Project FLAP & FLTP Rehabilitation of Two Medicine Road
# General Technical Question Answer Date
1 X
Would FHWA consider extending the fixed completion date to 11/24/27 to give us more time finalizing work, cleanup, and de-mob after paving is completed?
The Govenement will extend the fixed completion date to 11/12/2027 (NOT
11/24/2026) in Amendment A001.

2 X
The closest available aggregate source to the project does not meet source quality standards on a couple metrics. Would FHWA consider relaxing the soundness of course aggregate standard to 25% loss? Would FHWA consider relaxing the LL standard to 35?
No. Please bid per the solicitation documents.

SCR 637.02 states that residential housing units need to be on site no later than 14 days before starting construction. Currently I am being told those units are 12-16 weeks out. With NTP on
09/14/26 we don’t think its possible to have the units on site 14 days prior to construction.
Would FHWA please remove that requirement?
This will be addressed under Amendment
A002. The intent is to have the residential housing in place 14-days prior to the start of the 2027 on-site construction season.

Please clarify SCR 108.01(a)(1) “Suspend work between Appistoki creek bridge and Two
Medicine General Store between September 7 and May 25 (dates inclusive);” Is the intent to perform all work in this area between May 25, 2027 and September 7, 2027? It seems like it would be more appropriate to perform this work before Memorial Day or after Labor Day to limit the construction impacts.
This will be addressed under Amendment
A002. SCR 108.01(a)(1) “Suspend work between Appistoki creek bridge and Two
Medicine General Store between
September 7 and May 25 (dates inclusive);”
will be removed from this section.
7/15/26
5 X Are there monthly rental fees for the lots where the residential housing units are to be located?
Per the NPS, the monthly rental fee for one trailer lot is $281.03/month.
7/16/26

I hope day is going well. We are in the process of making a bonding request, is there a range or estimated construction budget that could be used for this purpose?
The price range of the project work is between $10,000,000 and
$20,000,000. Please refer to page A-6 of the
Invitation for Bids (IFB)

Amendment #2 changed section 104.08.a.2 to allow hauling per MDT regulations. Can you clarify what will be considered "high traffic periods" that are still restricted?
The requirement to comply with MDT regulations for weight and size restrictions has not changed. High traffic periods on
Two Medicine Road are expected to be infrequent, limited to extraordinary circumstances that the CO may recognize in the field. This requirement only applies to over-width and/or over-length vehicles.

8 X
Hauling oversized construction equipment and or material loads on highway 49 from intersection of Highway 89 to intersection of
Two Medicine Road is dangerous, due to steepness of grade, narrow road, sharp corners, etc. And, hauling on hiway 49 from intersection of highway 2 at Two Medicine requires passing under an arch style bridge with only 12ft8in clearance in center of arch. Heavy haul of equipment under this bridge is nearly impossible. Will the gov't pay for additional traffic control to allow for unloading of heavy equipement, passing equipment under arch bridge, reloading, surface repair, etc?
No. Please bid per the solicitation documents.
7/20/26
9 X Are offerors required to submit any C - pages with their offer?
Yes, Page C-115. 7/20/26
10 X Please confirm that this solicitation requires a hard copy, mailed submission.
Hard copy submission is required. Please refer to page A-2a of the Invitation for Bids
(IFB)

Is it safe to assume we would be able to re-use all culvert excavation as backfill or will we need to import culvert backfill per FP-24 requirements?

Are there any specific material requirements for the Soil, Erosion Control, Fiber Rolls for Lines
A0140, A0160, & A0200? Will standard 9” straw wattles with photodegradable net suffice?
Bid per the solicitation documents. Erosion control specification and allowable materials are found in Section 157 and
Section 713.12 of the Standard
Specifications for Construction of Roads and
Bridges on Federal Highway Projects (FP-
24).

Section 637.02 states that facilities and services are to be installed in the Glacier National Park
St. Mary’s NPS Housing Area at existing trailer sites identified by the CO (approximate coordinates: 48.87372, -113.42634).
However, when we enter these coordinates into
Google Earth, they point to a location on
Moccasin Flat Road where we do not see any existing trailers or trailer-related improvements.
Could you please provide the site address or indicate the location on a map where the new facilities are to be installed?
Additionally, please let us know whether the site is currently served by utilities, including a septic system that can be connected to, power, water, internet, or any other existing services.
The correct location is 103 Hudson Bay
Road. (LAT: 48.737268, LONG: -
113.427415). The site has septic and water services, as well as electricity through
Glacier Co-op.

Per 107.01C The Government will issue a
Contract Modification to the contractor to pay the actual, documented fees required to be paid to the Blackfeet Nation. Would FHWA please clarify if TERO and IOS fees need to be added to contractors bid at bid time? Or will this be added on top of contractors bid price after bidding?
The TERO and IOS fees do not need to be added to the contractor's bid at bid time.
FHWA will issue a Contract Modification after award and these two fees will be calculated based on a percentage of the low bidder's offered price for work on the
Blackfeet Reservation.
7/23/26
15 X What is the GPM of the water source at the general store?
This information is unavailable. If water is needed it must be drawn from the lake or stream using a pump after review by NPS staff and the CO.
16 X
SCR’s 156.03 states between September 8th to
December16th and April 1st to May 22nd the road may be closed but the contractor will need to accommodate Park Admin, tribe representatives, NPS concessionaires, and DSC
Utility Contractor traffic with 30 minute delays.
Can FHWA provide the anticipated density of this traffic during these times?
During these timeframes, traffic is expected to be less than 100 vehicles per day.
7/23/26
17 X
Is the contractor required to remove the existing overhead power lines after underground completion or will that be the responsibility of Glacier Electric?
Glacier Electric will remove the existing overhead power lines and poles after underground completion. Not part of this project.
7/23/26
18 X
The contract allows for full closure from
September 8th to December 16th 2026 allowing administrative travel. Would FHWA allow this same closure in 2027 to facilitate paving?
No, bid per the solicitation documents. 7/23/26
19 X
The cable for the electrical work comes in 2500’ rolls. The spacing on the enclosures is between
650’-1100’ with most being about 1000’. This causes a significant amount of waste for expensive cable with long lead times. Would
FHWA consider changing the spacing on the enclosures to limit cable waste?
No, bid as per the solicitation documents. 7/23/26
20 X
Additionally to procure this much cable we are being told by suppliers might not be available until later 2027. Would FHWA please extend contract time into mid 2028?
No, the FCD will not be extended. 7/23/26
21 X
The detail on sheet H-9 only shows 2 LBC-3’s per enclosure but there needs to be 3. Would
FHWA please clarify this detail?
This will be addressed in Amendment A003.
Glacier Electric CO-OP will supply and install all electrical conductor hardware (elbows and LBC's). Relevant items will be removed from the plan sheet's informational quantities on Sheet H.1.
