This is a Task Order Request for Proposals (TORFP) issued by the Volpe National Transportation Systems Center on behalf of the U.S. Army for technical field support services under a Rail Rolling Stock Modernization & Sustainment (RMS) Master IDIQ contract. The task order (TORFP NO: 6913G626R200002-TO-0005) seeks to return twenty-two non-operating conventional and GenSet locomotives to safe operating condition across nine Army installations within a six-month period of performance. The requirement includes on-site repairs, troubleshooting, diagnostics, event recorder installations, airbrake services, water jumper replacements, air conditioner retrofits, and wheelset replacement/turning services. The proposal due date is July 31, 2026, at 5:00 PM ET, with proposals valid for a minimum of 120 days. This is a hybrid-type task order with core technical repair services (CLIN 00502) priced on a Firm-Fixed-Price basis for all twenty-two locomotives, while travel-associated costs (CLIN 00503) are proposed on a Cost-Reimbursable, Not-to-Exceed basis aligned with Federal Travel Regulation per-diem rates.

Proposals must include three volumes: Volume II covering technical evaluation factors (Technical Approach, Key Personnel, Management Approach, and Past Performance) with strict page budgets per the parent IDIQ solicitation; and Volume III containing the completed pricing table and comprehensive basis of estimate. The evaluation will apply the master adjectival rating system (Outstanding, Good, Acceptable, Marginal, Unacceptable) with Factor 1 (Technical Approach) most important, followed by Factor 2 (Key Personnel), Factor 3 (Management Approach), Factor 4 (Past Performance), and Factor 5 (Price). Offerors must propose on all twenty-two locomotives and nine installations with no partial proposals permitted and must demonstrate expertise in NRE N-ViroMotive GenSets and N-Force control systems. Four specific locomotives (USAX 1400, USAX 4625, USAX 1880, and USAX 4624) requiring open-ended diagnostics will follow a two-step process: Initial Assessment at firm-fixed-price resulting in a Condition Assessment Report, followed by remediation execution via bilateral modification. Contractor personnel must obtain security clearance and base access credentials at all Army installations, with delays caused by failure to clear personnel not constituting excusable delays. The contract is subject to FAR 16.505 Fair Opportunity procedures and incorporates all terms of the parent Master IDIQ contract.

1. General Information & Scope

The Volpe National Transportation Systems Center, on behalf of the U.S. Army, is competing an initial Task Order for technical field support, repairs, troubleshooting, and diagnostics for a mixed fleet of road-switcher locomotives. Currently, there are several Army installations at risk of not meeting critical rail missions due to non-operating locomotives; this task order will provide the necessary on-site technical support to return twenty-two (22) non-operating conventional and GenSet locomotives back to a safe operating condition across nine (9) distinct installations.

This requirement is issued under the Fair Opportunity procedures of FAR 16.505 and is competed among Prime Contract holders under the Rail Rolling Stock Modernization & Sustainment (RMS) IDIQ pool who participated in the Phase I advisory down-select process.

2. Task Order CLIN Pricing Structure

This is a hybrid-type Task Order. Core on-site technical repair services (CLIN 00502) are Firm- Fixed-Price (FFP). Travel-associated costs (CLIN 00503) shall be proposed on a Cost- Reimbursable, Not-to-Exceed (NTE) basis. Offerors shall provide pricing in accordance with the Task Order CLIN Pricing Schedule located in Section 8 at the end of this document.

2.1 Period of Performance

The Period of Performance for this Task Order shall be six (6) months from the date of task order award, in strict accordance with the timeline specified in Attachment 1 (SOW). Due to the mission-critical nature of these non-operating assets, a heavy emphasis on quick repair times and short schedule cycles is highly desired. All repairs, troubleshooting, event recorder installations, air brake services, and finalized PM sheets must be completed and accepted within this period.

2.2 Phased Fixed-Price Repair Protocol for Ambiguous Tasks For locomotive tasks in Attachment 1 (SOW) that require open-ended troubleshooting or diagnostics where the exact cause of failure is unknown (specifically USAX 1400, USAX 4625, USAX 1880, and USAX 4624), the Government will utilize a two-step firm-fixed-price execution method:

1. Initial Assessment (FFP Base Award): Offerors shall propose a flat, firm-fixed-price to perform all necessary troubleshooting, diagnostics, system data downloads, and on-site engineering assessments. The deliverable for this step is a finalized Condition Assessment Report detailing the root cause of the failure and a comprehensive line-item bill of materials and labor required for remediation.

2. Remediation Execution (Bilateral Modification): Upon COR review and CO approval of the Condition Assessment Report, the Government will request a firm-fixed-price proposal from the contractor to execute the defined repairs. The actual physical repair work will be funded and authorized via a bilateral contract modification. Offerors shall not include estimated or un-scoped repair costs for these specific assets in their initial Phase II pricing volume.

3. Proposal Submission & Preparation Instructions

Offerors must submit their Task Order proposals concurrently with their Phase II Master IDIQ submissions no later than July 31, 2026, at 5:00 PM ET via email to the Contracting Officer.

3.1 Full Program Performance Required (No Partial Quantities)

• Offerors must propose on all technical repair and troubleshooting services across all twenty-two (22) locomotives and nine (9) military installations detailed in SOW Table 1.

• Partial proposals are strictly unauthorized. Due to the mission-critical status of these non-operating assets, the contractor must be capable of executing all specified mechanical, electrical, and electronic repairs as a single, unified sustainment program.

3.2 Volume II: Phase II Technical Proposal (Task Order Integration)

In accordance with Section L.3 of the parent IDIQ RFP, the proposal must be structured around the master evaluation factors and is subject to the strict CLIN-specific page budgets and evaluation ceilings defined in Section L.3 of the parent solicitation. In accordance with the parent IDIQ structure, all Phase II technical evaluation factors (Factors 1 through 4) must be compiled and submitted under Volume II. For this specific Task Order requirement, offerors must address the following criteria within their respective Phase II volumes:

• Factor 1: Technical Approach o Troubleshooting, Diagnostics & Methodology: Detail the engineering and diagnostic approach to resolve complex locomotive failures, specifically addressing the non-loading issue on the recently overhauled USAX 1400 GP10 locomotive utilizing N-Force control software. Offerors shall detail their technical approach to executing on-site diagnostics, reading fault codes, and extracting data from the N-Force control software to isolate unknown failures. Additionally, detail the plan to compile and deliver comprehensive Condition Assessment Reports that define follow-on physical repair scopes with engineering accuracy.

o Control System Integration: Demonstrate expert technical capability to troubleshoot, program, and maintain electronics, software, and hardware on NRE N-ViroMotive GenSets and conventional locomotives retrofitted with N-Force control systems.

o Mechanical & Brake Repairs: Describe the technical methods, safety protocols, and tooling required to perform the diverse repairs listed in SOW Table 1, including 9-year CCB26 airbrake services, water jumper replacements, air conditioner retrofits to 74V drop-in style, and on-site wheelset replacement/turning.

• Factor 2: Key Personnel o Field Service Technicians: Provide resumes (max 2 pages) for all lead field technicians assigned to on-site diagnostics and repairs. Resumes must verify expert knowledge of NRE GenSets and N-Force operating hardware/software.

o Technical Experience: Resumes must verify a minimum of five (5) years of relevant hands-on technical experience in locomotive electrical and mechanical repair.

• Factor 3: Management Approach o Mobilization & Schedule: Provide a master schedule demonstrating the capability to complete all repair tasks within the mandatory six (6) month period of performance, emphasizing quick turnaround times and short schedule cycles to return non-operating locomotives to service.

o Diagnostic Tooling & Logistics: Confirm the contractor possesses and will transport all necessary tools, diagnostic software, and test equipment to conduct thorough on-site field repairs and troubleshooting.

o On-Site Coordination & Base Passes: Detail operational procedures to secure vehicle and personnel passes at all nine (9) Army installations (REAL ID and NCIC background compliance) and coordinate scheduling to prevent interference with normal military business.

o PM Worksheets: Detail the workflow for completing and submitting comprehensive PM sheets to the COR immediately following each locomotive repair, troubleshooting, or diagnostic task in strict accordance with the content criteria specified in the SOW.

o Prime Contractor Participation: Address compliance with anti-pass-through controls by proving that the prime contractor is performing core technical repair and integration functions rather than acting as a broker.

3.3 Volume III: Price Proposal (No Page Limit)

The Price Volume must include the completed pricing table in Section 8, along with a comprehensive basis of estimate (BOE) breaking down the required elements. In accordance with

Section L.3 of the parent IDIQ, this pricing volume shall be designated as Volume III. The BOE must break down:

• Firm-Fixed-Price (FFP) Core Services (CLIN 00502): Fixed pricing to perform all targeted diagnostics, assessments, and physical repairs, which must encompass all specialized materials (e.g., event recorders, water jumpers, 74V AC units) and labor.

• Cost-Reimbursable Travel (CLIN 00503): A proposed travel budget submitted on a Cost- Reimbursable, Not-to-Exceed (NTE) basis. This estimate must strictly align with the Federal Travel Regulation (FTR) per-diem rates.

4. Basis of Task Order Award & Evaluation (FAR 16.505)

The Government intends to award a single hybrid task order to the responsible offeror whose proposal represents the Best Value to the Government, technical factors and price considered.

The technical evaluation of this Task Order will be executed concurrently with the Master IDIQ selection process. Proposals will be evaluated using the master adjectival rating system defined in Section M.2.1 of the IDIQ RFP (Outstanding, Good, Acceptable, Marginal, Unacceptable) based on the following factors:

• Factor 1: Technical Approach. Evaluated for the technical feasibility, diagnostic depth, and safety of the proposed repair and troubleshooting methods, including the completeness of the approach to compiling engineering-accurate Condition Assessment Reports for ambiguous assets, alongside demonstrated technical expertise in N-Force systems and heavy mechanical locomotive repairs.

• Factor 2: Key Personnel. Evaluated to determine the competence and specialized qualifications of the proposed field technicians, ensuring a minimum of five (5) years of relevant diagnostic and electrical repair experience.

• Factor 3: Management Approach. Evaluated for the speed and realism of the 6-month mobilization schedule, the adequacy of field tooling logistics, the robustness of base access coordination, the efficiency of the reporting workflow supporting immediate PM sheet submissions, and compliance with prime contractor performance limitations.

• Factor 4: Past Performance. Evaluated strictly at the Master IDIQ level as part of the concurrent Phase II check. Successful award of a parent Master IDIQ contract satisfies the past performance requirements for this Task Order; therefore, past performance will not be separately scored or traded off under this TORFP.

• Factor 5: Price. Evaluated for completeness, balance, and reasonableness based on the FFP core repair totals and a cost realism review of the proposed Travel NTE budget.

Relative Importance of Factors: In strict alignment with Section M of the Master IDIQ RFP, Factor 1 is more important than Factor 2; Factor 2 is more important than Factor 3; Factor 3 is more important than Factor 4. When all non-price factors (Factors 1 through 4) are combined, they are significantly more important than Factor 5 (Price).
