Question: The SOW states, the contract is to be performed primarily at the Mike Monroney Aeronautical Center (MMAC), 6500 South MacArthur Blvd, and 3601 Thomas Road Warehouse Facility Oklahoma City, Oklahoma, unless otherwise mutually agreed upon between the Government and the Contractor. Will the Task Supervisor and other personnel be required to work at both locations? If so, how frequently? Will the government provide a plug number for the travel in the price worksheet to level the playing field for fair and reasonable pricing?
Answer: The Travel CLIN is an optional CLIN to be utilized at the government's discretion. The Travel CLIN will be TBD.
• It is expected one person (Material Handler) will be assigned to Thomas Road and that’s where they will report daily.
• As for the material handler to work both locations? It’s at the direction / needs of the government. If there is no work at Thomas Road, then it might be expected they report to the LSF or visa-versa.
• We are not planning on rotating the current material handler position located at our Thomas Road Facility. However, this does not mean we may need to fill-in or send assistance to Thomas Road.
• As for the Site/Task Manager commuting back and forth, I would expect this to be part of the local commuting area and no travel pay is expected.
31. Question: Will the government confirm WD labor categories for 1. Material Handler is 21050; 2. Woodworker/Shipper is 21110; 3. Packer is 21110; 4. Supply Technician is 01410?

33. Question: Reference SOW Para 2.10.2, Classroom Training: In reference to the Packer and Woodworker contract employees, will the Contractor be required to schedule their employees for actual classroom Hazardous training every two years or will on-line or CBT training suffice if the certification has not lapsed after the employee as successfully attended the initial Hazardous training class?
Answer:
• The manager of the branch is monitoring the employees Hazmat training. However, this does not mean the contractor cannot keep track as well. The manager has been responsible to schedule all employees for the appropriate class.
• These are not online or CBT courses but classroom only.
• There may be times where there are gaps in the training. This may be because of limited scheduled Hazmat training classes, scheduled leaves, etc.
• Classes are set to be conducted on MMAC. Nevertheless, I’m not ruling out the possibility for an employee to attend a local Hazmat training course within the local commuting area.
34. Question: Reference SOW Para 3.3, Government Furnished Property: The paragraph states “If the Contractor proposes that this requirement shall be fulfilled off-site, the Contractor shall be responsible for providing all PC Systems. PC Systems shall also be compliant with FAA established standards.” Have there been instances where it was beneficial to the Government to have the Contractor work off-site?
Answer: Not that I am aware of…and not for these positions

Answer: The contractors will be working at a joint use facility.
37. Question: Reference SOW Para 4.2.2, Woodworker/AVN Shipper: The paragraph states "Due to the possibility of hearing loss, the contractor will provide annual hearing exams for woodworker personnel at no cost to the government." Will the Contractor be required to have an industrial test accomplished of decimal levels in the work center or will the annual hearing exam suffice?
Answer: The annual hearing exam will suffice. Our Safety office and facilities branch can conduct these (decimal level) checks. For example, when a new type of equipment is introduced in the work area. It may require a decimal level check.
38. Question: There is a difference between J.2 (SOW Warehouse Support Services dated August 5, 2022, and J.4 (TSOW Warehouse Support Services) dated February 15, 2023, regarding staffing requirements. J2 calls for a Program Manager as a Key Personnel, while J4 does not. J.1 Schedule B seems to correspond to J.4 as there is not a line item or hours for a Program Manager. Please clarify if J.4 is the correct SOW to prepare out technical approach and costing.
Answer: The Program Manager position is not a funded position per line item. The hours for this position are built into the fully funded overhead. The PM is the point of contact for the Site/Task Manager, CO, and COR. This is only in reference to what documents we will need from the contractor and who we expect will provide us with that data for the CDRL’s. Please reference “Key Personnel 2.14.1 Program Manager” page 9 in the SOW. As for no information on the Technical Statement of Work (TSOW), that is correct. The duties that pertain are listed in the SOW. This is not a funded position as it pertains to a line item.
