About this file
This is a Statement of Work for a task order under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to perform federally mandated Annual and Periodic 184-day locomotive safety inspections per 49 CFR. The work is for the US DOT Volpe Center and covers inspections on four locomotive types: NREC 3GS21B, NREC 3GS18B, GM EMD GP10, and GE 80-ton models with various brake systems and engines. The contractor must provide all labor, materials, and travel required to perform the inspections at U.S. Army Rail Installations across 18 different locations nationwide.
The scope includes 46 conventional locomotive annual inspections at 13 locations with annual brake service and 3-year air brake service on thirteen locomotives; 17 GenSet locomotive annual inspections at 7 locations with annual brake service; and 25 GenSet periodic 184-day inspections at 9 locations. All work must be completed within one year from award date, with inspection dates governed by Tables 2 and 3 in the document. The task order consists of three Contract Line Items: CLIN 00401 for Annual Inspections, CLIN 00402 for Periodic 184-day Inspections, and CLIN 00405 for travel costs. Inspections must be conducted by Qualified Mechanical Inspectors (QMI) and scheduled no earlier than 45 days prior to expiration dates. The contractor must submit completed FRA Form F6180-49A inspection records, PM worksheets documenting inspection checklists, locomotive condition summaries, technical issues, and required repairs within specified timeframes (184 days for GenSet, 92 days for conventional locomotives). The contractor requires expert knowledge of NRE N-ViroMotive GenSet locomotives including N-Force operating system data downloads, all necessary diagnostic tools and test equipment, and must obtain required employee and vehicle passes for Army installations.

The Contractor shall provide all labor, material, and travel required to perform federally mandated safety inspections in accordance with Code of Federal Regulations Title 49- Transportation (49 CFR), Periodic and Annual locomotive inspection requirements. All work will be performed on U.S. Army Rail Installations. This task order is for the following work to be performed:
• 46 Conventional Locomotive Annual Inspections at 13 different locations with annual brake service for the type of air brake system identified. Perform 3-year air brake service on thirteen locomotives (see Table 3).
• 17 GenSet Locomotive Annual Inspections at 7 different locations including annual brake service (see Table 2).
• 25 GenSet Periodic 184-day Inspections at 9 different locations (see Table 2).
The GenSet locomotive inspection dates are identified in Table 2.
The conventional locomotive inspection dates are identified in Table 3.
The inspection due dates listed in the tables shall govern the main support schedule. Annual and Periodic Safety Inspections shall be performed in accordance with the Code of Federal Regulations (49 CFR).
2. Type of Contract Task Order within Indefinite Delivery/Indefinite Quantity (IDIQ) Contract
3. Period of Performance All tasks are to be completed no later than one year from award date.
4. Place of Performance Travel is required. This task requires locomotive inspections to be performed at the locations in Table 4.
5. Requirements
Annual and 184-day periodic locomotive safety inspections shall be performed in accordance with the Code of Federal Regulations, 49 CFR, Including the requirement for inspections to be conducted by Qualified Mechanical Inspectors (QMI). With each Annual inspection, the Contractor shall supply the material for and perform the appropriate air brake service due at time of inspection. Inspections shall be scheduled no earlier than 45 days prior to the current inspection expiration dates, except for special case situations which will also require approval by the Contracting Officer’s Representative (COR). Inspection dates shown in Table 2 and Table 3 may be subject to change.
There are three Contract Line Items covering this work.
CLIN 00401, Locomotive Annual Inspections CLIN 00402, Locomotive Periodic 184-day Inspections CLIN 00405, Travel associated costs to complete the locomotive inspections
Proposal submission must include a schedule of performance to include all inspections, Quality Assurance / Quality Control Plan, accompanying certifications, and/or methods to ensure quality for the duration of the work. Every safety inspection must be performed by a locomotive QMI/QMP. Technicians may support the work but the QMI has the overall responsibility for performing the inspections and providing the updated and signed blue cards.
Contractor must be capable of performing all required inspections on all locomotives identified in this work statement within the time specified.
Locomotive USAX 4652 located at Fort Hood is a battery-electric locomotive. Since the FRA does not have inspection criteria defined for this type of locomotive yet, the inspections shall consist manufacturer’s recommendation for above-frame, and everything normally required below the frame (deck) only.
6. Documentation and Reporting
a. Following the completion of each locomotive inspection, the contractor shall complete the locomotive cab card Form FRA F6180-49A (Locomotive Inspection and Repair Record) with the updated inspection dates and provide copies to the Volpe Center COR (one digital copy per locomotive cab card). Following the completion at each location, the contractor shall also submit the PM worksheets for each locomotive. All PM sheets shall include the following information as a minimum:
i. Checklist identifying inspection criteria with inspector’s initials verifying compliance
ii. Summary of locomotive operating condition and work performed on each locomotive.
iii. Technical issues identified during the inspection process.
iv. A description of any repairs that are required to be performed:
1. For GenSet locomotives within the next 184 days including parts and material.
2. For conventional locomotives within the next 92-days including parts and material.
7. Additional Requirements
a. Passes and badges: Contractor employees shall obtain the required employee and vehicle passes as required.
b. Field Service personnel performing inspections on the Army GenSet type locomotives shall possess expert knowledge of the NRE N-ViroMotive GenSet locomotives and must be capable of performing data downloads from the N-Force operating/control system, including software and firmware revisions and updates. This includes having the capability to troubleshoot all electronics components including N-Force (National Railway Equipment Co. N-ViroMotive locomotive operating software and hardware).
c. The contractor shall have all necessary tools, diagnostic and test equipment to conduct inspections of the locomotives per 49 CFR, conduct maintenance inspections, and perform troubleshooting and diagnostics in the field, on-site where the locomotives are located.
d. The Contractor's work shall not interfere with normal government or military business.
In those cases where some interference is unavoidable, the Contractor shall minimize the impact and effects of the interference.
e. The Contractor shall notify the COR of any difficulty in scheduling work due to government controls.
f. For all inspections performed, the Contractor shall fill out the PM sheets (one per locomotive).
g. The Contractor shall attempt to perform locomotive inspections before the inspection due dates identified.
