ES-19-01110, Teterboro RTR site visit August 14th, 2019 List of attendees attached
Discussion: Wetland The site is surrounded by wetlands. 3 of the guy foundations are outside of the fence and in the wetlands. These foundations are to be removed 2 feet below grade. New Jersey Department of Environmental Protection (NJDEP) may require a wetlands permit to work in the wetlands. It is the contractor’s responsibility to obtain the permit. The NJDEP may also require any slurry or runoff to be tanked.
Question: What type of foundation can be used?
The Geotechnical report recommends piles for the tower foundation. The contractor can submit for another foundation type if desired.
What is the reference elevation for the foundation?
Use the building finish floor elevation for foundation reference
Question: What is required to be demolished?
The 2 existing towers and their guys are required to be demolished. The tower guys foundation shall be demolished down to 2 feet below grade. The tower foundation can remain but any protruding bolts or conduits must be cut from top of foundation. 6 small orange wood bollards protecting the guys on site shall be removed. All existing direct buried cables shall be cut to 2 feet below grade at the building and at the tower locations. The rest can remain.
Questions: Will cable location be required before excavation?
Yes preferably by Ground Penetrating Radar
What is the amount of time between completion of towers and demolition of old tower?
Per specification, it could be up to 45 days.
Discussion: The north tower currently has the cable entry port into the north side of the building. Inside the building, the current north wall does not have much free space for the cable port entry. The cable port entry can be routed to the west facing wall. The new south tower will also have the cable entry port through the west wall. It would be acceptable for the 2 ice bridges to combine and enter through one opening on the west wall.
Discussion: The antenna arms must fully rotate as to be accessible from the platform without reaching.
There shall only be on point of detachment to move the arms. The ladder shall be 3 foot above the platform with one rung at the same level as the platform. The ladder parts requirements are in Appendix B of the specification.
Discussion: An Asbestos and Lead testing was performed on the day of the site visit. The report shall be available within 2 weeks. The tower is currently assumed to have lead paint. During demolition, the lay down area for the tower shall be tarped and lead protections shall be provided for workers. The tower steel shall be recycled. Even if the CMU wall tested negative for Asbestos, the area inside the building where the building is to be opened for the cable ports shall have a dust barrier. This is to protect the operational equipment inside the building.
Additional clarification after site visit:
-The NEMA 4X SS junction box on the towers shall be painted as not be reflective -The antenna chart at the end of the specification has D5073 circles. However, the appendix B has antenna specification for a V/V antenna. The V/V antenna spec is correct which correspond to D5072 on the antenna chart.

Question: Section 2.1.4 of the specifications states the new towers are 70 ft. The SOW gives the tower heights as 100 ft. Please verify the height of the new towers.

Question: RTR towers provided under the UIS program normally have the following:
5,000 lb. rated anchor point on the platform An internal climbing ladder Tabs for down conductors on opposing tower legs with 3 ft. spacing between them Cadwelds (exothermic welds) above and below each leg splice.
The angle of the trap door is to be 70 deg. from level Two lightning arrester extension pipes on opposing corners of the platform
Do you wish the replacement towers to be UIS compliant? If so, please verify.

Cannot picture the trap door configuration as stated. However, the trap door must close completely when in closed position and when open be secured as not to fall on the climber. It shall weight less than 25 lbs The tower has one lighting arrester in the center of the tower. See drawing C004. There is a discrepancy in the height of the lightning pipe between C004 and E001. Use 20 feet for the extension pipe.
