008 hours for a fiscal year. This appears to be a typographical error. Generally acceptable industry standard for a government contract fiscal year is 2,080 hours which is a 40 hr work week. Please clarify the number of work hours to be used to calculate the labor costs.
Answer: It was a typo, and it should be 2080 for NTE hours
Correction: The Labor Hours the FAA is wanting proposed is 2008. (An updated Schedule B will be coming out in ) 39.

Question: Amendment 0002 changed the annual hours for the Site Supervisor to 2080 on Schedule B. Were 2080 hours used to calculate “Hours NTE” in each of the remaining positions or 2008?
Answer: In Amendment 002, the Site Supervisor hours were correct, but the remaining positions will be updated in Amendment 003.

Question: Will FAA provide the anniversary dates on each of the current workforce. Presidential Executive Order 14055, “Non-displacement of Qualified Workers Under Service Contracts” requires each contractor to provide current contractor workforce “first right of refusal” prior to backfilling their position with new employees. This information will ensure contractors factor in correct benefits, outlined in SCA Wage Determination?
Answer: Positions and Dates can be provided to allow for calculation of benefits. Currently, several positions are vacant, and some are pending backfill.

Question: Reference: SOW, page 17, para 4.2.1: Statement indicates that the Supply Technician/Clerk (Inventory / Barcoding) will work with the Central Bench Stock with duties as assigned. The Schedule B indicates that, based on the provided labor hours (4,016), two personnel will be assigned duties as Inventory and two (4,016 hours) Bar Coding Technicians.
The Central Bench Stock Support SIR has the barcoding responsibilities stipulated in its Stock Clerk staff position. Is barcoding support still required for the Central Bench Stock operation?
Answer: These are two separate contracts. I am not familiar with CBS requirements. The Supply Technicians (Inventory / Barcoding) for the Warehouse contract are separate from the CBS operation. However, ST (Inventory) is required to inventory CBS material which is why they will work in conjunction with CBS personnel. Refer to the TSOW page 6 section 5.2.1 ST (Inventory) for continuation of requirements.
45.
Question: If you delete, from this solicitation, the barcoding responsibilities for the Central Bench Stock operation, will that reduce the staffing for Inventory/barcoding from two to one?
Answer: ST (Barcoding) position is separate from CBS. Currently, the logistic center is not planning on removing any positions.
46.
Question: The current FPDS price reflect payments for Centralized Bench Stock Services. Since the Contractor will not be required to perform Centralized Bench Stock Services, is it possible to provide the Contractor with the updated price which excludes Centralized Bench Stock Services?
Answer: No, we are not able to break them apart
47.
Question: Reference: Schedule B; J.2 SOW 2.8
Both 2080 and 2008 hours are above the statutory limitations for productive hours and paid time off. Will the government amend all productive hour references to 1,856 hours (statutory minimums)?
Answer: No, the government will not amend the labor hours. The Labor Hours will be 2008. The labor hours were based off available annual workdays x 8 hours a day, less holidays. Since we are not familiar with the benefits provided by prospective contractors, vacation days are not taken out.
48.
Question: What labor rate is to be inserted in Column D, Fixed Rate:
a. If the unburdened rate is used, the cost to the contractor will be understated by the amounts the contractor must contribute for FICA / Medicare, FUI, SUI, Workman Comp insurance and the mandatory EO13706 H&W benefit (WDOL requirement)
b. If the burdened rate is used, that amount will include more costs. Since this is a Time and Materials IDIQ, all other costs such as ODC, Indirect Costs, General and Administrative and Fee should be included in the labor rate computation.
Answer: The Fixed Rate in Column D should be the fully burden rate 49.
Question: In reference the WD in the solicitation verses the WD in the Q&As questions number (31), the WD mentioned in the Q&A is an older WD verses the one in the SOL. Both are below the executive minimum wage order for the Packer/ Shipper. Question: Could the government clarify? Referring to Question 31: Do we use WD 2015-5315 REV 19 07/13/2022 or WD 2015-5315 REV 20 12/27/2022. Could the government confirm that the 2080 year does not account for the base year and year (4) being a leap year that would make it 2088. Could the government clarify/ confirm?
Answer: Please reference the SIR and the Attachments. The WD to be uses is the current WD 2015-5315 REV 20 12/27/2022.
50.

Question: What type of government provided vehicles are utilized for material pick-up and delivery?
Answer: These are listed in the SOW 3.7 Use of Government Owned Vehicles and Equipment. And in the TSOW under each position as necessary. The specific types of vehicles may change as old vehicles are replaced.
54.
Question: Of the provided labor categories, can the government indicate which are required to conduct the pickup and delivery and how many drivers are required?

It states, “The PM shall be available during normal working hours within two (2) hours to meet at the MMAC with Government personnel designated as the Contracting Officer (CO), MMAC Program Manager (PM) and/or Contracting Officer’s Representative (COR) to discuss problem areas.” Can you confirm if meeting is via phone is acceptable?
Answer: Via phone is an option. However, if the situation is bad enough, an in-person meeting would be more appropriate.

Question: Statement of Work, page 1, para 2.6, states “Generally the Contractor shall not be required to work nor will the Government for holidays and administrative leave make payment”. Does this statement mean that the Government will not pay for holiday and vacation time, which is part of the standard 2,008 hours in a work year?
Answer: That is correct, the last sentence in the first paragraph of 2.6 states…The Contractor shall be responsible for paying their employees in accordance with the applicable Department of Labor wage determinations, to include overtime, always. Then it is followed up by which holiday’s the Government observes as well as items L and M.
The Government does not pay for any days when the MMAC is closed. One reason for MMAC to be closed is weather. This could also be 2-hour delay for employees to report to work.
