About this file
This is a Questions and Answers (Q&A) document for federal highway construction projects MT FLAP BLACKF 12(1) and MT NP GLAC 12(2) concerning the FLAP and FLTP Rehabilitation of Two Medicine Road.
The document addresses four technical inquiries submitted by contractors between July 2 and July 15, 2026. Question 1 requests an extension of the fixed completion date to November 24, 2027, to allow additional time for finalization, cleanup, and demobilization after paving completion; the Government approved an extension to November 12, 2027 via Amendment A001. Question 2 requests relaxation of aggregate source quality standards (soundness of coarse aggregate to 25% loss and Liquid Limit to 35); the Government declined and directed bidders to comply with solicitation documents as written. Question 3 addresses Standard Construction Requirement (SCR) 637.02 regarding residential housing unit placement 14 days prior to construction start, noting that units will be 12-16 weeks out from the Notice to Proceed on September 14, 2026; the Government indicated this requirement will be clarified in Amendment A002 to align housing placement with the 2027 on-site construction season start. Question 4 requests clarification and modification of SCR 108.01(a)(1) concerning work suspension requirements between Appistoki Creek Bridge and Two Medicine General Store from September 7 through May 25; the Government confirmed this language will be removed via Amendment A002.

# General Technical Question Answer Date

Would FHWA consider extending the fixed completion date to 11/24/27 to give us more time finalizing work, cleanup, and de-mob after paving is completed?
The Govenement will extend the fixed completion date to 11/12/2027 (NOT
11/24/2026) in Amendment A001.

The closest available aggregate source to the project does not meet source quality standards on a couple metrics. Would FHWA consider relaxing the soundness of course aggregate standard to 25% loss? Would FHWA consider relaxing the LL standard to 35?
No. Please bid per the solicitation documents.

SCR 637.02 states that residential housing units need to be on site no later than 14 days before starting construction. Currently I am being told those units are 12-16 weeks out. With NTP on
09/14/26 we don’t think its possible to have the units on site 14 days prior to construction.
Would FHWA please remove that requirement?
This will be addressed under Amendment
A002. The intent is to have the residential housing in place 14-days prior to the start of the 2027 on-site construction season.

Please clarify SCR 108.01(a)(1) “Suspend work between Appistoki creek bridge and Two
Medicine General Store between September 7 and May 25 (dates inclusive);” Is the intent to perform all work in this area between May 25, 2027 and September 7, 2027? It seems like it would be more appropriate to perform this work before Memorial Day or after Labor Day to limit the construction impacts.
This will be addressed under Amendment
A002. SCR 108.01(a)(1) “Suspend work between Appistoki creek bridge and Two
Medicine General Store between
September 7 and May 25 (dates inclusive);”
will be removed from this section.
