About this file
This is Amendment No. 0001 to a Request for Proposal (RFP) for a Northeast Region Construction Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) issued by the Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division. The amendment, effective July 16, 2026, reschedules the proposal due date to Thursday, July 30, 2026, at 2:00 p.m. EDT, and provides responses to nine questions/clarifications submitted by interested offerors regarding the seed project scope of work.
The seed project scope includes tree removal with debris cleanup, stump removal within grading limits covered by less than 48 inches of embankment, and roadside cleanup along Highway 291 with coordinates and specifications depicted on plan sheet A04. The contractor is responsible for investigating the site to determine stone specifications for new masonry headwalls, locating material sources for stone similar in size, shape, origin, and composition to existing native stone, and determining mortar composition to match existing conditions. The amendment adds a construction work restriction to subsection 108.01 of Attachment 6 (Special Contract Requirements), prohibiting construction activities from beginning before September 14, 2027, though preconstruction activities such as shop drawings and material mix designs may commence after contract award and Notice to Proceed issuance. Offerors are required to acknowledge receipt of this amendment prior to the proposal due date through completion of form items, acknowledgment on each offer copy, or separate written communication referencing the solicitation and amendment numbers.

Request for Proposal No: 693C73-26-R-000047
The purpose of this amendment is to:
1) Provide a summary of responses to questions/clarifications asked by interested offerors.
2) Revise Attachment 6 - Special Contract Requirements (SCRs) for Seed Project to add a construction work restriction to subsection 108.01.
3) Provide pictures from May 2022 of the headwalls in the seed project.
4) Reschedule the proposal due date for Thursday, July 30, 2026, at 2:00 p.m. EDT.
All other terms and conditions of the Request for Proposals remain unchanged.
Questions / Clarifications:
Interested offerors can send written questions or requests for clarification to:
eflhd.contracts@dot.gov. Questions can be submitted at any time, but questions submitted within
7 days of the proposal due date may not be answered in time for the offeror to properly incorporate the responses into their proposal.
1. Are we required to remove the existing debris along the trail where the trees are marked for removal?
Response: Yes, the work includes removing debris that conflicts with the proposed construction. See FP-14, Subsection 204.04.
2. Does the scope include removing or grinding the stumps?
Response: Yes, the scope of individual tree removal includes removing stumps within the grading limits that will be covered by less than 48 inches of embankment.
See FP-14, Subsection 201.05 and Subsection 202.03.
3. Regarding the additional section, I understand that sight distance is a concern. However, I am still trying to determine the exact length of Highway 291 that we are required to clear.
Response: The location of the roadside cleanup work is shown on sheet A04 of the plans. The coordinates of the access road into the staging and stockpile area have been provided, and the direction, length, and width of roadside cleanup have been graphically depicted on the sheet. Additional information is provided in Attachment
6 - Special Contract Requirements (SCRs) for Seed Project, Subsection 202.07A.
mailto:eflhd.contracts@dot.gov
4. Per Section 620, Special Contracting Requirements, I am trying to determine the type of stone that is similar in size, shape, origin, and composition to the existing native stone used on the project for the new headwalls. The specifications also require mortar that matches the color of the existing mortar and placing the stones to match the existing stone pattern and appearance of the original structure.
Response: As stated in Attachment 6 - Special Contract Requirements (SCRs) for
Seed Project, Subsection 620.03, the intent is to salvage and reuse as much of the existing stone as possible in the new headwalls. The Offeror is responsible for investigating the site and evaluating the character of the stone in the existing headwalls, and locating sources of additional stone needed to construct the headwalls. The Offeror is also responsible for determining the mortar composition required to match the color of the existing mortar.
5. Do you have any pictures of the existing masonry stone headwall that would help me better understand the existing stone shape?
Response: Three photographs are being provided with this amendment showing the conditions at each headwall in May 2022. In order in this amendment, the pictures are of the existing headwall on downstream end (top view), the existing headwall on downstream end, and the existing headwall on upstream end.
Per page L-9 of the solicitation book, the clauses at 52.236-2, Differing Site
Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
6. Also, could you provide the approximate size of the existing stone
Response: The stone sizes will not be provided. The site is available for inspection.
Contact information to arrange a stie visit can be found on page L-9 of the solicitation book.
7. Do you have any idea whether this stone can be supplied locally, or whether the Wildlife
Refuge may already have a stockpile of this stone?
Response: There are no stockpiles of stone available for use on this project. The
Offeror is responsible for locating material sources according to Attachment 6 -
Special Contract Requirements (SCRs) for Seed Project, Subsection 105.02(c).
8. I also referred to Sheet #65 in the plans but was not able to find much information.
Response: As stated in Attachment 6 - Special Contract Requirements (SCRs) for
Seed Project, Subsection 620.05, the intent is to construct new stone masonry headwalls that are similar to the existing headwalls. However, since the existing 12-inch pipe is being replaced with a 24-inch pipe, it will not be possible to match all dimensions of the existing headwalls. In Attachment 7 - Plans Sheets for Seed
Project, sheet S15, Stone Masonry Headwalls for Small Pipe Culverts, is intended to provide guidance for adapting the new headwalls to the larger pipe that will be installed on this project.
9. Why is a highway occupancy permit needed for the seed project?
Response: Per Attachment 7 - Plans Sheets for Seed Project, the temporary traffic control plan includes placing traffic control devices on the Pennsylvania
Department of Transportation (PennDOT) right of way. As stated in Subsection
107.01 of Attachment 6 - Special Contract Requirements (SCRs) for Seed Project, a
Highway Occupancy Permit (HOP) must be obtained from PennDOT before these devices may be placed. The Contractor is required to obtain the HOP using the partially completed application provided by the Government.
Additionally, the HOP is needed because the stating area is under HWY 291, and access to this area is owned by PennDOT.
Attachment 6 - Special Contract Requirements (SCRs) for Seed Project Changes
Add the following to subsection 108.01 of Attachment 6 - Special Contract Requirements (SCRs) for Seed Project:
Construction activities at the project site cannot begin any earlier than September 14, 2027.
However, the Contractor may perform any preconstruction activities (i.e., submitting shop drawings, material mix designs, etc.) to prepare for the start of construction once the contract is awarded and the Notice to Proceed has been issued. Contract time will start as determined by the
CO either at time of contract award or as specified in the Notice to Proceed.
