About this file

This document is an Amendment (No. 0002) for a Federal Highway Administration (FHWA) Eastern Federal Lands Highway Division project at Mammoth Cave National Park, Solicitation Number 693C73-25-B-000012. The amendment serves two primary purposes: providing responses to 22 bidder questions and attaching a hand drawing of washing station specifications. The project involves construction work with a bid opening date of Tuesday, September 9, 2025, at 2:00 pm EDT, and an anticipated Notice to Proceed within 30 days of contract award (approximately November 2025).

Key bidder questions addressed include clarifications on roof pitch, roofing materials, structural design details, construction phasing, utility relocations, pavement sections, and staffing requirements. Notable responses include: CAD files will only be available after contract award, the shelter should match existing hotel design specifications, the Superintendent and SSHO roles can be combined, no period of performance extensions will be granted, work cannot be performed in multiple locations/phases simultaneously, and no site visit was conducted. The amendment emphasizes referring to project plans, typical sections, and specific technical specification sections for detailed requirements.

Amendment No. 0002 Project NP MACA 12(1), 908(1) Mammoth Cave National Park

Solicitation: 693C73-25-B-000012 The purpose of this Amendment is to:

1) Provide responses and clarifications to bidders’ questions.

2) Provide attached hand drawing of washing station specifications.

The Bid Opening date of Tuesday, September 9, 2025, at 2:00 pm EDT remains unchanged.

Bidder Questions and Responses

1. Bidder question: Is there any CAD files on this project from the previous work that has been done to the area?

Response: CAD files will only be made available upon contract award.

2. Bidder question: Plans show 3/12 roof pitch - existing shelter we are matching has a 6/12 slope? The bid documents show a roof slope of 3/12( 3" rise ever 12" ) however the notes state to match the existing motel entrance roof - the motel, which we constructed has a 6/12( 6" rise ever 12") roof slope much sharper.

Response: Shelter should match the pitch at the hotel. The existing shelter plans were provided for informational purposes only.

3. Bidder question: Existing shelter has slate shingles - not standing seam. Someone mentioned that the new shelter has a standing seam roof - again notes states to match the existing entrance roof which is slate tile - much more expensive.

Response: Shelter should match the hotel. The existing shelter plans were provided for informational purposes only.

4. Bidder question: Existing shelter design has cross beam bearing and drawings show a direct truss bearing? The bid documents show the engineered wood timbers directly setting on the masonry columns. To match existing, you need a cross beam bearing on the masonry columns and then the engineered wood timbers would set on cross beam.

Response: Shelter should match the other shelters. The existing shelter plans were provided for informational purposes only.

5. Bidder question: Existing MACA Hotel have gutters? - Existing roof system has gutters-no gutters shown on bid documents?

Response: Contractor is responsible for submitting a plan to meet the requirements. The existing shelter plans were provided for informational purposes only.

6. Bidder question: We understand that the white nose washing station was custom built as there is no manufacturer constructing them. Can we be provided additional details of its construction?

Response: See the attached hand sketch for the existing station. Bidder must be aware of Note 3 on Detail 646-A which states that a new station must be a recessed unit. A movable station currently on site will not be accepted.

7. Bidder Question: Do the Superintendent, SSHO, and QC Manager need to be three separate individuals?

Response: The Superintendent and SSHO can be combined. The QC manager can have no other duties as described in Subsection 153.02.

8. Bidder Question: Can the period of performance be extended after award once material/ equipment lead times are confirmed due to current market conditions?

Response: No.

9. Bidder question: Please provide the site visit attendee sign-in sheet.

Response: No site visit was conducted by FHWA for this job.

10. Bidder question: Is this project tax exempt?

Response: We do not provide tax guidance.

11. Bidder question: When do you anticipate on-site work starting?

Response: Notice to Proceed is issued within 30 days of contract award (~November 2025 contract award).

12. Bidder question: Can we work in multiple locations/phases at once?

Response: No.

13. Bidder question: Please clarify construction phasing in relation to utility relocations that must be completed prior to site work.

Response: See the Plans. The General Notes on the Drainage and Utility plans describes the utility relocation for the project.

14. Bidder question: Clarify pavement section discrepancies between drawings and Pavement Report (e.g., delayed surface course, geotextile requirements).

Response: FP-14 Section 104 identifies the government documents for the contract. The pavement section requirements are shown on the Project Plan B pages. The Final Pavement Report is for informational purposes only.

15. Bidder question: Clarify details of the Hotel Bus Loop design – confirm distinction between asphalt lane and reinforced concrete bus drop-off lane.

Response: See typical section on the Project Plan B pages for pavement structure.

16. Bidder question: Are soil boring reports available? If not, can we assume excavation will be clear of rocks and obstructions?

Response: All soil borings are provided with the Pavement Report.

17. Bidder question: Please confirm recommended subgrade treatment where soils tested with low CBR.

Response: See typical section on the Project Plan B pages for information.

18. Bidder question: Please confirm conflicts between construction drawings and existing utilities — will additional relocation be required?

Response: See the plans for relocation and local utility contracts. Special Contract Requirements Section 645 describe the utilities work.

19. Bidder question Is there a bulk water fill source (hydrant or similar) available near the project for grading/dust control?

Response: No.

20. Bidder question: Please confirm whether asbestos or lead is present on this project, and if so, provide relevant documentation.

Response: No lead or asbestos testing has been performed.

21. Bidder question: Clarify stormwater infiltration/oil-grit separator requirements in relation to site drawings.

Response: Locations for the proposed separators and details are shown in the plans.

22. Bidder question: Confirm testing frequency for asphalt, aggregate, and concrete.

Response: See FP-14 Sections 301, 401, and 501 for testing requirements.
