COMMENTARY
OVERVIEW:
Marine Solutions, Inc. (Marine Solutions), was contracted by Clark Nexsen, Inc. to perform an underwater inspection of the Wallops Island Causeway Bridge over Cat Creek at the Goddard Space Flight Center, Wallops Flight Facility at the request of the Federal Highway Administration, Eastern Federal Lands Highway Division, Bridge Inspection and Management Program.
The Wallops Flight Facility is located in Accomack County, Virginia on the Delmarva Peninsula. The Flight Facility is owned by the National Aeronautics and Space Administration (NASA).
The purpose of this inspection was to identify and document all areas of deterioration on the submerged substructure units at and below the high waterline. Then, after determining the range and magnitude of deterioration, provide recommendations and costs to extend the useful life of the structure at its current level of operations.
The underwater inspection was conducted Tuesday, August 30, 2022, and Wednesday, August 31, 2022. The inspection team included Kyle A. Morrow, P.E. (Team Leader/Inspection Diver), Jeffery L. Brown II, NICET I (Inspection Diver/Dive Supervisor) and Isaiah Douglas (Commercial Diver/Tender).
STRUCTURE DESCRIPTION:
Wallops Island Causeway Bridge is a twenty-one span bridge, consisting of twenty 60' long spans and one 83'-6" long span totaling 1283'-6" long. Each typical 60' long span is constructed of a cast-in-place concrete deck supported by four prestressed concrete beams on concrete piers. The 83'-6" span (Span 11) is of similar construction, but has five beams.
The bridge provides the only access to NASA's island facility. There is a weight limit sign near the security gate at the west approach that restricts the weight of unpermitted vehicles crossing the bridge onto the island.
The substructure consists of 20 piers and two concrete abutments. Each pier consists of two 54" diameter prestressed concrete piles and a reinforced concrete pile cap. There are 6'-0" long epoxy filled fiberglass jackets located at most piles approximately 1'-6" above the waterline. A fender system is present on both sides of the channel (Piers 10 and 11) consisting of galvanized H-piles and horizontal timber walers. A timber pile dolphin is located at all for corners of the main channel. All 20 bridge piers were in the water at the time of the inspection. Both abutments were dry, and were not included in the underwater inspection.
STRUCTURE ORIENTATION:
Wallops Island Causeway Bridge is oriented on an east-west alignment with Abutment A at the west end and Abutment B at the east end. Spans 1-21 and Piers 1-20 are numbered from Abutment A. Cat Creek is tidal with ebb flow to the North. There is a navigable channel below Span 11.
STRUCTURE ACCESS AND INSPECTION:
A dive team consisting of commercially trained divers, led by a Virginia-registered Professional Engineer, conducted the underwater inspection. Diving operations were conducted from a 28' aluminum dive vessel utilizing commercial surface-supplied air diving techniques with constant communication between the inspection diver and note taker. Access to the bridge was obtained via the dive vessel launched at a boat ramp located on Chincoteague Island.
The underwater inspection consisted of a Level I visual inspection of 100 percent of the accessible substructure surfaces from the high water mark to the channel bottom. A Level II visual/tactile inspection, which included removing marine growth at the waterline, mid-depth and channel bottom, was performed on 10% of the surface area, at various locations, to facilitate an evaluation of the underlying surfaces and provide an overall condition of the structure. Particular attention was given to observed areas of excessive deterioration or apparent distress, and the condition of previous repairs was noted.
A cursory assessment of the waterway and channel bottom conditions in the vicinity of the bridge was also performed. The type of channel bottom material was noted, as well as the location and extent of observed scour.
The waterline was located approximately 1.2' below the top of the fiberglass jackets at Pier 10. This corresponds to a reading of 3.5' on the staff gage located on the East Fender System. In addition, a datum of 36.2' was measured from the bottom of the pile cap at Pier 10 to the waterline for future comparison.
SUMMARY OF FINDINGS:
Below is a summary of the findings of the underwater inspection. Detailed findings are contained in the underwater inspection sketches located in Appendix A. Photos for specific deficiencies are located in Appendix B.
SUBSTRUCTURE
Overall, the submerged portions of the substructure are in fair condition (NBI Condition Rating = 5). All surfaces below the waterline exhibit marine growth consisting of oyster shells up to 3" thick. See below for additional comments relating to the substructure.
Cylinder Piles:
The piles are in fair condition overall. Below the waterline, the piles exhibited random areas of honeycombing up to 1" diameter x 1/2" deep (see Photo 1).
The piles at Piers 3 through 19 have 6'-0" long epoxy filled fiberglass jackets at the waterline. The jackets are in good condition with random, isolated delaminated areas (see Photo 2). The top epoxy bevel of the jackets typically exhibits hairline cracking. The lower 6" to 1'-0" of the jackets at Piers 9 through 11 are delaminated.
Pier 10 – The South Pile exhibits three vertical hairline cracks on the southwest face: 8'-0" long approximately 1'-7" above the jacket, 6'-0" long at the top of the jacket, and 2'-0" long at the top of the jacket. Adjacent to the cracks on the south face, there is a 3'-0" high x 3'-0" wide epoxy patch above the jacket with delamination and edge spalling up to 1/2" deep (see Photo 3).
CHANNEL
The channel is in good condition (NBI Condition Rating = 8). When compared to the previous 2018 Underwater Inspection, the current streambed exhibits no significant change. This comparison is limited to the soundings obtained around the substructure units and are shown on the underwater inspection sketches located in Appendix A. No noteworthy deficiencies pertaining to the channel or channel protection were observed during the inspection. See below for additional comments relating to the fender system.
Fender System:
The submerged elements of the fender system are in satisfactory condition. The H-piles, access ladders, and hardware exhibit 75% to 100% loss of the galvanized coating at and below the high waterline. From the high waterline to 5'-0" below the high waterline, the underlying exposed steel typically exhibits moderate to heavy corrosion with 10% to 15% section loss (see Photos 4 and 5). Isolated piles exhibit 25% to 30% section loss in the tidal zone. Below this area, the underlying exposed steel exhibits 100% coating loss and moderate corrosion with up to 5% section loss (see Photo 6). The horizontal timber walers exhibit external rot with typical 3/4" pick penetrations (see Photo 7). The lower two walers are typically submerged, and exhibit isolated areas of heavy rot up to 6" diameter x 2" to 4" deep at the end grains and around the hardware connection to the piles. The lower three walers are located at and below the splash zone, and the associated hardware exhibits heavy corrosion with up to 25% section loss (see Photo 8).
The timber pile dolphins are in satisfactory condition. The piles typically exhibit minor to moderate delamination and external rot in the tidal zone with pick penetrations up to 3/4" deep. All piles have 1/16" to 1/4" wide checking throughout. The lower steel cables confining the timber dolphin piles exhibit heavy corrosion with 25% to 30% section loss. The North Pile at the Northwest Dolphin exhibits a 5'-0" high x 8" wide x 2" deep shake at the waterline with associated rot up to 1" deep (see Photo 9). The South Pile at the Southeast Dolphin exhibits up to 40% section loss from 1'-6" to 3'-6" below the high waterline (see Photo 10).
A few adjacent piles exhibit up to 25% section loss.
RECOMENDATIONS:
This structure is scheduled to be replaced by June 2026. Based on the condition of the structure, and the future structure replacement date, no underwater repairs are required at this time.
