Summary: Statement of Work for Locomotive Sustainment (Technical Field Support) for Army Locomotives

This Statement of Work establishes a task order within an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for locomotive repair and maintenance services across nine Army installations. The contractor must provide all labor, materials, and travel required to repair, troubleshoot, and perform diagnostics on 22 locomotives within a 6-month period from contract award, with emphasis on quick repair times and short schedule cycles. Work encompasses a mixed fleet of vintage EMD General Purpose conventional diesel-electric locomotives and modern N-ViroMotive GenSet type locomotives, with the primary objective of returning non-operating locomotives to safe operating condition to restore critical rail mission capability.

The scope of work, detailed in Table 1, includes location-specific technical tasks for each locomotive, ranging from component replacements and troubleshooting to full condition assessments and damage evaluations. Field service personnel must possess expert knowledge of N-ViroMotive GenSet and conventional locomotives, including the ability to install field modifications, software and firmware updates, and troubleshoot all electronics components including N-Force operating software. The contractor must provide all necessary tools, diagnostic, and test equipment to conduct thorough field inspections and repairs on-site. Key requirements include obtaining required employee and vehicle passes, minimizing interference with Government and military business operations, and submitting PM sheets to the Volpe Center Contracting Officer's Representative following each repair completion, documenting operating status, work performed, issues experienced, and any repairs required within 92 days (conventional locomotives) or 184 days (GenSet locomotives).

RMS IDIQ CLIN 00500 (00501, 00502, & 00503)

1. Background

The U.S. Army owns and operates a mixed fleet of road-switcher locomotives. The locomotive fleet is a mix of vintage EMD General Purpose conventional diesel-electric locomotives and modern multi-engine GenSet type locomotives. The Army requires expert locomotive field service support to repair and maintain these locomotives to establish an increasing locomotive operational capability rate and increase operational safety. Currently there are Army Installations at risk of not meeting critical Rail missions due to non-operating locomotives. This task order will provide the necessary technical support to return non-operating locomotives to safe operating condition.

2. Description

The Contractor shall provide all labor, material, and travel required to perform locomotive repairs, troubleshooting and diagnostics. All work will be performed on U.S. Army Rail Installations. This task order is for work to be performed at 9 different locations on 22 locomotives.

3. Type of Contract

Task Order within Indefinite Delivery/Indefinite Quantity (IDIQ) Contract

4. Period of Performance

All work is to be completed no later than 6 months from contract award. A heavy emphasis on quick repair times and short schedule cycles is highly desired.

5. Place of Performance

This contract requires various technical tasks to be performed on locomotives at the locations in Table 1.

6. Requirements

Locomotive Technical Support: Technical support work is listed next to the locomotive Requiring support in Table 1.

7. Documentation and Reporting

a. Following the completion of each locomotive repair, troubleshooting or diagnostics, the contractor shall complete and submit a PM sheet to the Volpe Center Contracting Officer’s Representative (COR), detailing the work performed and the outcome. PM sheets shall include the following information as a minimum:

i. Operating status and work performed on each locomotive.

ii. Issues experienced during the inspection process.

iii. A description of any repairs that are required within the next 92-days for conventional locomotives and 184 days for the GenSets, including parts and material.

8. Additional Requirements

a. Passes and badges: Contractor employees shall obtain the required employee and vehicle passes as required.

b. Field Service personnel shall possess expert knowledge of the N-ViroMotive GenSet and conventional locomotives and must be capable of installing current and outstanding locomotive component field modifications and upgrades, including software and firmware revisions and updates. This includes having the capability to troubleshoot all electronics components including N-Force (National Railway Equipment Co. N- ViroMotive locomotive operating software and hardware).

c. The contractor shall have all necessary tools, diagnostic and test equipment to conduct thorough inspections of the locomotives, conduct maintenance inspections, and to perform repairs and diagnostics in the field on-site where the locomotives are located.

d. The Contractor's work shall not interfere with normal Government or Military business.

In those cases where some interference is unavoidable, the Contractor shall minimize the impact and effects of the interference.

e. The Contractor shall notify the COR of any difficulty in scheduling work due to Government controls.
