This Statement of Work (SOW) specifies the manufacture and delivery of six (6) base 4-axle diesel-electric road-switcher locomotives with options for two (2) additional units, awarded under the RMS IDIQ contract vehicle (CLIN 00100). The Volpe Center is procuring these vehicles on behalf of the U.S. Army to reduce the age and maintenance costs of its locomotive fleet. Offerors may propose any quantity based on production capacity and commercial interest, with the government reserving the right to make multiple task order awards across different contractors. Delivery locations include Fort Campbell, Kentucky (1 base); McAlester Army Ammunition Plant, Oklahoma (2 base); Holston Army Ammunition Plant, Tennessee (2 base); Fort Eustis, Virginia (1 base); Tooele Army Depot, Utah (1 option); and Sierra Army Depot, California (1 option). All locomotives must be newly manufactured, meeting current EPA Tier emissions standards, with delivery to final destination and an 18-month delivery timeline from task order award.
The locomotives must meet comprehensive technical specifications including a minimum 1,800 horsepower capacity with cab-forward, short low nose configuration suitable for road/switcher service. Core requirements encompass mandatory compliance with Association of American Railroads (AAR) standards, Code of Federal Regulations Title 49 Part 229 railroad safety standards, American Welding Society D15.1, and AAR M-1003 Quality Assurance Certification. Technical specifications cover air and brake systems (CCB26 electronically controlled pneumatic brakes), cab environment features (heavy-duty air conditioning, visibility enhancements), lighting and illumination systems, electrical and multiple-unit (MU) operation capabilities with 27-wire train line compatibility, wheels and traction motors (D77 or equivalent with microprocessor-controlled wheel slip protection), fuel tanks with anti-rollover spill design, and comprehensive documentation deliverables. The contractor must provide on-site operator and maintenance training for up to four personnel for a minimum of two workdays within thirty days of delivery, complete technical documentation compatible with Adobe Acrobat Reader, and provide a full commercial warranty commencing upon formal acceptance. All manufacturing must be conducted by an active AAR M-1003 certified shop with facilities directly serviced by an active railhead connected to a recognized commercial railroad network, and locomotives must undergo full operational testing at origin and destination before final acceptance.
