About this file

This document contains proposal schedule instructions and bid schedules for federal construction project PA ERFO FW TCM 2020-1(1), Rehabilitation of Trolley Bed Road and Haul Road. Offerors must submit unit bid prices with two decimal places for all pay items listed in the schedules and calculate line item amounts by multiplying unit prices by quantities. The proposal consists of two separate schedules: Schedule A (Base Task Order) containing 14 line items and Schedule B (Government Option 1) containing 21 line items. Schedule A includes mobilization, construction survey, contractor testing, soil erosion control (silt fence and fiber roll), tree removal, roadside cleanup, embankment construction, riprap placement, aggregate surface course, topsoil furnishing, turf establishment, erosion control products, temporary traffic control, and field office. Schedule B includes similar items plus additional work such as headwall and pipe culvert removal, roadway excavation, ditch excavation, geotextile separation, asphalt concrete pavement, and stone masonry headwall construction. Offerors must submit prices for every pay item to be eligible for award. Award will be made to the responsive, responsible offeror with the lowest Evaluation Total Price of Project, calculated as Schedule A Proposal Total plus Schedule B Proposal Total. The Government may award Schedule A alone with Schedule B exercisable as an option, or both schedules simultaneously. Performance periods are 63 calendar days if both schedules are awarded together, 63 calendar days for Schedule A alone, or 30 calendar days for Schedule B if exercised separately after Schedule A award. Block 17 of the SF 1442 form must separately identify dollar amounts for Schedule A and Schedule B.

PROPOSAL SCHEDULE INSTRUCTIONS

PROJECT: PA ERFO FW TCM 2020-1(1)

OFFERORS PLEASE NOTE: Before preparing the proposal, carefully read the

Instructions to Offerors. When preparing the proposal, comply with the following:

COMPLETING THE PROPOSAL SCHEDULE

Complete the Proposal Schedule(s) by handwriting in ink or typing. Specify a Unit Bid Price, in figures with cents to only two decimal places for each pay item in the Unit Bid Price column for which a quantity is given. Do not enter or tender a Unit Bid Price for any pay item for which no estimated quantity appears in the Proposal Schedule. Determine the products of the respective unit prices and quantities, and show them, in figures, in the Amount Bid column. If a Unit Bid

Price and Amount Bid have been inserted by the Government for a pay item, do not change the

Unit Bid Price and Amount Bid for the pay item. Determine the Proposal Total for each specific individual Schedule of Work by adding the amounts of the listed items and show in the block provided for that individual Schedule of Work. In case of multiplication errors, the Amount Bid for the item will be based on the Unit Bid Price.

To be eligible for award, offerors must submit prices for each pay item.

Review Subsection 109.05 of the FP (standard specifications book) regarding scope of payment for direct and indirect payment work.

Fill in the Proposal Total(s) for each individual Schedule of Work as directed on the Proposal

Summary page. Fill in the Evaluation Total Price of Project in the space provided on the

Proposal Summary page.

The amount in Block 17 of the SF 1442 should be completed as follows:

Schedule A - $ .

Schedule B - $ .

SCHEDULES OF WORK

The Proposal Schedule is comprised of the following separate schedules and options:

Schedule A (Base Task Order) - Page B-1

Schedule B (Government Option 1) - Pages B-2 through B-3

The Government will award the project as a Base Task Order (Schedule A) with the option to award Schedule B (Government Option 1); see FAR Provisions 52.217-4 and 52.217-5.

The purpose of the multiple schedules and options is to give the Government maximum flexibility in completing the project in a timely manner and at a cost-effective price by proper utilization of programmed funds and upon receipt of any additional funds required to award the task order. If complete funding is in place at the time of award of Schedule A (Base Task

Order), the Government may award Schedule B (Government Option 1) at that time. If additional funding is required for the award of Schedule B (Government Option 1), and is received after the award of Schedule A (Base Task Order), the Government has the right to exercise Schedule B (Government Option 1) at the unit prices bid no later than the task order completion date of Schedule A (Base Task Order).

COMPLETION OF WORK

The Government has estimated the number of calendar days necessary to complete all work from the effective date of the Notice to Proceed to task order completion for the various award scenarios. The maximum number of calendar days allowed (i.e., the task order performance period) is shown in Block 11 of the SF-1442 and described below.

If the Government awards the task order as Schedules A + B, the performance period to complete all work will be 63 calendar days.

If the Government awards the task order as Schedule A only, the performance period to complete all Schedule A work will be 63 calendar days and will start on the effective date of

Schedule A’s Notice to Proceed.

If Schedule B (Government Option 1) is exercised after the award of the original task order, the performance period to complete all Schedule B work will be 30 calendar days and will start on the effective date of Schedule B’s Notice to Proceed.

In developing a construction schedule to determine the number of calendar days, the Government considered and included the work limitations shown in Sections 108 and 156 of the FP and

Special Contract Requirements (SCRs). Specific work limitations may be (but are not limited to):

National legal holidays, weekends, rush hours, night work, specified no work periods, work or traffic control phasing, etc. The Government also considered those work items that are weather sensitive and when those work items will be performed. Specific work items are (but not limited to): those that require a minimum ambient air temperature (asphalt paving and surface treatment, pavement striping, stone masonry, etc.); those that require maintaining a minimum surface temperature (concrete pavement, structural concrete, painting, etc.); and those that have specific planting seasons (turf establishment, sod, trees, plants, etc.). The Government also considered time required for preparing material and drawing submittals, and the allowable Government review times for those submittals (Subsection 104.03 of the FP and SCRs).

BASIS FOR AWARD

The task order will be awarded to the responsive, responsible offeror with the lowest Evaluation

Total Price of Project, which is defined as:

Schedule B (Government Option 1) Proposal Total +
