Questions / Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. Table 305-1 gives us the Soil-Aggregate-Cement Mix Design Parameters. However, does the FHWA have data from an exploratory report/mix design they can share of the in-situ material PCF and successful cement application rate. For Example – Should the contractor estimate 145 pcf aggregate/soil with 8% cement? Being the job is bid at Square Yards this would be very important information to have. There is not enough time to retrieve samples and run mix design prior to bid date.

Response: The full depth reclamation (FDR) mix design is the contractor’s responsibility.

All available information has been included in GFI package.

2. Typical Sections – Sheet Number B01 states in the notes “11. Mill 3-inches of asphalt pavement. Remove and haul any additional material necessary in order to achieve 8-inches of full depth reclamation with cement and maintain roadway grades to existing field conditions.”

The average pavement cores appear to be approximately 4” with Aggregate Base thickness in the 8” range. Are there any concerns from FHA that we are not going to get deep enough at FDR depth of 8” to incorporate enough of the subgrade material into the FDR to achieve the strength gain requirement if there are not enough fines? Should consideration be given to the FDR depth being extended to 10” – 12” to incorporate more subgrade material?

Response: We believe 8-inch FDR is sufficient, based on the traffic loading considered for this project. The contractor should determine the FDR mix design needs in the field based on existing conditions.

3. Beginning of Section 8G at US 321…Do the curbs stay in place at the “diamond” inside the “horseshoe”? Are we FDR processing the diamond interchange just south of US 321 and the horseshoe?

Response: The curbs at the “diamond” inside the “horseshoe” stay in place. The FDR begins at the pavement change near MP 55.27 at the existing gate west of the interchange with connector roads to Route 73 / U.S. 321.

4. Beginning of Section 8H at US 129…Does the FDR start at US 129 or the Parkway Entrance?

Response: The FDR ends at the pavement change at US 129, just beyond the stop bar.

5. Road Closure – How much are we allowed to close full width at a time? For Example – Can the contractor have full width closure access from FPSWP #1 to US 129? Then once completed with the FDR portion there have full width closure access from Happy Valley Rd. to FPSWP #1?

305.13 Curing states “If approved, allow local automobile traffic on the cement stabilized layer 4 hours after finishing operations are complete. Limit traffic speeds to 20 miles per hour.” The intent for closure vs one lane two-way traffic control is not clear. Please clarify. And is the contractor responsible for damage due to traffic prior to proper curing?

Response: Full closure is subject to the time of year restrictions laid out in the subsection

156.04. Full Closure from Look Rock to U.S. Route 129 (MP 64.55 to MP 72.21) is permitted from March 14, 2022 to May 21, 2022. Full Closure from Walland to Look Rock (MP 55.2 to MP 64.55) is permitted from June 1, 2022 to August 31, 2022 with the exception that school buses must be allowed access after August 2. All work outside these times must be done under single lane closure. The contractor is responsible to fix any damage due to traffic prior to proper curing.

6. Water – This will be a critical path item during FDR. Where can water be obtained from during construction, is there hydrants available to be metered or will the contractor be required/allowed to place storage tank along the route for the FDR?

Response: The contractor is responsible for obtaining water. Water tanks may be staged in any approved staging area. See subsection 156.07(d).

7. Spoils –Is there a designated area to dispose of spoils/over burden material or is the responsibility of the contractor?

Response: The contractor is responsible for disposing of spoils/over burden legally off site.

See Section 203.

8. As we know this project is on a vigorous and tight schedule. We need clarification on SCR Section 156.04. Phase 1 is scheduled to be closed from 3/14/22 to 5/21/22. Phase 2 is scheduled to be closed from 6/1/22 to 8/31/22. If work in Phase 1 is not completed in the specified time frame, can work in Phase 1 resume, and be completed using Phase 2 start date of 6/1/22 and then move operations to Phase 2 once Phase 1 is completed.

9. With 493 days allowed for this project, that will take it into June 2023. There is no mention of full lane closure in 2023. Can we plan to use the same time frame for full lane closure in 2023 to complete work as is stipulated in the SCRs for 2022. Ie., 3/14/23 to 5/21/23 (approx.) and the month of June 2023.

Response: The 493 days allowed includes the time for submittals and review and obtaining permits, not solely for construction operations. No full closures will be permitted in the year 2023. Please refer to Subsection 156.04 and to the response for the above question for time of year restrictions.
