Natchez Trace Parkway Solicitation: 693C73-19-B-000011
The purpose of this Amendment is to:
1) Revise the Special Contract Requirements (J-pages) Section 401 to delete 15% RAP content from top lift.
2) Provide a summary of responses to questions/clarifications asked by potential bidders.
The Bid Opening date of May 14, 2019, at 2:00 p.m. EST will remain the same.
Special Contract Requirement changes
Delete Subsection 401.03(a) of the Special Contract Requirements, page J-14, and substitute the following:
(a) RAP. Do not use RAP in the top lift of surface course. Limit the quantity of RAP by mass in the JMF for intermediate and base courses to 30 percent. For intermediate and base courses containing 20 to 30 percent by mass RAP, reduce the asphalt binder performance grade by 6°C for both high temperature and low temperature performance grades.
Questions/Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. There is a note on page J-9 of the solicitation documents that states that “Once the Parkway closure work is complete, no construction traffic will be allowed on the Tennessee River Bridge” during construction of the remaining elements of the project. So, if the contractor chooses to perform the “closure work” towards the end of the schedule, can the contractor haul asphalt across the bridge (from south end to north end) in order to perform the paving required on schedule B until the actual closure work is started?
mailto:eflhd.contracts@dot.gov
Info Page 2 of 2
Response: No Construction equipment will be allowed to cross the Tennessee River Bridge except while performing the work on the bridge itself.
2. Is the Asphalt on the above referenced project tied to a “Liquid Asphalt Index” of some sort. If so, can you reference which one.
Response: If the question is referring to an adjustment to Liquid AC costs over the course of the project, there are no adjustments set up in the contract for changes to the costs of Liquid AC.
3. On previous Natchez Trace projects, the Top Lift of Asphalt has always required No RAP in the mix. On page J-14 of this solicitation, it states that the top lift can be limited to a 15% RAP content. Is the Trace going to allow Recycle Asphalt to be final surface course on this project?
Response: No RAP is to be used in the top lift of the asphalt. An amendment will be issued to delete 15% RAP content.
