This amendment serves to include questions asked by prospective offerors and the answers provided by the Contracting Officer’s Representative.

(Questions and Answers)
1. Q: Is the SLSDC going to be installing the stop logs?
A: Yes.
2. Q: When was the last time the stop logs were installed, tested and the diffuser bay dewatered?
A: Winter 2019-2020
3. Q: Have you ever completely dewatered the diffuser bay? If so, do you know how much residual inflow we might need to manage? I.e. How many GPM will a dewatering system need to handle?
A: The residual incoming flow is highly dependent on temperature, precipitation and ice conditions that vary greatly year to year. In the past, on similar work, contractors have used one 6-inch and two-2-inch pumps, plus backup standby pumps, but since this is so dependent on weather and climatic conditions, SLS makes no specific recommendations for this project. The Contractor will need to use their own judgement.
4. Q: Have the walls of the diffuser bay area ever been inspected for cracking and/or infiltration of ground water? If so, what can you tell us about that?
A: The walls of the diffuser bay are outside the project area and their current condition will not affect the project scope.
5. Q: Are the existing dewatering pumps available for the contractor to use to dewater the majority of the diffuser bay or will the SLSDC perform this task?
A: SLSDC will install the stop logs and dewater to about elevation 151 feet IGLD85 SLSDC’s dewatering pit pumps cycle and allow variations in the water levels. Therefore, the Contractor will need to constantly manage water infiltration during any duration total dewatering is required.
6. Q: If the contractor is to perform the above task, we need to know if the pumps are electric, diesel, self-powered or otherwise? What size are the pumps? Total discharge dimension, GPM capacity?
A: See the response to Question #5.
7. Q: Please confirm the RFP is only for the Eisenhower lock located to the west of the channel.
A: Yes, this is Eisenhower Lock only.
8. Q: Could you identify what lands we could use for construction yard and lay-down areas. Can we have lands to the north AND south of the channel?
A: SLSDC will indicate laydown areas in the scoping document for the second phase of the solicitation. SLSDC believes there will be sufficient area in and around Eisenhower Lock.
9. Q: Do you have any hydraulic pressure data from the original diffuser design? Ie. What pressures are we designing for?
A: The design head for hydraulic structures of the SLS is 100 feet. The normal operating head is about 45 feet. The design flow is no less than 22,000,000 gallons in seven (7) minutes.
10. Q: Please confirm this is a replace-in-kind proposal. Ie. You are not looking for a new, revised diffuser design.
A: The design must replace the existing diffusers in kind in terms of functionality and hydraulic flow characteristics.

11. Q: Do you have any records of the lock gate over-topping?
A: During the winter work, the stoplogs are in place upstream of the upstream gates and downstream of the downstream gates and diffusers. The elevation of miter gate sills (much higher than the diffusers) is dewatered.
12. Q: Can we assume all upstream water will be controlled by SLSDC so there is no risk of that water entering the work area?
A: There will be some leakage through the stoplogs, that will depend on ice conditions. See 3, 5 & 6 above.
13. Q: Are any additional repairs and/or crack rehabilitation necessary to complete this contract?
Specifically, in the diffuser bay areas.
A: The contract is only to replace the diffuser laterals. No work on adjacent walls or surfaces unless it is a necessary part of the design to replace the diffusers.
14. Q: The scope of work requires the “design and construction in accordance with specifications”. Please direct us to the specifications you are referring to.
A: This is a two-phase design-build construction procurement. In Phase One, interested offerors shall submit proposals, demonstrating their capability to successfully execute the design-build construction contract resulting from this solicitation. The SLSDC will evaluate the Phase One submittals in accordance with the criteria described herein and select the most highly qualified offerors – no more than five – to compete for the design-build contract in Phase Two. In Phase Two, the selected most highly qualified offerors from Phase One shall submit technical and cost proposals. After the SLSDC has evaluated the Phase One submittals and SLSDC selects up to five of the most highly qualified offerors, they will be invited to compete for the design-build contract by completing the Phase Two submittals. A more detailed description of the design-build scope of work and requirements will be provided to the selected offerors in order for them to provide the required Phase Two technical and cost submittals.
15. Q: Would it be feasible to schedule preliminary investigation, studies, design and preparatory work in 2021, then install three diffusers in 2022, with an option to install an additional 3 in 2022?
A: The project schedules shall be as stated in the solicitation.
16. Q: Can we rely on the accuracy of the as-constructed drawings provided in the RFP?
A: As for any project, the as-build drawings are not a 100% guarantee that everything is precisely as shown on the drawings to the last fraction of an inch. They are a pretty good representation of what is in the field but for certain needs there is no substitute for field measurements and surveys. SLSDC will make available original as-built reinforcement and concrete contractor drawings showing the detail design and dimensions of the original diffusers. These are accurate to normal construction tolerances for this type of work.
17. Q: Can we assume the existing diffuser slab is sound and not required to be replaced? ie. This project does not require demolition and replacement of the base slab.
A: See answer to Question 13 above.
