About this file
This document is an amendment to a solicitation for the rehabilitation of the Cosby Entrance Road and Cosby Picnic Area within Great Smoky Mountains National Park in Tennessee. Key details include:
The amendment revises the Special Contract Requirements by adding contact information for the utility company, Newport Utilities, and requirements for coordinating with them. It also adds new pay items for system installation and utility disconnection/reconnection. The project plans were revised to reflect these new pay items. The amendment also provides a summary of questions and clarifications from potential bidders, and replaces the Solicitation Bid Schedule with an updated version. The bid opening date of August 29, 2024 remains unchanged.
The overall project is expected to cost between $2,000,000 and $5,000,000 and is set aside for certified Small Business Concerns. The work includes asphalt paving, drainage improvements, signage, pavement markings, and other miscellaneous construction. The contract will be awarded as a base contract with option schedules for additional work.

Bidders Questions Page 1 of 2
Questions / Clarifications
The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Will the contractor be responsible for all costs involved with the reconnections of electric, telephone, fiber optic, and water/sewer?
Response: New pay items for utility disconnection and reconnection have been included in Amendment 1.
2. Assuming the sewer line is gravity, has this reconnection been designed in accordance to the proposed culvert location?
Response: The sewer line is a gravity line, and the connection has been designed with sufficient clearance.
3. Can you provide facility owners and contact information so this required cost can be included in bids (facility owners usually will not allow any other entity to reestablish their utilities)?
Response: Utility owner contact information have been included in Amendment 1.
4. It does not appear that the time required to reestablish these utilities has been accounted for per the road closure restrictions for Cosby Entrance Road (March 27th). Will additional road closure(s) be allowed if utilities are not reconnected (will be out of contractors control)?
Response: Single lane closures will be permitted to reconnect utilities.
5. Schedule C is missing a line item for mobilization. Will one be added through an amendment?
Response: No additional mobilization pay item will be added. Schedules A and C can be worked on at the same time.
6. Please provide art files for the signs that have symbols that are not in the MUTCD sign manual.
Response: The file is part of the Uniguide Signs files that are part of the bid documents.
7. Is all rip rap under pay item 25102-0500 to get Natina application? Does all of the applications have to be under the supervision of a manufacture representative?
Response: Yes, all riprap is required to be treated with Natina. The manufacturer must be on site to supervise the application of the reactive color treatment.
mailto:eflhd.contracts@dot.gov
Bidders Questions Page 2 of 2
8. Does the park have a spot nearby where they would accept asphalt milling and ditch spoils? If so, how much can they take?
Response: No, that is the responsibility of the contractor to find a disposal facility. See Section 203 for disposal requirements.
9. Is the use of precast headwalls acceptable?
Response: No, the contract requires stone masonry for the headwalls. See Section 620 for stone masonry requirements.
10. Is a TN standard asphalt mix acceptable?
Response: An alternate state department of transportation asphalt concrete pavement mixture that has the same nominal maximum size aggregate, asphalt binder grade as specified or better, and conforms to either Tables 402-1, 402-1A, and 402-2, or Section 401 may be substituted for approval.
11.The profile of the road says to match existing. The existing road is deteriorating, and a true slope is hard to determine. Is there a % slope that you would like to stay between?
Response: The contractor will be responsible for surveying the road before milling operation to match the existing centerline elevation. The slope of the road can be adjusted to reestablish positive drainage to the existing drainage inlets, waterways, weeps holes and any other drainage structures.
