01 00 00 GENERAL PARAGRAPHS

PART 1. - GENERAL. These specifications, together with the referenced specifications, and standards specified in the Contract Documents, cover the requirements of the Federal Aviation Administration, hereinafter referred to as the Government or FAA, for work associated with the installation of two 100-ft high self-supporting steel antenna towers located at the Teterboro, NJ RTR site (TEB RTR) at Teterboro Airport, Teterboro, NJ. The TEB RTR site on leased property owned by the Port Authority of New York and New Jersey (PANYNJ). All construction, alteration and modifications must follow the PANYNJ’s Tenant Construction Alteration Process.

1-1 SUMMARY

A. Scope. – The Contractor shall provide the necessary labor, materials, supplies, and equipment to

Provide design for tower and foundations for two 100 ft. high self-supporting steel antenna towers using provided soil boring data. NOTE: Design must include all items necessary to meet Port Authority of NY and NJ (PANYNJ) Tenant Construction and Alteration Process (TCAP)

Prepare all forms and documents necessary for compliance with the PANYNJ TCAP to the FAA for signature. Submit and obtain a permit to build from PANYNJ. Pay all fee necessary for this process. See PANYNJ website for Tenant Construction Review Manual for design and process requirements.

Excavate and install concrete foundations for the two antenna towers, Provide and erect the antenna towers along with all associated items including: platform, railings, climbing ladder, wave-guide ladder, LMR-900 cables, antenna mounts, grounding and lightning protection, obstruction lighting, etc.

Provide and install overhead ice bridge from each tower to the RTR shelter.

Install LMR-900 coax cables (GFM) from the RTR shelter to the new towers;

Provide and install 2 ground bars and 24 polyphasers inside the RTR shelter.

Perform site work as required.

Remove the existing two existing steel 100-ft high-guyed towers and all associated guys and concrete foundations (to 1ft below grade). Communications towers tested positive for Lead Base Paint use proper methods for removal and recycle tower per all Federal, State, and Local regulations. Remove all communication cables and antennas from the existing towers.

B. Contractor’s basic work flow will consist of:

Site layout Obtain tower manufacturer drawings with structural and foundation calculations for FAA review Perform the PANYNJ TAA process and obtain construction permit.

Install concrete foundations per signed and approved design drawings.

Supply, assemble and erect 2- 100-ft antenna towers structure per tower design requirements

(Appendix - B).

Install towers including all the following items o Install overhead ice bridge.

o Provide and install 36” x 36” junction boxes with ground bar, ground cable, and bulkhead adapters, on the tower platforms.

o Provide a 2 ground bars with ground cable, and Polyphaser coax surge protectors in the

RTR shelter.

o Install twelve (12) per tower, LMR-900 cables (GFM) from the surge protectors within the shelter to the N(F) bulkhead connectors (GFM) on each tower platform j-box. All cables shall be terminated with N(M) connectors (GFM).

o Install the specified underground counterpoise grounding and lightning protection system for the towers and connect via exothermic cad-welds to existing RTR counterpoise.

Demobilize for cutover of towers (could be up to 45 days) Demolish existing steel antenna towers (100’ high). Remove any rebars, anchors or other sharp protrusions from the foundations. Remove and dispose of all equipment on the tower except items designated by the COR.

Grade, level and provide grass seeds as needed to bring any and all disturbed areas to original conditions.

C. Installation Procedure:

1. During the installation, all work shall be coordinated with the on-site Contracting

Officer's Representative (COR). A project schedule with anticipated installation and cutover dates shall be submitted to the on-site COR.

2. The Contractor shall provide information to the COR regarding the crane height 60 days before the crane is schedule to be on site. The FAA will obtain an Obstruction Evaluation for the temporary crane.

3. The Contractor shall locate, identify and mark all existing underground power, communication cable and utilities before beginning any excavation. The Contractor shall coordinate with the on-site COR for the exact location of the new foundation, underground conduits, conduit markers, and hand holes.

4. Any shutdown of the utility power service to the RTR facility will be coordinated with the on-site COR. All facility shutdowns shall be requested by the Contractor 48 hours before the desired shutdown.

5. Both existing power and telephone service is overhead. Communications cables are underground. Extreme care must be taken during the excavation process and installation process so these cables are not severed or affected. Any disconnection or separation of these cables will result in an inoperable facility that will have a direct effect on Air Traffic. The Contractor will be fully responsible for the immediate repair and cost of any severed or damaged cables during this contract administration.

6. The Contractor is advised that the RTR facility is fully operational and any unscheduled interruptions may cause aircraft accidents and loss of life. The facility shall remain operational throughout the entire contract unless a shutdown is scheduled in advance and approved.

D. Intent of Specifications. - This specification identifies all labor, materials, supplies and equipment to perform the work required to modernize the facility. All work performed and all materials and equipment used shall be subject to the approval of the COR. This shall include, but not be limited to, testing, inspection, scheduling, reporting, and submittals.

E. Contract Documents/Drawings. These documents form a part of this specification:

F. Measurements: - All dimensions shall be verified, by the contractor, using actual on-site field measurements. Any discrepancies between the specifications/drawings and the existing field conditions shall be referred to the COR before any work is performed.

G. Document sources.

A. Federal specifications. The Federal specifications, standards, supplements, amendments, and indices are prepared and issued by the General Services Administration of the Federal Government. They may be obtained from the Specifications Activity, Printed Materials Supply Division, Building 197, Naval Weapons Plant, Washington, D. C. 20407.

B. Applicable documents. The current issues of the following documents that are in effect on the date of issuance of the request for offer form a part of this specification and are applicable herein.

H. Project Coordination - The Contractor shall be required to coordinate all construction activities with the; FAA System Service Center Office (SSC) personnel through the on-site FAA Contracting Officers Representative (COR). All work which effects FAA or flight operations shall be coordinated and approved by FAA personnel through the COR at least twenty-four (24) hours in advance of the scheduled work. Failure to notify and obtain the necessary approval may result in a rescheduling of the work. No claim for delay will be entertained in such case. If weather conditions or aircraft operations preclude a scheduled shutdown of an existing FAA facility, the Contractor shall reschedule the work. The Contractor will be required to coordinate all power shutdowns of existing facilities with the FAA SSC office through the COR at least twenty-four (24) hours in advance.

I. Layout of Work - The Contractor shall lay out his/her work from the established base lines and benchmarks indicated on the drawings and shall be responsible for all measurements in connection therewith. The Contractor shall furnish, at his own expense, all stakes, templates, tools, and materials and labor as may be required in laying out any part of the work. The Contractor will be held responsible for the execution of the work to such lines and grades as may be established or indicated by the COR. It shall be the responsibility of the Contractor to maintain and preserve all stakes and other marks previously established until authorized to remove them. If such marks are destroyed by the Contractor, or through his negligence, before authorized removal, they may be replaced by the COR at his discretion. The expense of replacement will be deducted from any amounts due or to become due to the Contractor.

PART 2 SITE ACCESS, CONSTRUCTION LIMITS, USE OF FACILITIES AND WORK HOURS

2.1 General. Contractor shall be escorted at all times by FAA personnel. Access into the site is via an access road located off Redneck Rd across from Union Ave. The access road is a not a standard size road and the contractor must ascertain the road conditions in terms of general access, heavy equipment access and delivery access. Arrangements may have to be made for all site deliveries.

2.2 Damage to site. Damage to the FAA site or any abutting properties caused by the contractor's activities must be repaired by the contractor. All costs of repairs shall be paid by the contractor.

After notice to proceed and prior to the commencement of construction, the contractor and the COR shall conduct joint inspections of the existing areas to be affected by the construction. Existing conditions shall be noted by both the contractor and the COR and will be used as the basis for determination of damages caused by the contractor's operations.

2.3 Contractor's use of Premises. as allowed by FAA.

A. Work Hours. Work shall begin no earlier than 7:00 A.M. each morning Monday through Friday and shall end at approximately 3:30 P.M. Deviation from this work schedule may be discussed prior to the Notice to Proceed date during the Pre-construction Conference.

Additional changes/requests to agree upon work schedule shall be submitted to the COR for approval. All work beyond normal work hours shall be requested in writing to the COR 24 hours in advance. Approval of the request shall be allowed at the COR's discretion. During construction, if the contractor plans to stop work, the contractor shall notify the COR at least 24 hours prior to that time. The contractor shall notify the COR 48 hours in advance in order to reschedule any on site activity after stopping work.

B. Airport Safety. The Contractor shall comply with all safety requirements for material disposal, badges, special insurance requirements, and construction safety plans according to OSHA, EPA, FAA and State and local requirements. The Contractor shall comply with the items discussed at the preconstruction conference.

C. Work Limitations. Should increase air traffic activity or adverse weather conditions require discontinuance of work that would interfere with air traffic, the Contractor will be required to stop such work promptly and remove any equipment or materials which may constitute interference. Said potential delays shall not result in any additional cost to the government.

D. Storage Piles. The location of storage piles shall be as approved by the COR. Storage piles of any material shall be located so as not to interfere with access to the site.

E. Existing Utilities. Subsurface utilities and cables, whose existence is known to the FAA, are shown on the contract drawings in approximate locations. Other utilities may not be shown on the contract drawings. The Contractor shall field verify the location of underground utilities before excavating. This shall be accomplished, in part, by coordinating with the local FAA System Support Center (SSC), and the COR along with a comprehensive underground penetrating radar study.

F. Excavation. Hand excavation methods shall be used in locating all existing utilities. Hand excavation shall be required within 10-ft or less of any know underground utility or cables.

The Contractor at no additional cost to the Government shall immediately repair any damage caused by the Contractor. Repairs, if necessary, shall be in accordance with the specifications and conditions stipulated by the RE.

G. Housekeeping - The contractor and subcontractors shall maintain the job site in a neat and orderly condition. This includes the daily removal of rubbish, waste materials, tools, equipment, and any other debris that the COR deems necessary. Contractor shall assume full responsibility for the protection and safekeeping of products stored on the site.

PART 3 COORDINATION, LOCAL PERMITS AND TESTING

3.1 General.

A. Scope.- This section covers the requirements for testing and permits, inspections and approvals and coordination of construction required to complete the work.

3.2 Requirements.-

A. Project Coordination.- The contractor shall prepare a detailed schedule of work, and arrange the work so as to prevent conflicts between subcontractors. The contractor shall be responsible for coordination of the work by different trades, and all of the work of this contract. The contractor shall resolve all coordination conflicts that arise among subcontractors.

B. Permits.- It is the contractor’s full responsibility to obtain all necessary and required permits as required.

C. Building Codes.- Construction shall be performed in compliance with the most current editions of BOCA, UBC Building Codes, the National Electrical Code and the specifications mentioned in this document. If Contract Documents exceed code requirements, the Contract Documents shall govern.

D. Test and inspections.- During the progress of work make all tests for the installation required by these specifications. If applicable, perform all testing required by State or local authorities having jurisdiction of the work. Tests shall be made before systems are concealed or covered. Tests shall be made in the presence of the COR and other authorities requiring tests. Unless specified otherwise, the Contractor shall pay all costs, inspection charges, and fees required for testing the work or materials.

E. Existing Utilities.- During the progress of the work, the contractor shall provide for all existing utilities and services affected. Maintain existing outlets, switches and lighting, whether or not they are shown on the plans. Continue the existence of all impacted electrical and other services in the building as part of the finished product.

PART 4. GOVERNMENT FURNISHED MATERIAL

4.1 GFM LIST. The following item is provided by the Government:

4000 feet of LMR-900 cable, 60 LMR900 N-type male connectors.

Other than what is shown, the contractor shall provide all materials and hardware which are necessary to complete the installation shown on these drawings and as stated within the specifications.

PART 5 PLANNED CONTRACT PROGRESS SCHEDULE

5.1 SCHEDULE.- The contractor shall, within 20 days from date of award of contract (unless a different time is specified in the contract), submit to the CO for approval a Realistic construction Schedule, showing the order listed below.

5.2 Schedule Milestones.

Tower and Foundation Designs (PE certified) TAA process and permit Site layout/underground marking/utility identifications Foundation excavation & installation Tower delivery Tower erection Underground duct back installation LMR-900 cables & j-box installation Demo old RTR antenna towers Site restoration

5.3 PRECONSTRUCTION CONFERENCE The contractor shall attend a Pre-Construction conference to be conducted by the FAA. Local procedures related to ingress-egress, use of premises, station security, construction work schedule, temporary facilities, material disposal, and the FAA SSC (Service Support Center) operations will be discussed. The time and location for the Pre-Construction conference shall be established by the CO after contract award.

PART 7 SUBMITTALS

7.1 GENERAL

A. Submittal requirements.- Provide submittals where required in the individual specification sections and as required below.

B. Prior to the Construction Notice to Proceed.- Specific submittal data currently listed and required by the various sections of this specification shall be submitted to the COR for approval.

a. Construction Schedule

b. Contractor’s Safety and Health Plan

c. Approve TAA from PANYNJ

d. Fall Protection Safety Plan

e. Crane set-up/operation Plan

f. Junction-boxes / type / make-model / size / etc.

g. Conduits & cables, connectors, etc. to be supplied

h. Any and all materials to be provided on this project

i. All others Per COTR’s request

C. Procedure.- Two (2) complete sets of all product data shall be submitted and one set will be marked and returned to the contractor. Each product sheet, submitted for approval, shall have in the lower right hand corner, just above the title block, a 4 inch by 4 inch open space in which the COTR can indicate action taken. All submittals shall be accompanied by transmittal letters identifying the contents of the copy.

Submittals shall be delivered within adequate time for FAA review (10 calendar days minimum) and FAA resubmittal review (10 calendar days minimum) before the work, which the respective submittal represents, is fabricated or delivered to the site. Work requiring approval shall not be initiated prior to approval of submittal. Submittals shall be checked by the contractor and coordinated with the work of other trades involved before they are submitted for approval.

Submittals incompleteness or inadequate description will be justification for disapproval.

Submittals shall bear the following information:

i. Specification page and paragraph number.

ii. Name of project and facility.

iii. Name of contractor and subcontractor or supplier.

iv. Clearly identified contents and location of work.

D. By submitting product sheets, the contractor thereby represents that he has determined and verified the following:

i. Space limitations.

ii. Coordination with equipment furnished under other specification sections.

iii. Catalog numbers and similar data.

iv. Compliance with requirements of the work and of the contract documents.

v. Compatibility with existing facility materials and sizes.

E. Shop drawing approval.- The checking, marking, or approval of the shop drawings/submittals/ and/or product data by the COR shall not be construed as a complete check, but will indicate only that the general method of construction and detailing is satisfactory. Submittal Approvals will not relieve the contractor from the responsibility for any; errors, omissions, incompleteness, inadequacy, incorrect or deficient product or workmanship that may exist or arise. The contractor shall be responsible for the dimensions and design of adequate connections, details, structural integrity, and satisfactory service of the item.

1. Approved as submitted.- If "approved as submitted" is marked by the COR, each copy of the shop drawings or product data will be identified as having received such approval by being stamped and dated. After submittal has been approved, no substitution will be permitted without written approval by the COR.

2. Approved as noted.- If "approved as noted" is marked by the COR, the shop drawings or product data is satisfactory contingent upon contractor acceptance of corrections, notations, or both and, if accepted, does not require resubmittal.

3. Not approved.- If "not approved" is checked by the COR, the shop drawing or submittal data does not meet job requirements and the contractor must resubmit. If shop drawings or submittal data are disapproved, the contractor shall resubmit the corrected material, in the same quantity as specified for the original submittal.

F. Samples.- The Government reserves the right to request samples of any products or materials proposed for use on this project. Specific samples currently listed under various sections of this specification will be required.

G. Resubmittal.- Resubmit all items marked “disapproved” or “resubmit” within 7 calendar days of receipt. Resubmit construction schedule each 14 days after the original approval with actual dates filled in and dates for any additional submittal or re-submittals.

PART 8 TEMPORARY FACILITIES

8.1 General.- The contractor shall provide and pay for all temporary services and facilities as specified below and as necessary for the proper and expeditious execution of the work. Contractor shall make, or have made all connections to existing services and sources of supply as necessary and/or indicated and pay all charges for it. Contractor shall provide all labor, materials, equipment, and appurtenances necessary for the complete installation, operation, and maintenance of all temporary service systems and facilities. All work under this section shall comply with applicable laws, rules, regulations, codes, ordinances, and orders of all federal, state, and local authorities having jurisdiction for the safety of persons, materials, and property. Contractor shall remove all such temporary installations and connections when no longer necessary for the project work.

A. Lighting and Power- Contractor shall be allowed to use the existing power panel located at the RTR shelter next to the proposed tower site.

B. Dumpster.- There are no waste disposal units at the project sites. Contractor shall provide a suitable dumpster for construction waste (or remove all trash and debris from the site on a daily basis). Have container emptied with suitable frequency so that trash does not overflow and blow around site and adjacent property. A cover is required and shall be provided on the dumpster in order for the refuse not to blow out. Contractor shall be responsible for the timely, legal disposal of all construction waste. Contractor shall dispose of all removed equipment that is deemed unusable by the FAA. Determination shall be made by the COR.

All construction waste shall be legally disposed of off the site, by the Contractor.

C. Toilet Service- There is no toilet facility located at the project site. Contractor to provide temporary toilet facilities

D. Water – No water available on project site

PART 9 MATERIALS AND EQUIPMENT

9.1 General. Material and equipment incorporated into the work shall conform to applicable specifications and standards and comply with size, make, type, and quality specified, or as specifically approved in writing by the COR. Manufactured and fabricated products shall be designed, fabricated, and assembled in accordance with the best engineering and shop practices. Like parts of duplicate units shall be manufactured to standard sizes and gages, and shall be interchangeable. Two or more items of the same kind shall be identical and manufactured by the same manufacturer. Products shall be suitable for service conditions. Equipment capacities, sizes, and dimensions shown or specified shall be adhered to unless variations are specifically approved in writing. Do not use material or equipment for any purpose other than for which it is designed or specified. Furnish and install products specified, under options and conditions for substitution stated in this section.

Transportation and handling. Products shall be delivered in undamaged condition, in manufacturer's original containers or packing, with identifying labels intact and legible. Shipments shall be inspected to ensure compliance with requirements of contract documents and approved submittals, and that products are properly protected and undamaged immediately on delivery. Provide equipment and personnel to handle products by methods to prevent soiling or damage to products or packing.

PART 10 CONTRACT CLOSE OUT

Acceptance of work. The Contractor shall schedule a final inspection with the COR. The Contractor shall correct discrepancies noted during the final inspection, clean the premises and notify the COR that the work is ready for acceptance.

PART 11- SAFETY AND HEALTH

11.1 Applicable Publications - The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only.

A. Code of Federal Regulations (CFR)

B. OSHA General Industry Safety and Health Standards (29 CFR 1910), Publication V2206;

OSHA Construction Industry Standards (29 CFR 1926). One source of these regulations is OSHA, which includes a combination of both parts 1910 and 1926 as they relate to construction safety and health. It is for sale by the Superintendent of Documents, U.S.

Government Printing Office, Washington DC 20402.

C. National Emission Standards for Hazardous Air Pollutants (40 CFR, Part 61)

D. Federal Standard (Fed. Std.)

E. Safety Data Sheets, Preparation and the submission of.

11.2 Work Covered by this Section - This section is applicable to all work covered by this contract

11.3 Definitions of Hazardous Materials - Refer to hazardous and toxic materials/substances included in Subparts H and Z of 29 CFR 1910; and to others as additionally defined in Fed. Std. 313. Those most commonly encountered include asbestos, polychlorinated biphenyl’s (PCBs), explosives, and radioactive material, but may include others, such as lead paint, etc.

A. Spray Painting - Spray painting will be allowed within the construction area with prior approval from COR.

B. Smoking - No smoking will be allowed within the building. Smoking shall be confined to designated areas outside the building.

11.4 Quality Assurance -

A. Safety Discussion during Preconstruction Conference - Representatives of the contractor shall provide the contractor’s safety and health programs during the preconstruction conference. All safety and health provisions pertinent to the work shall be discussed with the CO and the COR at this time. The contractor shall be prepared to discuss, in detail, the measures he/she intends to take in order to control any unsafe or unhealthy conditions associated with the planned work.

The contractor’s superintendent and his /her safety representative shall attend this meeting.

B. Compliance with Regulations - All work, including the handling of hazardous materials shall comply with applicable state and municipal safety and health requirements. Where there is a conflict between applicable regulations, the most stringent shall apply.

C. Contractor Responsibility - The contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of the work.

D. Inspections, tests and reports – as required by contract drawings and specifications; provide to

COR.

E. Safety Plan - The contractor shall submit a plan for maintaining a safe working environment for construction workers employed on this project, and for the rest of the personnel working in the building. As a minimum, the plan shall show scheduled inspections of equipment and job conditions to check for potential hazards. The plan shall contain a statement that current OSHA regulations on safety in the construction industry will be followed. The plan shall list the directions by automobile and the telephone number for the nearest hospital emergency room, and police and fire department numbers. The plan will be used by the COR to insure that the work is accomplished in accordance with accepted safety practices. The COR may stop any operation that is in violation of the OSHA standards and fails to comply with the safety plan or accepted safe work practices. The plan must be submitted before the pre-construction meeting.

F. Submittals – As required by contract drawings and specifications.

1. Accident Reporting - A copy of each accident report, which the Contractor or subcontractors submit to insurance carriers, shall be forwarded through the COR to the CO as soon as possible after the accident occurs.

2. Permits - If hazardous materials are disposed of offsite, submit copies of permits from applicable Federal, State, or municipal authorities.

3. Safety Data Sheets (SDS) - The SDS shall be provided for posting on the job site by the COR on every material the contractor provides including but not limited to construction adhesives, paint, solvents for cleaning and fuel, if applicable. SDS sheets shall be as printed by the material manufacturer.

4. OSHA Bulletins.- Post the bulletins on construction health and safety as required by law.

Post an emergency notice with telephone numbers for medical, Police, Fire, EPA, and Poison Control Center telephone numbers in the stairwell area. Submit this item prior to commencing any work.

5. Lift Plan. – Plan for addressing the use of crane for this project. The plan shall include anticipated weight of each lift, equipment to be used, personnel qualifications, set up procedure, crane locations and position, rigging plan, protection of existing facilities, and safety procedures

6. Electrical Safety Plan – Plan to address work procedure to avoid electrical accidents includ-ing electrical work plan, de-energizing procedures, testing procedures, personal protective equipment, and safety procedures.

7. Fall Protection Plan – Provide plan to address any work perform at height over 6 ft. This in-clude all work perform during tower installation, demolition and cable installation.

G. Materials and Equipment - Special facilities, devices, equipment, clothing, and similar items used by the contractor in the execution of work shall comply with the applicable regulations.

H. Hazardous Materials - The contractor shall bring to the attention of the COR any material suspected of being hazardous which he/she encounters during execution of the work. A determination will be made by the COR as to whether the contractor shall perform tests, and/or if the material is found hazardous and additional protective measures are needed, a contract change may be required, subject to applicable provisions of the contract.

I. Suspension of Work - When the contractor or his/her subcontractors are notified by the COR of any unsafe conditions caused by noncompliance with the provisions of the contract, the contractor shall immediately correct the unsafe or unhealthy condition. If the contractor fails to correct the problem condition(s) to the satisfaction of the COR promptly, all or any part of the work may be suspended in accordance with AMS Clause No. 3.10.1-8, “Suspension of Work”. When, in the opinion of the COR, satisfactory corrective action has been taken to correct the unsafe and unhealthy condition, a start order will be provided immediately. No extension of time or compensation will be allowed in connection with or by reason of this type of work stoppage.

J. Protection - The contractor shall take all necessary precautions to prevent injury to the public, building occupants or his/her employees. The contractor shall take all necessary precautions to prevent public or private property damage or loss.

1. Work shall not be performed in any area occupied by Federal employees unless adequate steps are taken for the protection of Federal employees.

2. Whenever practicable, the work area shall be fenced, barricaded, or otherwise blocked off to prevent unauthorized entry into the work area. This includes marking off and barricading the perimeter of excavated areas until backfilled.

3. Alternate precautions - When the nature of the work prevents isolation of the work area, alternate precautions such as the posting of signs, the use of signal persons, the erection of barricades or similar protection around particularly hazardous operations shall be used as appropriate.

SECTION 02 03 00 – GENERAL REQUIREMENTS FOR DEMOLITION AND RENOVATION

PART 1 – GENERAL

1.1 GENERAL REQUIREMENTS

A. This Section specifies administrative and procedural requirements for demolition and renova-tion. Refer to other Sections for specific work requirements and limitations applicable to indi-vidual parts of the work. Requirements of this Section apply to all disciplines. Refer to specif-ic Sections for other requirements and limitations applicable to the work.

B. Do not begin demolition until authorization is received from the COR. Do not allow accumula-tions inside or outside the building. The work includes demolition and removal of resulting rub-bish and debris. Remove rubbish and debris from Government property daily, unless otherwise directed. Store materials that cannot be removed daily in areas specified by the COR.

C. Protection of Existing Property: Before beginning any demolition work, the Contractor shall carefully survey the site and examine the drawings and specification to determine the extent of the work. The Contractor shall take all necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain in property of the Government, and any damaged items shall be repaired or replaced as approved by the COR at no additional cost to the Gov-ernment.

1.2 SUBMITTALS

A. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES: Demolition Plan including Hazardous Material Plan.

1.3 REGULATORY AND SAFETY REQUIREMENTS

A. Comply with federal, state, and local hauling and disposal regulations. In addition to the re-quirements of the "Contract Clauses," .

B. Notifications:

General Requirements: Furnish timely notification of demolition projects to the COR in writing 10 working days prior to the commencement of work in accordance with 40 CFR 61, Subpart M.

1.4 DUST AND DEBRIS CONTROL

Prevent the spread of dust and debris to occupied portions of the building and avoid the creation of a nuisance or hazard in the surrounding area. Do not use water if it results in hazardous or objectionable conditions such as, but not limited to, ice, flooding, or pollution. Prevent LBP on tower from contaminating ground by using lining area to where towers are to be place with min-imum 10 mil plastic.

1.5 PROTECTION

A. Traffic Control Signs:

1. Where pedestrian, or driver safety is endangered in the area of removal work, use traffic barricades with flashing lights. Notify the COR prior to beginning such work.

2. Contractor shall provide white obstruction lights on temporary structures (including cranes) as required.

B. Items to Remain in Place: Take necessary precautions to avoid damage to existing items to re-main in place, to be reused, or to remain the property of the Government

C. Protection of Personnel: Before, during and after the demolition work the Contractor shall con-tinuously evaluate the condition of the structure being demolished or deconstructed and take immediate action to protect all personnel working in and around the project site.

1.6 REQUIRED DATA

A. Prepare a Demolition Plan. Include in the plan procedures for careful of towers and conduits including plan for work at heights, lift plan, excavation plan, de-energizing and disposal of ma-terials

1.7 ENVIRONMENTAL PROTECTION

A. Comply with the Environmental Protection Agency requirements specified.

PART 3 - EXECUTION

3.1 INSPECTION

A. Prior to removal of existing towers, a Lead Base Paint test shall be conducted for the paint on the tower. Each type of homogenous paint shall be tested. If paint is tested to be positive for Lead, worker protection and pre-caution in accordance with OSHA regulations shall be imple-mented.

3.2 PREPARATION

A. Provide temporary support of work to be cut. Protect existing construction during cutting and patching to prevent damage. Avoid interference with use of adjoining areas or interruption of free passage to adjoining areas. Take all precautions necessary to avoid cutting existing pipe, conduit or ductwork serving the building, but scheduled to be removed or relocated until provi-sions have been made to bypass them.

3.3 DISPOSAL OF REMOVED MATERIALS

A. Regulation of Removed Materials: Dispose of debris, rubbish, scrap, and other materials result-ing from removal operations with all applicable federal, state and local contractually specified.

B. All metal parts removed from existing towers shall be recycled. Recycling receipts shall be provided to the COR

END OF SECTION 02 03 00

SECTION 03 30 00 - CAST-IN-PLACE CONCRETE

PART 1 - GENERAL

1.1 SUMMARY

A. This Section specifies cast-in place concrete, including formwork, reinforcement, concrete materials, mixture design, placement procedures, and finishes, for the following:

1. Structural foundation for 4 antenna towers

2. Concrete applications addressed in other specifications such as duct banks

1.2 DEFINITIONS

A. Cementitious Materials: Portland cement alone or in combination with one or more of the following: blended hydraulic cement, fly ash and other pozzolans, ground granulated blast-furnace slag, and silica fume; subject to compliance with requirements.

1.3 SUBMITTALS

A. Product Data: For each type of product indicated.

B. Qualification Data: For Installer, manufacturer, and testing agency.

C. Field quality-control test and inspection reports.

D. Minutes of pre-installation conference.

1.4 QUALITY ASSURANCE

A. Manufacturer Qualifications: A firm experienced in manufacturing ready-mixed concrete products and that complies with ASTM C 94/C 94M requirements for production facilities and equipment.

1. Manufacturer certified according to NRMCA's "Certification of Ready Mixed Concrete Production Facilities."

B. Testing Agency Qualifications: An independent agency, acceptable to resident engineer qualified according to ASTM C 1077 and ASTM E 329 for testing indicated, as documented according to ASTM E 548.

1. Personnel conducting field tests shall be qualified as ACI Concrete Field Testing Technician, Grade 1, according to ACI CP-01 or an equivalent certification program.

2. Personnel performing laboratory tests shall be ACI-certified Concrete Strength Testing Technician and Concrete Laboratory Testing Technician - Grade I. Testing Agency laboratory supervisor shall be an ACI-certified Concrete Laboratory Testing Technician - Grade II.

C. Source Limitations: Obtain each type or class of cementitious material of the same brand from the same manufacturer's plant, obtain aggregate from one source, and obtain admixtures through one source from a single manufacturer.

D. Welding: Qualify procedures and personnel according to AWS D1.4, "Structural Welding Code--Reinforcing Steel."

E. ACI Publications: Comply with the following unless modified by requirements in the Contract Documents:

1. ACI 301, "Specification for Structural Concrete," Sections 1 through 5

2. ACI 117, "Specifications for Tolerances for Concrete Construction and Materials."

F. Concrete Testing Service: Engage a qualified independent testing agency to perform material evaluation tests and to design concrete mixtures.

G. Pre-installation Conference: Conduct conference at Project site.

1. Before submitting design mixtures, review concrete design mixture and examine procedures for ensuring quality of concrete materials. Require representatives of each entity directly concerned with cast-in-place concrete to attend, including the following:

a. Contractor's superintendent.

b. Independent testing agency responsible for concrete design mixtures.

c. Ready-mix concrete manufacturer.

d. Concrete subcontractor.

2. Review special inspection and testing and inspecting agency procedures for field quality control, concrete finishes and finishing, hot-weather concreting procedures, curing procedures, construction contraction and isolation joints, and joint-filler strips, forms and form removal limitations, vapor-retarder installation, anchor rod and anchorage device installation tolerances, steel reinforcement installation, floor and slab flatness and levelness measurement, concrete repair procedures, and concrete protection.

1.5 DELIVERY, STORAGE, AND HANDLING

A. Steel Reinforcement: Deliver, store, and handle steel reinforcement to prevent bending and damage. Avoid damaging coatings on steel reinforcement.

PART 2 - PRODUCTS

2.1 FORM-FACING MATERIALS

A. Smooth-Formed Finished Concrete: Form-facing panels that will provide continuous, true, and smooth concrete surfaces. Furnish in largest practicable sizes to minimize number of joints.

1. Exterior-grade plywood panels, suitable for concrete forms, complying with DOC PS 1, and as follows:

a. Structural 1, B-B or better; mill oiled and edge sealed.

B. Rough-Formed Finished Concrete: Plywood, lumber, metal, or another approved material.

Provide lumber dressed on at least two edges and one side for tight fit.

C. Form-Release Agent: Commercially formulated form-release agent that will not bond with, stain, or adversely affect concrete surfaces and will not impair subsequent treatments of concrete surfaces.

1. Formulate form-release agent with rust inhibitor for steel form-facing materials.

D. Form Ties: Factory-fabricated, removable or snap-off metal or glass-fiber-reinforced plastic form ties designed to resist lateral pressure of fresh concrete on forms and to prevent spalling of concrete on removal.

1. Furnish units that will leave no corrodible metal closer than 1 inch to the plane of exposed concrete surface.

2. Furnish ties that, when removed, will leave holes no larger than 1 inch in diameter in concrete surface.

3. Furnish ties with integral water-barrier plates to walls indicated to receive damp proofing or waterproofing.

2.2 STEEL REINFORCEMENT

A. Reinforcing Bars: ASTM A 615/A 615M, Grade 60, deformed.

B. Galvanized Reinforcing Bars: Where shown on drawings ASTM A 615/A 615M, Grade 60, deformed bars, ASTM A 767/A 767M, Class I zinc coated after fabrication and bending.

C. Plain-Steel Wire: ASTM A 82, galvanized.

D. Plain-Steel Welded Wire Reinforcement: ASTM A 185, plain, fabricated from as-drawn steel wire into flat sheets.

E. Galvanized-Steel Welded Wire Reinforcement: ASTM A 185, plain, fabricated from galvanized steel wire into flat sheets.

2.3 REINFORCEMENT ACCESSORIES

A. Joint Dowel Bars: ASTM A 615/A 615M, Grade 60, plain-steel bars, cut bars true to length with ends square and free of burrs.

B. Zinc Repair Material: ASTM A 780, zinc-based solder, paint containing zinc dust, or sprayed zinc.

C. Bar Supports: Bolsters, chairs, spacers, and other devices for spacing, supporting, and fastening reinforcing bars and welded wire reinforcement in place. Manufacture bar supports from steel wire, plastic, or precast concrete according to CRSI's "Manual of Standard Practice," of greater compressive strength than concrete and as follows:

1. For concrete surfaces exposed to view where legs of wire bar supports contact forms, use CRSI Class 1 plastic-protected steel wire or CRSI Class 2 stainless-steel bar supports.

2. For zinc-coated reinforcement, use galvanized wire or dielectric-polymer-coated wire bar supports.

2.4 CONCRETE MATERIALS

A. Cementitious Material: Use the following cementitious materials, of the same type, brand, and source, throughout Project:

1. Portland Cement: ASTM C 150, Type I or III. Supplement with the following:

a. Fly Ash: ASTM C 618, Class C.

B. Silica Fume: ASTM C 1240, amorphous silica.

C. Normal-Weight Aggregates: ASTM C 33, coarse aggregate or better, graded. Provide aggregates from a single source.

1. Maximum Coarse-Aggregate Size: 3/4 inch nominal.

2. Fine Aggregate: Free of materials with deleterious reactivity to alkali in cement.

D. Water: ASTM C 94/C 94M and potable.

2.5 ADMIXTURES

A. Air-Entraining Admixture: ASTM C 260.

B. Corrosion Inhibiting Admixture: ASTM C1582 Chemical Admixtures: Provide admixtures certified by manufacturer to be compatible with other admixtures and that will not contribute water-soluble chloride ions exceeding those permitted in hardened concrete. Do not use calcium chloride or admixtures containing calcium chloride.

1. Water-Reducing Admixture: ASTM C 494/C 494M, Type A.

2. Retarding Admixture: ASTM C 494/C 494M, Type B.

3. Water-Reducing and Retarding Admixture: ASTM C 494/C 494M, Type D.

4. High-Range, Water-Reducing Admixture: ASTM C 494/C 494M, Type F.

5. High-Range, Water-Reducing and Retarding Admixture: ASTM C 494/C 494M, Type G.

6. Plasticizing and Retarding Admixture: ASTM C 1017/C 1017M, Type II.

2.6 CURING MATERIALS

A. Evaporation Retarder: Waterborne, monomolecular film forming, manufactured for application to fresh concrete.

B. Absorptive Cover: AASHTO M 182, Class 2, burlap cloth made from jute or kenaf, weighing approximately 9 oz./sq. yd. when dry.

C. Moisture-Retaining Cover: ASTM C 171, polyethylene film or white burlap-polyethylene sheet.

D. Water: Potable.

E. Clear, Waterborne, Membrane-Forming Curing Compound: ASTM C 309, Type 1, Class B, dissipating with fugitive dye.

F. Clear, Waterborne, Membrane-Forming Curing and Sealing Compound: ASTM C 1315, Type 1, Class A.

2.7 RELATED MATERIALS

A. Expansion- and Isolation-Joint-Filler Strips: ASTM D 1751, asphalt-saturated cellulosic fiber or ASTM D 1752, cork or self-expanding cork.

B. Bonding Agent: ASTM C 1059, Type II, non-redispersible, acrylic emulsion or styrene butadiene.

C. Epoxy Bonding Adhesive: ASTM C 881, two-component epoxy resin, capable of humid curing and bonding to damp surfaces, of class suitable for application temperature and of grade to suit requirements, and as follows:

1. Types IV and V, load bearing, for bonding hardened or freshly mixed concrete to hardened concrete.

D. Reglets: Fabricate reglets of not less than 0.0217-inch- thick, galvanized steel sheet.

Temporarily fill or cover face opening of reglet to prevent intrusion of concrete or debris.

E. Dovetail Anchor Slots: Hot-dip galvanized steel sheet, not less than 0.0336 inch thick, with bent tab anchors. Temporarily fill or cover face opening of slots to prevent intrusion of concrete or debris.

2.8 REPAIR MATERIALS

A. Repair Underlayment: Cement-based, polymer-modified, self-leveling product that can be applied in thicknesses from 1/8 inch and that can be feathered at edges to match adjacent floor elevations.

1. Cement Binder: ASTM C 150, Portland cement or hydraulic or blended hydraulic cement as defined in ASTM C 219.

2. Primer: Product of underlayment manufacturer recommended for substrate, conditions, and application.

3. Aggregate: Well-graded, washed gravel, 1/8 to 1/4 inch or coarse sand as recommended by underlayment manufacturer.

4. Compressive Strength: Not less than 4100 psi at 28 days when tested according to

ASTM C 109/C 109M.

B. Repair Overlayment: Cement-based, polymer-modified, self-leveling product that can be applied in thicknesses from 1/8 inch and that can be feathered at edges to match adjacent floor elevations.

1. Cement Binder: ASTM C 150, portland cement or hydraulic or blended hydraulic cement as defined in ASTM C 219.

2. Primer: Product of topping manufacturer recommended for substrate, conditions, and application.

3. Aggregate: Well-graded, washed gravel, 1/8 to 1/4 inch or coarse sand as recommended by topping manufacturer.

4. Compressive Strength: Not less than 5000 psi at 28 days when tested according to

ASTM C 109/C 109M.

2.9 CONCRETE MIXTURES, GENERAL

A. Prepare design mixtures for each type and strength of concrete, proportioned on the basis of laboratory trial mixture or field test data, or both, according to ACI 301.

1. Use a qualified independent testing agency for preparing and reporting proposed mixture designs based on laboratory trial mixtures.

B. Cementitious Materials: Limit percentage, by weight, of cementitious materials other than portland cement in concrete as follows:

1. Fly Ash: 25 percent.

2. Combined Fly Ash and Pozzolan: 25 percent.

3. Silica Fume: 10 percent.

C. Limit water-soluble, chloride-ion content in hardened concrete to 0.15 percent by weight of cement.

D. Admixtures: Use admixtures according to manufacturer's written instructions.

1. Use water-reducing or plasticizing admixture in concrete, as required, for placement and workability.

2. Use water-reducing and retarding admixture when required by high temperatures, low humidity, or other adverse placement conditions.

3. Use water-reducing admixture in pumped concrete, concrete for heavy-use industrial slabs and parking structure slabs, concrete required to be watertight, and concrete with a water-cementitious materials ratio below 0.50.

2.10 CONCRETE MIXTURES FOR BUILDING ELEMENTS

A. Footings, Foundation walls, elevated concrete slabs, and any concrete not specified below or in other specification sections. Proportion normal-weight concrete mixture as follows:

1. Minimum Compressive Strength: 4000 psi at 28 days.

2. Maximum Water-Cementitious Materials Ratio: 0.50

3. Slump Limit: 8 inches for concrete with verified slump of 2 to 4 inches before adding high-range water-reducing admixture or plasticizing admixture, plus or minus 1 inch.
