About this file

This document contains a federal solicitation for a design-build project to replace concrete diffusers at Eisenhower Lock. The Saint Lawrence Seaway Development Corporation is requesting Phase I qualification proposals from all qualified firms by October 22, 2020 to be evaluated for the Phase II solicitation. Firms will submit performance capability proposals demonstrating their ability to execute the design-build contract. Approximately five highly qualified firms will be shortlisted to compete for the design-build contract in Phase II. The scope of work involves replacing up to six concrete diffusers below the downstream sill over two winter seasons. Estimated costs range from $5-10 million. The proposed contract type is firm-fixed price. The Phase I Request for Qualifications is attached. Firms must be registered in SAM to be eligible for award.

(Questions and Answers)

1. Q: Part III, Section J, List of Attachments states: “The SLSDC can also provide original existing diffuser contractor shop drawings showing concrete pours and reinforcing steel to the Contractor upon request. “ Kindly provide these documents to us in electronic format, (pdf).

A: These documents will be provided upon award. The basic documents indicating the design parameters of the existing diffusers are part of the solicitation package and are expected to be sufficient to develop a Phase Two proposal.

2. Q: Please provide any other drawings or information available which may be relevant to this solicitation.

A: The basic documents in the solicitation package have enough information to develop a Phase Two proposal. Additional original contractor drawings showing existing reinforcement and the concrete pours will be made available upon award.

3. Q: Part I, Section C discusses the need for dewatering as follows: “The SLSDC cannot fully dewater the diffuser work area. Additionally, water will infiltrate into the dewatered areas.

Water levels will fluctuate to as much as approximately 2-feet in the work area. Therefore, the Contractor must provide means to manage water in the work area as needed.” Please identify the elevation of the invert of the dewatering pump pit adjacent to the diffuser area at the North wall and confirm that this pit is suitable for use as a dewatering pump station for the diffuser area. Please identify if there are existing pumps in this location. If so, please indicate their size and capacity, if they are in working order, and if they may be used by the design-build contractor during the performance of this contract.

A: Two additional reference drawings are included. Those drawing numbers are 326-CSG-36/1 and 326-C-20/25. The first drawing shows in Section A-A that there is a 12” cast iron pipe with an invert elevation at the north chamber wall being 152.00’ which is the diffuser pit’s floor elevation (USLS 1935 datum). The purpose of this pipe is to drain the diffuser floor area to the dewatering pit. The location of the pipe is at station 952.838 as noted in the same detail. The second drawing shows that this station is between the fifth and sixth downstream most diffuser laterals.

The SLSDC has three pumps used to dewater and maintain water levels to a certain extent. SLSDC will continue to operate its pumps, but even so, there will be fluctuation in water levels above the diffuser floor elevation due to cycling and set points of these pumps. The amount of variation above the floor level is largely a factor of seepage past the downstream stoplogs and the ability for flow through of the 12” drain pipe. Recent efforts to reduce seepage past the stoplogs has kept the rise above floor level to a minimum. However, this has exceeded 2-feet in the past. Therefore, we recommend that the Contractor make provisions to temporarily dam off at least 4-feet (note this is a change from the 2-feet mentioned above) in areas desired to be dewatered, and immediately clear any debris or sediment obstructing flow to the 12” drain pipe after the initial dewatering. The Contractor shall at all times keep the drainage of the 12” pipe unobstructed from demolition debris or any other kind of debris.

The Contractor will still be responsible for pumping the water out of their work area they desire to be fully dewatered. The Contractor can utilize this 12” drain pipe to in effect divert it to the dewatering pit where it will be discharged by SLSDC to the river. This water must not contain any pollutants or sediment that cannot be discharged to the river.

4. Q: Please identify any other pits or sumps that may serve for temporary pump location to assist in dewatering the diffuser area.

A: There are no sumps or pits in the vicinity.

5. Q: Please identify the expected sources of the water infiltration in the diffuser work area, (upstream through the miter gates, downstream from the stop logs, from the emptying culverts, all of these?)

A: Once the lock is dewatered to the point where the filling and emptying ports are uncovered, the primary source of water infiltration is leakage between and around the stoplog temporary closures at each end of the lock. Leakage from the upstream stoplogs flows down the filling and emptying culverts and then enters the work area though the diffusers. Leakage from the downstream stoplogs comes in over the stoplog sill. Water can also come in from rain or snow.

6. Q: Please let us know if temporary dam structures across the lock channel slab at locations upstream and downstream from the diffuser area pit would be of assistance in controlling water infiltration into the diffuser area.

A: Please see the answer to the previous question. The stoplog structures are the temporary dam structures. As noted they do not completely prevent infiltration. No other damming system exists. However, it is conceivable that a temporary damming structure could be implemented by the Contractor to limit water in a work area inside of the of the stoplogs.

7. Q: Please identify if the SLSDC’s temporary lock covers are available and suitable for covering the diffuser area during the performance of the work of this solicitation.

A: The SLSDC has not maintained or inspected the majority of the lock covers for an extended period. It is unknown if they are safe to use and the assumption would be they are not.

8. Q: Please identify the proposed location of the concrete spoils area at the North side of the lock.

Provide a haul distance if possible or identify the location on the site map provided with the Phase II documents.

A: The attached site map shows the general location of the concrete spoils area north of Eisenhower Lock.
