About this file
This is a Questions and Answers (Q&A) document for the FLAP & FLTP Rehabilitation of Two Medicine Road project (Project No. MT FLAP BLACKF 12(1) & MT NP GLAC 12(2)).
The document addresses five technical questions submitted by prospective bidders between July 2 and July 16, 2026. Question 1 concerns the project completion date; FHWA approved an extension to November 12, 2027 (not November 24, 2026 as requested) via Amendment A001. Question 2 requests relaxation of aggregate source quality standards for soundness of coarse aggregate and liquid limits; FHWA declined and directed bidders to comply with solicitation documents. Questions 3 and 4 address timing issues: the requirement for residential housing units to be on-site 14 days before construction start and work suspension restrictions between Appistoki Creek Bridge and Two Medicine General Store from September 7 through May 25. Both issues will be resolved under Amendment A002, with the housing requirement clarified to apply to the 2027 on-site construction season and the suspension language removed entirely. Question 5 seeks clarification on monthly rental fees for trailer lots; the National Park Service confirmed a monthly rental fee of $281.03 per trailer lot.

Project FLAP & FLTP Rehabilitation of Two Medicine Road
# General Technical Question Answer Date
1 X
Would FHWA consider extending the fixed completion date to 11/24/27 to give us more time finalizing work, cleanup, and de-mob after paving is completed?
The Govenement will extend the fixed completion date to 11/12/2027 (NOT
11/24/2026) in Amendment A001.
7/2/26
2 X
The closest available aggregate source to the project does not meet source quality standards on a couple metrics. Would FHWA consider relaxing the soundness of course aggregate standard to 25% loss? Would FHWA consider relaxing the LL standard to 35?
No. Please bid per the solicitation documents.

SCR 637.02 states that residential housing units need to be on site no later than 14 days before starting construction. Currently I am being told those units are 12-16 weeks out. With NTP on
09/14/26 we don’t think its possible to have the units on site 14 days prior to construction.
Would FHWA please remove that requirement?
This will be addressed under Amendment
A002. The intent is to have the residential housing in place 14-days prior to the start of the 2027 on-site construction season.

Please clarify SCR 108.01(a)(1) “Suspend work between Appistoki creek bridge and Two
Medicine General Store between September 7 and May 25 (dates inclusive);” Is the intent to perform all work in this area between May 25, 2027 and September 7, 2027? It seems like it would be more appropriate to perform this work before Memorial Day or after Labor Day to limit the construction impacts.
This will be addressed under Amendment
A002. SCR 108.01(a)(1) “Suspend work between Appistoki creek bridge and Two
Medicine General Store between
September 7 and May 25 (dates inclusive);”
will be removed from this section.
7/15/26
5 X Are there monthly rental fees for the lots where the residential housing units are to be located?
Per the NPS, the monthly rental fee for one trailer lot is $281.03/month.
