About this file

This is an Amendment of Solicitation (Amendment A002) issued by the Federal Highway Administration for solicitation number 69056726B000005, effective July 15, 2026. The amendment revises specifications and requirements for the FLAP & FLTP Rehabilitation of Two Medicine Road project (MT FLAP BLACKF 12(1) & MT NP GLAC 12(2)), located 4 miles north of East Glacier Park in Glacier County, Montana, near the Blackfeet Nation jurisdiction.

The amendment incorporates updates from the Revolutionary Federal Acquisition Regulation (FAR) Overhaul and makes substantive changes to project requirements. Key modifications include additions to the Notice to Bidders emphasizing FAR Overhaul language and the FP-24 Standard Specifications; removals of language from Section 104.08 (Load Restrictions) and Section 108.01 (Commencement, Prosecution, and Completion of Work); and additions to Section 637.02 (General Facilities and Services). Specific project requirements include vehicle weight and size restrictions on Two Medicine Road (8 feet width, 21 feet length), winter work suspension between December 16 and March 31, nighttime work restrictions near campgrounds and scenic areas, and completion of clearing and grubbing during the 2026 season to avoid impacting nesting birds. The contract requires the contractor to provide facilities and services in the Glacier National Park St. Mary's NPS Housing Area starting no later than 14 days before the 2027 construction season and ending 21 days after construction concludes, including transfer of housing unit ownership to the Government upon project completion. Additional requirements include compliance with Tribal Employment Rights Ordinance (TERO) requirements, Indian Preference employment provisions, use of the Government's Masterworks system for reporting, and submission of questions no later than 5 business days before the bid due date.
